1 SCOPE

This specification defines minimum requirements for the design, inspection, fabrication,
construction and testing of a packaged potable water treating system. The specification is
general in nature. If the manufacturer's specification differs from, but agrees in principal with
the general intent of this specification the most stringent requirement will govern.

2 CODES AND STANDARDS

The latest editions of the following codes and standards are to be considered as part of this
specification:

− Rancangan Pedoman Plumbing Indonesia (RPPI) (Indonesian Plumbing Code).

− Peraturan Umum Untuk Pekerjaan Civil Di Indonesia Peraturan Umum Air Minum (AVWI
- Drinking Water).

− AWWA/ASCE Manual No. 19 ("Water Treatment Plant Design").

− ASTM Standards.

− Uniform Plumbing Code, U.S.A.

− Drinking Water Standards USPHS Publication 956 (1962) or World Health Organization
"International Standards for Drinking Water" Geneva, 1963, as modified by AWWA
Committee 2640P Goals.

− ANSI/AWWA D100-79 - Standard for Welded Steel Tanks for Water Storage.

3 DESIGN

This specification is intended to guide in the design and/or selection of a potable water
system. The design shall include determination of demand requirements, treating
requirements, and storage requirements in cooperation with COMPANY. The specification
includes general guidelines and references to be used in the design and/or selection of a
complete, fully automatic, packaged treatment plant requiring minimal operator attention.

3.1 The following shall be considered in developing and selecting the final system design,
together with the Raw Water Data Sheets for the specific project and the requirements
set out in the data sheet.

− Prechlorination (if required)


− Aeration with pH control
− Filtration
− Chlorination
− Pumping
− Pressure drum

3.2 The VENDOR shall determine the capacity of components in cooperation, and with the
approval of COMPANY. The selected capacity must meet the general requirements of
USPHS Publication 956 or WHO "International Standards for Drinking Water (Geneva,
1963)," as modified by AWWA Committee 264; "Goals." The potable water must be
chlorinated for bacterial control in accordance with AWWA M-20.

3.3 Anticipated and restrictions requirements are as follows:

3.3.1 The system shall be suitable to treat the minimum continuous flow specified
on the data sheet. This system shall be skid-mounted and self-contained
requiring only connections to Plant Electrical, Instrumentation, and a Potable
Water Piping Distribution System.

3.3.2 VENDOR shall supply raw water feed pumps, back flushable filters, and
chlorinator components as well as interconnecting piping, instrumentation and

electrical hookups for each of the dual skid mounted trains that shall be
designed for at least 50% maximum capacity. All these connections shall
terminate at the skid limits.

3.3.3 Composition of the well water to be treated is approximated by the assay


shown on the data sheet. Table 3 is a typical sample analysis data sheet for
obtaining the information required on the data sheet.

3.3.4 The resulting potable water shall meet primary and secondary drinking water
regulations as summarized in Tables 1 and 2 attached.

3.3.5 Delivery pressure from the potable water treating skid shall be as specified on
the data sheets at the skid limit.

4 FABRICATION AND CONSTRUCTION

4.1 All pressure vessels shall be designed and fabricated in accordance with COMPANY
Specification MEP-M-ES-017, Unfired Pressure Vessels.

4.2 All piping systems shall be fabricated in accordance with COMPANY Specifications.
MEP-P-ES-004, Ball Valves For Pipelines Service and MEP-P-ES-009,
Precommission Cleaning of Piping Systems.

4.3 All electrical and control systems shall be designed and fabricated in accordance with
COMPANY Specifications MEP-E-ES-002, Electrical Requirements for Packaged/Skid
Mounted Equipment, MEP-E-ES-005, Induction Motors 250 HP And Smaller, and
MEP-I-ES-002, Installation of Instrumentation Packaged Equipment.

4.4 The pressure drum shall be internally coated in accordance with COMPANY Coating
System No. 10 as defined in MEP-G-ES-008, Surface Preparation, Painting or
COMPANY approved equal. VENDOR shall state details of the proposed internal
coating procedure in his proposal. VENDOR shall also state this coating system is
compatible with the potable water quality standards specified herein.

4.5 All exposed ferrous surfaces which are not galvanized, shall be prepared and coated
in accordance with COMPANY Specification MEP-G-ES-008.

5 INSPECTION AND TESTING

In addition to the equipment inspection requirements listed in Specification


MEP-G-ES-001, General Technical Conditions for Tender and Purchase of Materials and
Equipment, and the individual equipment data sheets, the following shall be required as a
minimum:

5.1 A System Field Performance Test shall be conducted upon completion of installation.

This test shall be satisfactorily passed before final acceptance of the system.

5.2 A review of documentation to assure that the equipment complies with all applicable
codes and with ordinances of the governing agencies where the unit is to be installed
is required. Refer to Specification MEP-G-ES-001, General Technical Conditions for
Tender and Purchase of Materials and Equipment, for detailed requirements including
resolution of any conflicts in regulations. These documents shall be collected by the
VENDOR for presentation to the MIGAS Inspection representative.

6 DOCUMENTATION REQUIREMENTS

COMPANY requires VENDOR to supply the following:

6.1 As built drawings

6.2 Mill Test Certificates for all fabricated pressure retaining components

6.3 Weld procedures, welder qualification procedures, welder certification documents

6.4 Copies of Hydrotest Recording (pressure vs time)

6.5 Nameplate rubbing

6.6 Report of NDT Testing during fabrication of pressure vessel

7 PREPARATION FOR SHIPMENT

All openings shall be covered and sealed with plywood, thin gauge sheet metal and/or
screwed plugs.

Components shall be tagged and properly identified to expedite reassembly at the site, as
applicable.

8 WARRANTY AND GUARANTEE

The VENDOR shall guarantee that the composite unit and all of the components are in
accordance with Specification MEP-G-ES-001, General Technical Conditions for Tender and
Purchase of Materials and Equipment.
