Greetings and Welcoming

The Minister of education Mr Abdirahim, deputy, DG and all MPs from the two
chambers, cabinet ministers in Southwest & FGS, different guests- traditional elders,
scholars, education partners, security agencies, Bay regional administration, Baidoa
district administration and media, Assalamu-Aleykum Warahmatullahi Wabarakatuhu.

And again welcome to the interim capital of Southwest state- Baidoa, Somalia.

Thanks to Allah SW, second I thank to the officials of the ministry of education, culture and
higher education who organized this significant meeting. Special thanks goes to the minister,
deputy minister, director general, all department of directors, general staff and other honorable
guests who attended..
INTRODUCTION
 Ladies and gentlemen- It is an honor for me to be here today and present
developments of education that we have been achieved in Bay region
during its function of the Ministry of Education, Culture and Higher
Education of Southwest State of Somalia.
 Ladies and Gentlemen, MOECHE Southwest State of Somalia was
established in March 2015.
 In particular, I want to remind you the achievements , Gaps and on going
Activities in Bay Region .
New building of MOE – SWS – at Baidoa
Roles and responsibilities of the REO (GWGB)

 Oversee all administration of education programs/projects in the


region/districts.
Coordinate all administrative activities in the region/district.
Will be in monitoring and supervision of schools and staffs in the region
and districts.
Promote quality and an equity for education, especially girls education
and special needs Children.
Interpret education policy and strategic plan into action in the region.
Preparation of annual plans and budget for the region.

Specify regional priorities in line with regional education committee in
relation to the national goals of education in South west state of Somalia.
Ensure implementation of all programs respond to the needs and
demands of children in difficult circumstances/disadvantaged group.
Explain to parents their legal responsibility for their children towards
education.
Provide inputs for development, monitoring, evaluation and review of
implementation of education policies, legislations and guidelines.

Since, Southwest State hosts the largest IDPs and returnees in Somalia
especially in Baidoa district of the Bay region, those are in need of
education for age school children and adult education.

We have prepared education project called WAD/ABE and TVET centers.

Achievements
The MOE-SWS is paying 50% with the teachers incentives
through projects run by the different education partners in the
state but the payment is very low and it is only $100 a month.
 All schools in Bay region are using the newly published
curriculum from Grade 1 to 12.
 EMIS system is one of the main achievements that had ever
reached the ministry of education. The EMIS system, it plays a
significant role for the quality of education, reliability and
availability of all education data at any time and any where.

149 who were principals or deputy and five DEOs trained on EMIS
system.
Conducted 2 year teacher training (Diploma Education) for 90 teachers
at BIU/ADRA funded by EU/ADRA.
Conducted incentive teacher training for teachers.
 have successfully conducted grade 8 examination on the first time
2019/2020 and the Third 2021-2022, since the central government
which was collapsed in 1991.
MOE-TOT’s and GPE project trained CEC 51x7 = 357 members.
Conducted supervision to ensure the quality and equity of education
for all schools a round three times in a last school year 2021-2022.

Bardale and Qansax- dheere Activities
The DC,DEO and community Bardaale are constructing six's classrooms
with out supporting from the Organization and it is going to finish soon
(Isxilqaan)
 The schools in Berdale are working but they have problems interims of
not enough textbooks and incentives.
 The DC,DEO and community Qansax-dheere are constructing Qansax
dheere Secondary school that school is current working.
 These two districts have candidate grade 12 secondary level. Its is the first
year that to participate national exam of from four.

New Buildings and Rehabilitation
 Implemented TVET center in Baidoa Which contains 8 class rooms, three
practical Hall and two offices, its working.
 We have also done construction of school in Towfiq village funded by EU and
implemented by ADRA.
 We rehabilitated and constructed 16 schools added 30 new classrooms,
rehabilitated 33 classes, constructed 4 libraries and 18 toilets.
 MOE-SWS building its functional which contains 20 offices, 9 toilets, 2 halls and
a big veranda.
 MOE-SWS officials and REO are hand over for new school called DAN-
WADAAG school which was funded and implemented by NRC Baidoa.
 MOE-SWS officials and REO are hand over for new school called HAYAT school
which was funded by AMISOM sector 3 in Baidoa district.
 MOE-SWS officials and REO are hand over two new IDP schools those called
ABUUROW and HASSAN IMAN IDP schools which was sponsored by MOE-
SWS and GREADO.
 DEO-Bardaale district and community are building new construction of 6
classrooms but its not finish which is the school is Berdale primary school. Since
the school faced luck of classrooms . Have not get any Additional classrooms
from Ministry of education and Other organization.

Mobilization of the community on the importance of child
education to increase enrollments.
Distribution and supply of curriculum to all schools in Bay region.
As Bay-REO plan conduct for Supervision to ensure the quality
and equity of all schools a round three times in a school year
2022-2023.
As REO, I am planning to travel and to supervise and make
assessment for a hole schools in the Bay region.
Principals, Teachers and CEC members training in the Bay
region.
Advocate and encourage out of school children, especially girls
and vulnerable Marginalized group to engage with education.

1.Secondary school for Diinsoor district.
2. Primary school for Berdale district.
3. Construction of secondary school in Bur-
hakaba district.
4. Construction of new ECE school in Baidoa
district.
Challenges:
 The major challenges are the insecurity, drought and displacement .
 Lack of Access is one of the main obstacle, that we usually experienced in
terms of service deliveries in the education sector and caused to reach
education in rural areas.
 In adequate of education fund resource.
 Proper education policies at state level and school level should be
implemented.
 DEO staffs Have not Office Facilities to fulfill their duty as quick response.
 In adequate of capacity building for the other Moe staff.
 Lack of female teachers are available in schools .
 All schools don’t have disability facilities. E.g. Braille computers and
special teachers needs .
 Scarcity of student textbook and teacher guide.
 Over 400 thousand children are out of school in the Bay region.
 There is no constant salary for the teachers that may cause low
enrollments and teacher may not have a moral teach the students.
If you are innovator and honest man, it is easy for
challenges.
Conclusion/Recommendations
• The Southwest state ministry of education and education partners should
double its efforts towards improving quality education in all districts in
Bay region including hard to reach areas in order to achieve education for
all.
 Monitoring and need assessments to all schools in Bay region by doing
these activities with MOE staffs as jointly team and education partners.
 Getting more female teachers must be a priority for the region, because
more and more girls who are out of school will enrol into the schools, thus
it will improve education towards girls.
 Distributing new curriculum and learning materials to all schools in Bay
region.
 MOE -SWS and education partners should provide teacher training and
CEC members those are in inaccessible districts in Bay region.
 Conduct of school enrolment campaign to all OOSC in the all districts.
