1 INTRODUCTION

1.1 Project Description

Block Salsich is 10km-45km to the northeast of Port Gentil in Gabon, with an exploration
area of 1,260.04km2. Sino Gabon started the exploration of this block in 2005, and
entered the 4th exploratory period (from Apr. 28, 2010 to Apr. 28, 2013).

AKONDO Oilfield is located at the northeast of Block Salsich, discovered by wells


SAWZ-2, SAWZ-3, SAWZ-4, SAWZ-5, SAWZ-6, SAWZ-9, SAWZ-10, NT-1 and GG-1.

AKONDO Oilfield in Block Salsich has proved the underground structure and entered
the development stage. In order to meet the requirements of crude oil production and
obtain the maximum economic benefit as early as possible, it is necessary to build
surface engineering support facilities and prepare surface engineering design; for the
rolling exploration and development, it shall integrate the surface and underground
facilities, reserve space for further development, and balance the short-term and
long-term objectives.

1.2 Scope of Document

This Specification covers the minimum technical requirements for the design, materials,
labor, fabrication, inspection, testing, preparation for shipment, supply and
commissioning of the Surge Relief Package (Nitrogen Loaded) in accordance with this
Specification and attached data sheet for Crude Metering Station (CMS), Salsich Block,
Gabon.

In the case of any conflict in the specifications, data sheet, drawing and relevant
standards and codes, the severe requirements shall be governed.

3 BACKGROUND INFORMATION

3.1 Workplace

The Surge Relief Package shall be installed outside with the level for explosion-proof
zone of Zone II, Level I and the seismic intensity of 6 degree (0.05g).

3.2 Environmental Conditions

3.2.1 Weather

The north Gabon is featured with tropical rainy climate since the equator goes across
there. So it is hot and humid there with small annual temperature difference. Average
temperature is about 26℃. There are four seasons per year. Among them, there is a
strong rainy season from January to the middle of May, and strong dry season from May
to September, and shorter rainy season from October to December and shorter dry
season from December to next January. The coastal areas are the place with max.
rainfall.

3.2.2 Tide

Block Salsich faces the Atlantic Ocean in the west and north, with altitude less than
200m. It is distributed with dense river network, with plain on the costal area. It belongs
to tropical rainforest climate, and is covered by forests, lagoons and swamps, with

flourishing forests and high forest coverage. The ground vegetation is mainly palm
grove.

3.2.3 Wave

Gabon is located in the east coast of the Atlantic Ocean, and also in the Gulf of Guinea,
so it is less affected by marine monsoon; Block Salsich is in the east of Port Gentil and
has little sea wave along the block, with the highest wave height of 1m. The cycle of sea
wave mainly subjects to tide variation and wind direction, but few strong monsoon
exists.

3.2.4 Rivers

Weze River (“WZ River”) is in the north of Block Salsich, flows from east to west, and
divides the AKONDO Oilfield into two parts of north and south. The river is covered by
trees and dominated by swamps in the downstream, It is a non-navigable river. The river
is broad and there is no onshore road connecting north and south parts.

3.3 Data of Utilities

Electric voltage: 380V/220V/50Hz

4 REQUIREMENT ON THE SUPPLIER

 The Supplier shall obtain ISO9000 Qualification Certificate or the equivalent


 Qualification System Certificate; and the HSE System Certificate; the certifications
shall be valid.
 The Supplier shall be qualified for design and manufacture of pressure vessels as
the same pressure class and category listed in this specification and data sheet,
and shall have at least three years’ design performance and manufacturing
experience with respect to the package.
 The equipment supplied by the Supplier shall be the mature product of the
manufacturer, and there shall be at least 5 sets of similar products which have
been proven to successfully operate for more than 3 years under those
environmental conditions provided in this specification. The Company will not
accept any new product without being used.
 The Supplier shall be able to provide good after-sales service and technical
support, and able to provide long-term technical support.
 All deviations from documents as mentioned in Chapter 2 shall be stated in the
bidding document by the Supplier. In the absence of such a statement, The
Supplier's full compliance with the bid package shall be expected. Compliance by

the Supplier with the provisions of this specification does not relieve his
responsibility to furnish equipment and accessories of a proper mechanical design
suited to meet the specified service.
 Unless approved by the Company, the package shall fully meet requirements in
the specification, data sheets, other relevant documents, standards and codes.
Any neglect in the technical document shall not release the Supplier’s
responsibility. Any modification shall be submitted to the Company for approval.
For the untoward issues, the Supplier shall report to the Purchaser in writing. The
supplier shall be responsible for informing the Company the problems which
cannot be solved properly in written form.

