ABSTRACT

Arts and culture help reveal and enhance the underlying identity—the unique
meaning, value, and character— of a community's physical and social form. Today,
architectural spaces ranging from educational facilities and museums to art centers,
libraries, religious halls, and memorials, have enriched urban fabrics with cultural
programs that have provided members of the community with places to learn, entertain,
create, and unwind.

Panay is a triangular island, located in the western part of the Visayas. It is divided
into four provinces: Aklan, Antique, Capiz, and Iloilo, all in the Western Visayas Region.
Along with its diverse geography, cultural facilities that are already in place are
inadequate to implement programs for cultural development; tourism-related elements
like culture, pilgrimage, heritage, and others have primarily been focused on festivals
and fiestas, which are very infrequent. In addition, indigenous people produce rich
artistic cultural expressions that should be protected because they should be preserved
for future generations.

To aid with the problems that have been identified, the proposed Culture and Art
Complex will be situated at Brgy. San Sebastian, Sta. Barbara, Iloilo, an area along the
entrance to the new Iloilo International Airport. The study's main objective is to provide
architectural community spaces through design intervention that will enrich and
preserve the Visayan culture and arts. The place will act as a community space that
supports local art forms and cultural practices on Panay Island. The design of spaces
like grand theater, music and film center, as well as visual art center, will be a part of
this complex that intends to create, produce, and present outstanding and fascinating
artistic and cultural experiences from the people of the local setting. Moreover, these
spaces will be functional every day and will serve as an income-generating that will BRGY.

The proposed site is at Brgy. San Sebastian, Sta. Barbara, Iloilo, an area along the entrance to the new Iloilo
International Airport. The lot is identified as a commercial zone and it consists of 5.77 hectares facing north-east.

Panubli Complex was conceived from the idea of “Bayluhay”, derived from the word “baylo”, it is an island's barter that led to the
inhabitation of the Malays in the Philippines and eventually depicts Filipino identity. Through this barter, Malays and Aetas assimilated the
most important cultural trends as seen through the different rituals that are still being observed in some of the barangays in Panay. The symbol
for trade or “barter” and panubok was used as a concept to create the site and building form.
