HOW TO CONDUCT

AN EARTHQUAKE
DRILL IN SCHOOL
OBJECTIVES
1. To ensure the safety of parents, students,
teachers and staff during and after a
damaging earthquake.
2. To help school administrators and their
disaster action groups to design a specific
response plan of the school for
earthquake.

DEVELOPING THE SCHOOL
EARTHQUAKE
EVACUATION PLAN
After identifying the safe and unsafe spots, the next
step is to develop the School Earthquake Evacuation

Plan

1. The School Earthquake Evaluation Plan


should have provision.
2. Determine if there is sufficient open
spaces for all.
3. Consider number of students.
4. Each class should have a assigned specific
evacuation site.
5. Determine the flow of traffic.
6. Indicate by arrows, the flow of student
evacuation.
7. Prepare final evacuation route and orient all
the teachers and school staff about this.
8. Prepare Earthquake Survival Kits.
9. Prepare First Aid Kit
STAGE 3
ORIENTATION PRIOR TO
THE CONDUCT OF
EARTHQUAKE DRILL
A. Prepare the students a week before the
scheduled earthquake drill. For each class,
instruct the homeroom adviser to do the
following
1. Allot a specific time for lecture
2. Conduct a classroom observation activity.
⚫ Draw floor plan of classroom
⚫ Identify the safe spot in the classroom
⚫ Identify dangerous spots
⚫ When dangerous areas have been
identified, ask the students what to do to
correct it.
3. Introduce to the student the suggested
evacuation route.
4. Introduce to the student the assigned open
space.
5. Assign somebody who will be in charge in
making sure that the door is open during
the shaking.

DURING AN ONGOING
SHAKING IS HOW TO
PROTECT ONESELF
1. Give specific instruction on what to do
during an earthquake
⚫ Introduce duck, cover and hold
➢ Take cover
➢ Watch out for falling objects
➢ Keep calm, do not panic
2. Give specific instruction about what to do
as soon as the shaking stops
⚫ Be alert
⚫ Listen to teachers instruction
⚫ Walk out of the classroom in orderly
manner
⚫ While walking along corridor to the
nearest exit of the building, be alert for
falling debris
⚫ Don’t talk, don’t go back, don’t bring
things
⚫ Don’t run, don’t push
⚫ Quietly proceed to the evacuation area
⚫ Never go back to the building
3. For the teachers, make sure all students
are accounted for once in the designed
evacuation area
STAGE 4
ACTUAL CONDUCT OF
EARTHQUAKE DRILL
1. Prior to the scheduled drill, inform
neighborhood regarding the drill.
2. Identify and assign observers.
3. For the actual drill.

Assumption
⚫ 1 minute strong shaking signified by 1
minute siren or bell
⚫ Person should not stand
⚫ Building may have damage but no collapse.
⚫ No immediate assistance is available.
⚫ Possible injuries, fear, panic among students
and teachers.

➢Give instructions/ reiterate the what to do’s


➢Once the siren is heard.
➢Participant should perform one minute
duck, cover and hold
➢ After the one minute siren, student should
proceed to designated area
➢ Teacher should make a head count

4. While the drill is ongoing, observers


should take note on the performance of the
teachers and students
5. Observers will give there comment
6. To be effective, earthquake drill should be
done regularly
PHASES OF AN
EARTHQUAKE DRILL
PHASE 1 ALARM
A pre-arranged signal such as
siren/bell should be known to
all. During the drill, the
siren/bell indicates
earthquake/shaking. Students
and teachers will be alerted by
the signal.
PHASE 2 RESPONSE
While the siren/bell is ongoing,
everyone should move away
from window, glass or light
fixtures. In this phase every one
should perform “duck, cover and
hold” under desk, tables or
chairs. Remain in this position
until shaking stops
PHASE 3 EVACUATION
Once the “shaking” stops,
teachers and students should
evacuate the school building
and proceed using pre-
determined routes to go to
identified evacuation area.
PHASE 4 ASSEMBLY
At the designated evacuation
area, student must be
grouped together according to
the class where they belong
PHASE 5 HEAD COUNT
Teachers should check and
make sure all students are all
accounted for.
PHASE 6 EVALUATION
An evaluation of the drill must
be conducted to identify
problems encountered during
the drill and how this can be
corrected in the future
earthquake drills.

INCIDENT COMMAND SYSTEM
(ICS)
-

- is a management system used to organize emergency


response and designed to offer scalable response to
incidents of any magnitude.

- is designed to grow and shrink along with the incident ,


allowing more resources to be smoothly added when
required or released when no longer needed.

-provides a way of coordinating the efforts of agencies and


resources as they work together toward safely responding ,
controlling and mitigating and emergency incident.
-ensures that efforts are coordinated to efficiently
provide emergency services and aid to victims of
disasters.

- Operations of all kinds must have a system and an


organization to be successful.
- used for all hazards and has been proven effective for
responding to all types of incident.
(Hazardous materials, Fire , Mass Casualty Incidents,
Natural Disasters, Pest Eradication Programs, Planned
Events , Epidemics, Accidents, Crime Related and
Terrorism.)

ICS is implemented at the early stages of incident .


Guiding Principles

-vital component of disaster management at all DCC levels


-tool for command, control and coordination response.
-on scene management concept.
-means of determining resources at operational level.
-observes unity and chain of command.
-organization is flexible and modular.
-span of control should be from 5-7 teams.
-should an event require the activation of the Disaster
Operation Center / Emergency Operations Center, the ICS
must be integrated with it.
In the event of emergency, the following
steps should be followed:

officer.

-transfer of command will be triggered when there is a


threat to life, environment and properties.

-absence of LCE, trained IC personnel takes place.

-LCE assumes symbolic IC if not qualified; designated


representative of agency concerned acts as IC.
