2022 Awarding of Local Government Units’ Exemplar Performance and Leadership


ACTIVITY: for the Year (ALLY) Towards Recovery and Resiliency through Collaborative
Governance

REPORT SUMMARY
I. OBJECTIVES OF THE ACTIVITY:
Generally, the activity aims to recognize performances by institutionalizing an incentives program with
allied partners.

Specifically, this is geared towards the accomplishment of the following:

 Share, through presentation and discussion of program/project, details of best practices and
winning entries and nominees in the different awards categories of R2 ASSETS, SUBAYBAYAN,
ADAC, EAGLE/BESTs Individual Category - Secretary, Treasurer, and Chief Tanod 
 Provide incentives in the form of plaques and certificates of recognition to LGUs for their
exemplary performances and leaderships; and
 Espouse collaborative governance toward recovery and resiliency through strengthening and
expansion of partnerships, in alliance with the Provincial Government and various LGU Leagues
in Nueva Vizcaya.
II. HIGHLIGHTS OF THE ACTIVITY:
True to its mandate, the Department of the Interior and Local Government (DILG) has been the catalyst
of good local governance and has been the frontrunner in the provision of technical assistance, and
capacity development to further enhance the capability of Local Government Units, along with
recognition of their exemplary performances and leadership.

In its 2 year of implementing the incentives and awards program,  the 2022 ALLY now dubbed as
nd

Awarding of Local Government Units Exemplar Performance and Leadership for the Year Towards
Recovery and Resiliency through Collaborative Governance, espouses allied strengths and efforts with 
the Provincial Government and various LGU Leagues in the Province. Through this partnership, the
commitment to  support and further strengthen linkages and networks in implementing local
governance programs will be established in a collaborative undertaking.

The said award and incentive program was attended by the Provincial Governor of Nueva Vizcaya, Hon.
Carlos M. Padilla, DILG Nueva Vizcaya Provincial Office Personnel headed by Provincial Director Engr.
Maria Loida M. Urmatam, CESE and other Civil Society Organizations and National Government Agencies.

The event began with an invocation from PEO II Angelyn O. Calagui and ADA IV Lester M. Scott, who was
followed by Cluster Head Luis E. Udanga which he acknowledged the attendees. PD Engr. Maria Loida M.
Urmatam then delivered a message of welcome in which she said that ALLY could have multiple
meanings: as a verb, it indicates support; as a noun, it refers to a person or organization that cooperates
with or assists another in a particular activity; and in Tagalog, it signifies offering. PD Urmatam stressed
that the ALLY Program is a resource for local government units (LGUs) to improve their performance, as
well as a network and link for leaders to consistently provide high-quality service to their constituents.

Program Manager, Engr. Imelda PA. Rosales, provided an overview of the event, which was followed by
an uplifting message from the Provincial Governor, Hon. Carlos M. Padilla. He emphasized the
significance of collaborative governance in terms of recovery and resilience. Gov. Padilla stated that
rewards and incentive programs could drive LGUs to adopt programs that address their local needs.

Moreover, it challenges each Municipality to improve its performance.

In connection with the awards program, LGOO II Keith Clarence R. Bunagan and LGOO II Kesha Mae F.
Antonio conducted facilitated the Provincial Knowledge Forum (PKF). This forum highlighted best
practices and accomplishments in the implementation of various programs and projects in pursuit of
sustainable development. The forum was conducted through the exchange of views and initiatives aimed
at enhancing the broad governing spectrum of the local government unit. In addition, it involves the
sharing of PPA Implementation Best Practices, such as SUBAYBayan, R2 ASSETS, ADAC/POC, and
EAGLE/BESTs. The flow of the forum was determined by accounts of ideas and plans for enhancing the
entire governance of a high-performing LGU.

The awarding ceremony was led by PD Urmatam, CH Udanga, and PM Rosales. This included the
presentation of plaques and certificates of honor to LGUs for their excellent leadership and performance.
The awarding rites was followed by the signing of pledge commitment which symbolizes the
commitment of NGAs, CSOs and LGUs in strengthening the awards and incentives program dubbed as
A.L.L.Y.

CH Udanga concluded the event with a message in which he thanked the authorities and LGUs whose
attendance contributed to the success of the event, as well as the DILG Nueva Vizcaya staff for ensuring
the smooth implementation of the activity.