5 SCOPE OF SUPPLY

5.1 General

 The supplier shall bear all responsibilities for the design, material procurement,
manufacturing, assembly of components and parts, inspection and test of the
package, drawings and data provision, as well as the liaison and cooperation
among the subcontractors. The supplier shall also take charge of the performance,
installation and commissioning of the package.
 The package provided by the supplier must be manufactured after the signing of
supply contract. Any package that is manufactured before the supply contract
effective date is not allowed to be applied to this project.

5.2 Scope of Supply

One set of Surge Relief package is required for this project. The package shall be
supplied in skid, and it shall include but not limited to the following:
 Surge Relief Package: inclusive the Nitrogen Loaded Surge Relief Valve (SRV),
Nitrogen Cylinder, Nitrogen storage vessel, Nitrogen control system, instrument,
pipe, pipe fittings, valves, flanges, gaskets and fasteners in the skid.
 Skid-mounted base.
 Painting
 nameplate (in both French and English)
 Transportation of equipment
 Spare parts lists for two-year operation
 Special tools
 Field guidance and training;
 Relevant documents.

5.3 Interface

5.3.1 Piping

The companion flanges for the piping interface (in the double dot dash line in the P&ID)
connected with the outsides shall be supplied by the supplier (including gasket, bolts,
nut, etc.);

5.3.2 Foundation

The Supplier shall provide the connection method as well as matched foundation bolts
and nuts for the base and foundation of the package.

5.3.3 Instruments system

All instruments are in the package. They shall be supplied by the supplier.
The connecting cable from the package to Central Control Room will be supplied by the
owner.
The Surge Relief Valve opening and closing signals shall be uploading to the RTU in
Central Control Room.
The pressure transmitter in the package output 4~20mA standard signals, uploading
signals to the RTU in Central Control Room.

6 TECHNICAL REQUIREMENTS

6.1 General

 The package shall conform to the Specification, data sheet, drawing and relevant
standards and codes.
 All materials used shall comply with the requirements of the relevant material
standards and they shall be new and unused and free from any defect.
 The supplier shall be responsible for the final selection of materials and select the
materials of each spare part according to the regulated material grades and
operation conditions, and mark out the specific grades of materials of main spare
parts in the datasheet.
 The package shall be designed in consideration of the permanent safe operation
under environmental conditions as given in Chapter 3, and the service life shall be
more than 15 years.

6.2 Surge Relief valve

6.2.1 Valve type

The SRV shall adopt balanced-piston and Nitrogen Loaded. When the pipeline pressure
reaches setting pressure, the SRV shall be opened.

6.2.2 Valve Structure

 The supplier shall guarantee that the application life of the RSV, its difficult
replacing parts, such as valve body and valve core, etc. shall be 15 years at least.
 The SRV shall be equipped with necessary connection parts for site testing.
 The SRV shall have the function of adjusting setting value on-site. The Suppliers
shall state adjustment range and method of the setting value of SRV in technical
documents.
 The SRV shall be adjusted to regulated set-pressure, and be lead seal according
to relevant provisions.
 The SRV shall be equipped with necessary connection parts for site testing.
 The Supplier shall provide the nitrogen system of nitrogen-type SRV, and is
responsible for the assembly and pre-commissioning.
 The supplier shall provide the manufacturing datasheet of SRV, including flow
capacity, setting range and valve core type. The materials of SRV ant its
accessories shall be provided in the datasheet.

6.2.3 Valve sealing

The SRV shall be sealed to zero leakage. The suppliers shall state seal grade.
All seal ring inside the valve shall be replaceable.

6.2.4 Surge Relief Characteristic

 The diameter of the SRV shall be determined by calculation in accordance with


the datasheet, the Supplier shall provide technical documents and calculation
report.
 The open time shall be less than 0.1s. The Supplier shall provide the open time of
the SRV.
0  The setting accuracy of the Nitrogen Loaded SRV shall not be lower than ± 1%.

6.2.5 Connection

 The SRV shall adopt butt welding flange connection, the flange shall comply with
ASME B16.5, and requirements about connection type and pressure of the
datasheet.

