Note that the causal loop above was culled from an actual learning
workshop with MLGOOs. Some of the statement of data can be enhanced
by making them more specific. For example:
By providing data on each of the causal factors, critical gaps in LGU
performance are clearly shown. This analysis can then serve as an input in
assessing LGU capacity to improve desired LGU performance.
