“AN ORDER CREATING PROVINCIAL SOCIAL PROTECTION TEAM

(PSPT) OF THE PROVINCE OF OCCIDENTAL MINDORO AND
PROVIDING DUTIES AND RESPONSIBILITIES THEREOF”

WHEREAS, National Economic and Development Authority (NEDA) – Social

Development Committee (SDC) Resolution No. 1, series of 2007, constitutes policies
and programs that seek to reduce poverty and vulnerability to risks and enhance the
social status and rights of the marginalized by promoting and protecting livelihood and
employment, protecting against hazards and sudden loss of income, and improving
people’s capacity to manage risks;

WHEREAS, National Economic and Development Authority (NEDA) – Social

Development Committee (SDC) Resolution No. 3, series of 2012 formulated and
adopted Social protection operational framework and strategy, to which core is the
underlying purpose and objective of social protection which is better and improved

WHEREAS, the Department of the Interior and Local Government (DILG) and
Department of Social Welfare and Development (DSWD) Joint Memorandum Circular
(JMC) No. 01, series of 2015, enjoins the use of Social Protection (SP) Handbook for
local planning, budgeting, implementing, monitoring and evaluating social protection
programs;

WHEREAS, the Province of Occidental Mindoro supports the programs and

projects of the national government in alleviating the lives of the poor and providing
them with necessary means of livelihood, source of income and by ensuring them better
quality of life;

NOW THEREFORE, I, EDUARDO B. GADIANO, Governor of the Province of

Occidental Mindoro, by virtue of the powers vested in me by law, do hereby order the
creation of the Provincial Social Protection Team (PSPT) and provide its duties and
responsibilities:

Section 1. COMPOSITION. The following shall compose the Provincial Social

Protection Team (PSPT), to perform the duties and responsibilities, stipulated in the
succeeding sections hereof:

Section 2. DUTIES AND FUNCTIONS. The Provincial Social Protection Team,

shall have the following duties and functions:
1. Provide implementations apropos of utilizing the Social Protection
(SP) Handbook including the Social Protection Vulnerability and
Adaptation Manual (SP-VAM) for planning, implementing, monitoring,
and evaluating social protection programs or activities;
2. Assessing the risks and vulnerabilities of the locality, respectively,
through the issuance of local ordinance/resolution;
3. Integrate social protection in the Comprehensive Development Plan to
ensure that social protection permeates local development processes;

4. Prepare the Social Protection Development Report (SPDR) which

serves as a reference for local development planning, budgeting, and
monitoring, as well as the report on the implementation of social
protection programs for submission to the DSWD Regional Office;
5. Plan to implement social protection programs, strategies, and
initiatives that would reduce people's vulnerabilities and get them out
of poverty;
6. Work closely with the Provincial Social Welfare and Development
Office (PSWDO) and the Municipal Local Government Units in the
formulation and implementation of programs/activities relative to
Social Protection;
7. Conduct the provincial workshop on social protection and other
sustainability activities for the continuity of the program;
8. Consolidating of the Social Protection assessments and plans; and
9. Do other related tasks assigned relative to Social Protection.

Section 3. REPEALING CLAUSE. All prior orders, rules, regulations, and

issuances or parts thereof, issued by the Province, that are inconsistent with this Order
are hereby repealed, amended, or modified accordingly.

Section 4. EFFECTIVITY. This Executive Order shall take effect immediately

upon approval thereof.
