INTRODUCTION
A. Background of the Study
Education is one of the most important investments a country can make in its future as well as a powerful agent of
change that improves health and livelihoods, contributes to social stability and drives ling-term economic growth.
Furthermore, education is a process of inviting truth and possibility of encouraging and giving time to discover. It is,
as John Dewey (1916) put it, a social process – ‘a process of living and not a preparation for future living.
Educational management is commonly associated with elementary, secondary schools as well as the higher
education. Furthermore, aside from working in schools they can also be found in governmental agencies, private
companies, and not-for-profit organizations.
Those working in educational management have earned at least a master’s degree and a licensed teachers or
principals which they can apply their educational attainment or eligibility in developing education policy, conducting
research, consulting, evaluating and developing ways to enrich and enhance the educational system at all levels.
In order to promote independent learning, the educational management improve the quality of education through
changing the educational system from conventional learning to e-learning which is more convenient in educating
students.
Learning is basically the process of adding information and abilities when thinking about what information and
competencies are meant by students, then at that moment we should think about what strategies should be done so that
all of them can be achieved effectively and efficiently.
Understanding the learning methods is very important to a teacher to be able to determine what must be achieved
and how it will achieved. The conventional system of instruction was good but in this era of globalization educators
are required to use the online learning method or the new normal system of education in delivering an instruction to be
more effective and efficient.

B. Statement of the Problem

The general objective of the study, aims to:
1. Determine the more convenient learning modalities to be used in delivering an instruction in this time of
pandemic, and
2. Identify the advantage and disadvantage of conventional and new normal mode of instruction.

C. Research Questions
1. Which of the two (2) learning modalities is more convenient in delivering an instruction in this time of
pandemic?
2. What are the advantage and disadvantage of conventional and new normal mode of instruction?

The study will help researchers with more information on which of the learning modalities best to use in

delivering an instruction. This research work will benefit not only the researcher who conducted this study but also
the following:
1. Teachers - This study may help teachers to decide in which of the two learning modalities best to use in
delivering an instruction in efficient and effective way.
2. Students – This study may help the students to adapt a new learning strategy in connection to the best
teaching technique in delivering an instruction.
3. Future Researcher/s – This study may help future researchers to be their source in conducting the same
study.
F. Definition of Terms
As words may mean differently in different contexts, the following definitions are given as the words used
as intended to be understood for the purpose of the study.

 Conventional Learning – It involves a teacher, a brick-and-mortar facility (usually a school) and a

group of students that gather together at this facility during specific periods of the day to learn from
the teachers.

 New Normal Education – It involves three (3) learning modalities which are distance learning,
blended learning, and homeschooling.

 Educational Management – Refers to administration of the education system in which a group

combines human and material resources to supervise, plan, strategize, and implement structures to
execute an educational system.

 Learning Modalities – Refers to the sensory channels or pathways through which individuals give,
receive, and store information. Perception, memory, and sensation comprise the concept of modality.
The modalities or senses include visual, auditory, tactile/kinesthetic, smell, and taste.

 Independent Learning – Being able to make informed choices and taking responsibility for your own
learning activities. Also, Holec(1981:3) defined independent learning as “the ability to take charge of
one’s learning”.

 E-Learning – It is the use of electronic devices such as audio, video, or computer equipment or a
combination of the three.

DISCUSSION

1. The Concept of Conventional Learning (Face to Face)

Learning has been a great part of human history over the years. People have always been looking for ways to
advance their knowledge, understand the world better, and make their lives easier. The ways of learning have
definitely improved but the goal remains the same.
Face to face instruction otherwise known as the conventional instruction is concerned with the teacher being
the controller of the learning environment and plays the role of an instructor. Students in this type of instruction
are regarded as having ‘knowledge hole’ that need to be filled with information. Ultimately, it is the teacher who
causes learning to occur (Novak, 1998).
This conventional learning theory of ‘sage on the stage’ emphasizes the teacher as the centre of the learning
process. This approach places the sole duty of learning on the transfer of knowledge from the teacher to the
student, often termed the lecture method. Thus, the teacher teaches as the students sit and take notes.

2. Advantages and Disadvantages of Conventional Learning.

3. The Concept of New Normal Education

“New Normal” is often heard nowadays as a result of the pandemic that is going on now. There is a
lot of “new normal” that took place in every daily routine, on jobs, on every government processes and in
education. Moreover, “new normal” means to wear face mask every time people go out. In government,
everything must first be done through online but how about in Philippine Education System? What does “new
normal” look in education?
For years, Philippine Education System has been traditional but gradually changing to cater the
demands of the new generation. As a matter of fact, before this “new normal” came to light, teachers and
learner are already using the internet, computer, and other technologies in education. But the difference lies
between having a face to face class and now in new normal classes are done virtually. Department of
Education introduced three (3) modalities of how learning’s shall be delivered in “new normal”. These are
Distance Learning, Blended Learning, and Homeschooling respectively.
 Distance Learning – This refers to a modality where learning takes place between the teacher
and the learners who are geographically remote from each other during instructions.
 Blended Learning – This refers to a learning delivery that combines face-to-face with any, or
a mix of, Modular Distance Learning, Online Distance learning, and Television/Radio-Based
Instruction. This modality will enable the schools to limit face-to-face learning, ensure social
distancing, and decrease the volume of people outside the home at any given time.
 Homeschooling – This modality aims to provide learners with quality basic education that is
facilitated by qualified parents, guardians, or tutors who have undergone relevant training in a
home-based environment

4. Advantages and Disadvantages of Distance Learning

Advantages Disadvantages

You can pursue a job along with studies. High chances of distraction.

You can save money. Hidden costs.

You save time. Complicated Technology.

You can learn at your own pace. Quality of Faculty Compromised.

You can study whenever, wherever. Questionable credibility of degrees.

5. Advantages and Disadvantages of Blended Learning

Advantages Disadvantages

CONCLUSION

The COVID-19 pandemic is a huge challenge to Philippine Education Systems. Many parents and
students may have heard about the new normal education during this time of Covid-19 pandemic, but this
type of instruction has been part of the Philippine Education System for many years now. In addition, while
the world generally was already veering toward digital platforms for news, information, business, research,
finance, entertainment, and education, Department of Education (DepEd) Secretary Leonor Briones asserted
that Philippines Has been using online instruction for decades already. Also, DepEd Secretary Briones said in
her report to President. Rodrigo Duterte and the Inter-Agency Task Force on Emerging Infectious Disease
(IATF-EID) that “we have been doing distance learning, and blended learning for decades and decades
already”. With those kinds of report, and since Philippines is not new to the different kind of emerging
technologies that was used as an educational platform, the new mode of instruction that is more convenient in
delivering an instruction in this time of pandemic is the “New Normal” education with three modalities
namely: Distance Learning, Blended Learning, and Homeschooling. In implementing these modalities, we
can also avoid crowded places to avoid acquiring the virus with asymptomatic symptoms. There is a great
challenge ahead of this “new normal”. There’s a lot to adjust and to embrace. But one thing is for sure, these
modalities in learning presented can continually deliver quality education to the learners. As what DepEd
Secretary Leonor Magtolis Briones has said “Learning will continue, COVID or NO COVID”.
