1.1 Introduction
1.1.1 This specification defines the minimum requirements for design, construction, inspection and testing of
Power Line Capacitors for use on Medium Voltage (MV) Systems. The Scope of Supply includes the
capacitors, all ancillaries and interconnecting cables to form a complete system together with all specialised
tools and test equipment required to install, commission and maintain the system. The Vendor/Contractor
shall also include for installation supervision and commissioning in accordance with the terms of the
Purchase Order/Contract.
Capacitors may be either shunt (parallel) connected or series connected. There is no difference in the type
of capacitor, and the different description relates to the type of connection relative to the load.
1.1.2 The specification applies to equipment for refineries, onshore oil and gas installations and processing
facilities, including items purchased either directly or as part of a package.
1.1.3 The capacitors perform different functions since the shunt capacitance is fundamentally for power factor
improvement and the series capacitor acts as an effective voltage regulator by causing a voltage rise in the
system. For example, the inherent capacitance of a long power line can cause a rise in voltage, also known
as the Ferranti Effect.
1.1.4 Capacitors, usually have a low internal inductance and having a higher withstand test voltage than normal,
are also utilised for rotating machine surge protection. They reduce the steepness of the travelling wave
front of lightning surges (subsequent to a system lightning strike) or switching surges.
1.1.5 This specification excludes any reference to the type of connections and the purpose for which the
capacitors are used and only describes the requirements for the capacitors and associated equipment.
1.1.6 This specification is generally based on ANSI/NEMA standards. The Vendor/Contractor shall comply
fully with the provisions laid down in this specification. Any exception must be clearly stated and be
authorised in writing by the Owner as failure to do so shall indicate full compliance; any remedial work
then necessary, shall be at the Vendor/Contractor's expense.
1.1.7 In the event of any conflict between this specification and the Data Sheets, or with any of the applicable
codes and standards, the Vendor/Contractor shall inform the Owner in writing and receive written
clarification from the Owner before proceeding with the work.
1.1.8 This general specification will form part of the Purchase Order/Contract, together with any Data Sheets,
drawings or other attachments.
The following NOC General Engineering Specifications are an integral part of this specification and any
exceptions shall be approved by the Owner:
The technical data supplied by the Owner for the equipment is given on the Data Sheets which are included
at the end of this specification.
The Vendor/Contractor shall complete the relevant part of the Data Sheets with the remaining information.
2.0 DEFINITIONS
2.1 Technical
The technical terms being used in this specification are defined as follows:
The rms "phase to phase" or "phase to neutral" voltage by which the system is designed and at (or near)
which level, the system normally operates.
Low Voltage
Medium Voltage
A class of nominal system voltages equal to or greater than 1000V and less than 15,000V.
MTBF
Mean Time Between Failure. Normally quoted in years. From statistical calculations, the value of the
MTBF predicts the dimensions of an exponential curve of failures against time.
MTTR
Mean Time To Repair. This is the estimated time in hours for a fault to be cleared after an alarm has been
accepted.
THD
2.2 Contractual

during hottest day):
3.9.1 Fuses shall be selected by capacitor Vendor/Contractor to limit the energy to capacitor units during unit
failure, to avoid capacitor rupture. This shall include fault current contributions from all effectively
paralleled units, and shall also take into consideration possible excessive loading due to harmonic voltages,
over voltages and capacitor unit reactive power tolerance. Fuses shall be capable of continuously carrying
typically 125% for grounded or 135% for un-grounded bank (approximately) of rated capacitor current to

3.9.2 Where Data Sheets indicate expulsion-type fuses, it shall be Vendor/Contractor's responsibility to ensure
protection of capacitor unit can be provided without exceeding fuse capabilities, based on power supply
and capacitor bank(s) configurations, including discharge or transient currents from near-by capacitors
where indicated in the Data Sheets. Where the Vendor/Contractor determines expulsion type fuses to be
inappropriate, or where current limiting type is indicated in the Data Sheets, current limiting fuses shall be
properly selected by the Vendor/Contractor.
3.9.3 Immediately following fuse operation, fuse shall be capable of withstanding normal transient voltages
across its terminals, for example, operation during energisation where capacitor terminal voltage may reach
value of 1.1 x√2 x 2Vs (where Vs is nominal supply voltage), or other typically expected transient recovery
voltages across its terminals. Fuse must have clear visible indication, from ground level, of having
operated.
3.10.1 Where indicated in the Data Sheets, Vendor/Contractor shall provide re-strike free 3-pole
electromechanical vacuum switch(es) on structure(s) to energise/de-energise capacitors using signal from
Owner's remotely located controller. Reference to ANSI/IEEE C37.66 in Codes and Standards section 3.2,
is used in the
absence of updated standards related to vacuum capacitor switches, in order to have minimum requirements
for ratings and tests.
3.10.3 All opening and closing shall be in vacuum, with no pre-strike noise nor visible arcing.
3.10.4 Insulation impulse withstand and power frequency short-time over voltage withstand capabilities shall be in
accordance with ANSI/IEEE C37.66 schedules of preferred ratings.
3.10.5 The Vendor/Contractor shall select capacitor switch to withstand transient conditions of switching,
including maximum inrush/discharge currents which may involve contributions from any adjacent
capacitor installations. Switch shall also withstand short-time fault currents which may occur on load-side
(including contributions from any adjacent capacitor banks) and on line-side (including discharge from its
own capacitor bank). Where the Vendor/Contractor determines that switching and/or momentary duties
exceed switch capabilities, the Vendor/Contractor shall provide current limiting reactors and/or pre-
insertion resistors.

unambiguous manner.
All identification labels shall be WBW traffolyte, screwed labels; self adhesive labels are not
acceptable.
5.1 General
The specification is primarily written for equipment manufactured in accordance with the American
(NEMA) standards.
This section does not attempt to list every difference between American (NEMA) standards and IEC
standards, but covers only those salient differences that could affect the final installation if not properly
addressed during the design phase.
The NEMA Standards in many cases utilise imperial units (feet, pounds, degrees fahrenheit, etc), whilst the
IEC Standards utilise SI units (metres, grammes, degrees celsius etc).
Note:
For electrical equipment, the (American) Institute of Electrical and Electronic Engineers (IEEE) have
recommended that the use of the imperial (British-American) units in use be reduced as rapidly as possible
in favour of the SI units, with certain implementations such as the use of horsepower being phased out first.
IEC cable CSA's are always in metric dimensions (mm2). American conductor sizes are often American
Wire Gauge (AWG) for the smaller sizes and circular mils (c.mil) for larger sizes. However because
circular mil is a term universally used in the USA and based on the mil (one thousandth of an inch), this
specification refers solely to c.mil and not to AWG.
5.2.3 American practice is to use terms Grounding/Ground instead of the European terminology which uses the
terms Earthing/Earth.