 The supplier shall provide companion flange, gaskets, bolts, nuts, washers, etc.
these fasteners shall meet the requirements of transmission medium.
 The material yield strength of companion flange shall not be less than that of the
connection pipe, and the carbon content of companion flange shall be equivalent
to the connection pipe.
 The weld of valve flange shall be pretreated to meet the requirement of design
conditions and ASME B31.3.

6.2.6 Other requirements

 The pressure grade of connection parts shall be same as the SRV, the connection
parts shall have suitable support to be fixed with valve body.
 The valve body shall have visible arrow by casting, forging or mould form to
indicate flow direction of medium.
 The SRV shall be installed on fixed support.

6.3 Technical requirements for Nitrogen control system

 The supplier shall provide a Nitrogen control system for the package, which shall
be an independent system.
 The control system shall be designed so that it cannot be easily interfered by
other electric systems.
 All the analog quantity will be taken as 4-20mA standard signals.
 The outdoor instrument protective grade shall be no lower than IP65.
 The outdoor instrument explosive-proof grade shall be no lower than ExdiiBT4.
 The control panel shall conform to general regulations on instruments.
 The supplier will be responsible for supplying and installing the signal cables from
field instruments to the control panel; it will also provide onsite cable installation
drawing, the wiring diagram of terminal board inside the control panel, etc.

6.4 Nitrogen storage vessel

The Nitrogen Storage Vessel shall be supplied in package and easy to operate and
repair.

7 PAINTING

After accepted delivery test, exhaust the water inside the water chiller and coat it in the
following steps:
 Paint anti-rust grease to the internal processed surfaces, and hardened anti-rust
oil to exposed processed surfaces of the package.

 Rust and oil stain on the exterior non-processed surface shall be removed, then
coat the surface with primer and top coat to make the surface even and smooth,
free from concavo-convex feeling at touch, and soft in color.
 After the coating, the inlet and outlet of the package shall be sealed with caps.

8 INSPECTION AND TESTING

8.1 General Requirements

 The supplier shall be responsible for inspection and testing. The Owner is entitled
to inspect at any time during the package building.
 The supplier shall provide inspection procedures and inspection points for
inspection.
 The inspection shall be conducted by the Owner or his designated representative.
They are entitled to enter the factory, including the factory of the subcontractors to
inspect the ongoing work or witness the equipment tests. They have the right to
reject any equipment not conforming to specifications or the requests in the order.
 The supplier shall provide the Owner with detailed inspection and testing schedule
4 weeks before the initiation of the testing procedure.
 The supplier shall control all phases including design, building and assembly as
per requirements of the quality assurance manual approved by the Owner. The
quality assurance manual shall contain detailed inspection and non-destructive
test procedures, and the qualification requirements for the operator of
non-destructive test.
 The material tracking system shall cover all main structural components.
 The extent of non-destructive test and repetition procedure and content of
acceptance test shall be approved by the Owner.

8.2 General Testing Contents

The tests shall be conducted in accordance with this specification and relative
standards. As a minimum, the package shall go through the following tests:
 Hydraulic pressure test;
 Mechanical operation test;
 Seal leakage test;
 Performance test;

8.3 Certificates

The supplier shall provide the following certificates:

 Single equipment test and inspection report;


 Effective inspection certificate issued by the factory;
 Each package must be attached with the certificate of conformity (including model,
specification, applicable medium, manufacturer’s name, production date).
 Factory quality certificate (including the explosion-proof certificate) .

9 NAMEPLATES

The package shall be fitted with a stainless steel nameplate (in both French and English)
permanently mounted on a conspicuous position, with legible information. The
nameplate can be fixed with the stainless steel supporting frame and bolts.
The information on the nameplate on the package shall include but not limited to:
 The supplier’s name
 Product serial number
 Manufacturer date
 Size of package
 The package mass.
The information on the nameplate on the valve shall include but not limited to:
 The valve type;
 Product serial number
 Manufacturer name;
 Designed pressure;
 Designed temperature;
 Material of main body;
 Medium;
 Equipment mass;
 Manufacturing date;

10 TRANSPORTATION AND PACKAGING

10.1 Requirements on Transportation and Packaging

 The package and transportation shall comply with the provisions of


GA-EN-PF00-ME-SPE-013. It shall be suitable for ocean shipping, railway and
highway transportation.
 The packaging operation shall consider that the whole device or equipment does
not bear the external force that may cause its distortion during the hoisting and
transportation, and is not corroded by the sea water, air and other outer media.
 All the instrument accessories provided by supplier shall be packaged individually
and installed in the site.

