UPDATING OF HUMAN RESOURCE DEVELOPMENT PLAN


WORKSHOP

I. BACKGROUND

The Human Resources Development Plan is a living document that sets out how L&D
interventions will support the achievement of organizational strategic goals and
directions. The Plan must be continually reviewed and updated to keep abreast with
changes in the agency’s strategic priorities.

HRD Planning is a process of systematically translating the organization’s strategic


goals into operational levels. It identifies the priority learning and development needs
of the workforce for the purpose of bridging performance gaps and prioritizing
development interventions to address those gaps.

A sound HRD plan enables managers to have a clear line of sight between
organizational goals, the competencies that the workforce needs to achieve these
goals and what management needs to do to ensure that its workforce possesses and
demonstrates these behaviours.

Having a well-thought-out HRD plan helps organisations attract and retain talents who
have the right tools and drive to pursue excellent performance and contribute to
organizational effectiveness. Hence, the above-titled workshop will be focusing on
updating the HRD Plan of the Municipality of Aglipay in order to keep its workforce
competencies aligned with the achievement of the Municipality’s goals and objectives.

II. TARGET AUDIENCE/ PARTICIPANTS

Pursuant to Sections 109 (1) and 112 of the LGC 1991 the Planning team composes of

III. LEARNING OBJECTIVES

At the conclusion of this three-day formulation workshop, the participants shall be


able to update the Human Resources Development Plan that responds to the need
for a competent and credible workforce supportive of the achievement of
organizational thrusts and national outcomes.

Specifically, the participants shall be able to:


 Explain the basic concepts of the Human Resources Development Plan;
 Describe the Learning and Development Framework;
 Identify the steps in Developing an HRD Plan;
 Identify the significant learning and development needs of the LGU’s
workforce to bridge performance gaps;
 Identify interventions that are appropriate to the learning and development
needs of individual employees and the institution;
 Update the existing Human Resources Development (HRD) Plan aligned to
LGU’s workforce learning and development needs;

IV. DELIVERY MODE

The activity shall be delivered through a Face-to-Face modality and through


different methodologies to encourage interaction and active participation such as
focused-group discussions, structured learning exercises, and lectures aided by
PowerPoint presentations and workshop output presentations and critiquing.

VI. STRATEGY OF IMPLEMENTATION

The DILG Aglipay shall facilitate the activity through its staff which is composed of the

The DILG Aglipay shall tap the expertise of Cluster Head Marietta Abulos and shall
request the assistance of the MPDO to ensure the quality delivery of technical and
logistical requirements.

MLGOO Rowena R. Gulgulway and LGOO Apprentices Keith Clarence R. Bunagan,


Lizeth B. Yago and Jun Eva D. Paguigan shall also discuss and assist during the
workshops.

VII. VENUE AND SCHEDULE OF IMPLEMENTATION

To ensure a conducive learning environment, the venue of the activity should be able
to accommodate 60-70 participants, with tables and chairs. This should be within
Aglipay, Quirino. This activity will be held on September 21-23, 2022.