10.2 Requirement on Delivery

 The Supplier shall inform and request the Company to sign for the delivery upon
the completion of all tests and inspections and preparation for transportation. The
Company has the right to reject and dishonor any payments if the products are
delivered before the Company’s instructions.
 If the Supplier fails to meet the requirements related to the transportation
documents, certificates, packages, marks and point of delivery shown in the order,
any expenses that may occur during transportation shall be for the Supplier's
account.

10.3 Transportation Requirements

 The supplier must comply with the following requirements unless otherwise
specified by the EPC contractor in writing:
 It is not allowed to ship the goods by several times or parts;
 It is not allowed to ship the goods to the EPC contractor by the sub-suppliers.
 The supplier shall ship the goods together with the installation, commissioning
and trial run tools, accessories and consumables of the goods specified in the
order.
 The reliable packaging shall be used.
 The equipment shall be equipped with the hoisting rings.
 Based on the safe and economic principle, the goods shall be shipped to the
specified place as per the complete set scope and time set forth in the contract.

11 SPARE PARTS AND SPECIAL TOOLS

 The Supplier shall provide the spare parts necessary for the field installation,
pre-commissioning, start-up and the list of the spare parts.
 The Supplier shall provide the recommend list of the spare parts used for 2 years’
operation with a separate quotation, which shall include the name, quantity and
unit price of the spare parts.
 The spare parts provided by the Supplier shall be packaged separately for the
long preservation; the spare parts shall be necessarily marked so as to be easily
identified in the future.
 The Supplier shall provide the special tools necessary for the equipment
maintenance, including the list and unit price of the special tools.

12 REQUIREMENTS FOR THE DOCUMENTS

 Language
All documents, drawings, calculation reports, technical data shall use both two
languages, one of which shall be French and the other shall be English. Chinese may
be required by the Company in accordance with the bidding situation. The Supplier shall
be fully responsible for the accuracy of the translation.
 Unit
All documents and drawings provided by the Supplier, including the computational
formula, shall use SI as the unit.
 Document Requirements
The Supplier shall furnish documents provided in Table 12-1. Drawings and documents
furnished shall be cataloged with the edition specified. All documents shall bear all
signatures as required, and those without being signed will not be accepted.
 The Supplier is obliged to assume the liability for all consequences due to the
failure of providing approved drawings and documents or due to the construction
before the drawing and document is approved. After the approval of the drawings
and documents, the Supplier shall make written notice to the Company upon any
modifications during the equipment manufacture and meanwhile submit the
revised drawings and documents to the Company and take them into effect after
the written approval of the Company.
 The Supplier shall be liable for the all design changes due to its breach of the
Contract.
 The documents provided by the Supplier shall be comprehensive, clear and
integrated and the Supplier shall be fully responsible for the reliability of the
documents.

13 SERVICE AND WARRANTY

13.1 Service

 The service provided by the Supplier shall include:

 Technical training on field operators.


 Instruction on maintenance after use.
 The Supplier shall make response within forty-eight hours upon the Company’s
request on service. The Supplier shall assign experienced technicians to give field
guidance and technical support within two weeks in the site.

13.2 Warranty

 The Supplier shall guarantee all items within its scope of supply to ensure the
soundness of the design, material and manufacture and total satisfaction to the
requirements specified in this Specification. Besides, the Supplier shall also
guarantee that the equipment is definitely in line with the specified performance
requirements within eighteen months after the date of equipment delivery or within
twelve months after the date of its field operation (the earlier time shall prevail). If
the equipment is damaged due to the poor quality and could not properly work, the
Supplier shall replace or repair it for free and shall make compensation for the
personal injury and property loss caused accordingly. The Supplier shall provide
necessary replacement and maintenance and compensate all costs upon any
defects within the warranty period.
 The products purchased by the Supplier from the third party shall be approved by
the Company.
 Upon any or all of the equipment fails to meet the requirements for warranty, the
Supplier shall immediately make necessary modification, repair, improvement or
replacement until the specified conditions are satisfied.
