“Overcoming Mediocrity: Make a Change, Be the Change!


The words uttered from the mouth of General Tinio National High School family that
gave inspiration and courage to continue making a history despite of the uncertain situation
brought by the Pandemic. We are still in the year of fighting against the threats of this crisis and
unmoving standing and always looking forward that at the end of this journey is a reward that
waits for those who make changes for the better. Every individual in this institution is counted
and valued for each one is a contributing factor to overcome mediocrity, and I, Adora B. Dela
Cruz, Principal IV of this beloved school, am tasked to share the accomplishments we attained
for the entire school year.

To begin with, the school has a total number of 2,066 Junior students that belong to 46 different
sections, while in Senior level we have a total of 1,037 that belong to different tracks and
strands. To date, we have 509 completers and 511 senior high school graduates under the
supervision of their dedicated and hardworking teacher-advisers.

The school has embraced the new normal teaching-learning process to attain the desired
outcome for our learners. All departments conducted their virtual or on-line classroom
observation to make sure that learners are gaining knowledge in a spiral progression, wherein
the giving of technical assistance was followed right after the observation of classes. Attending
to virtual seminars or in-service training in different levels (National-local) became possible with
the aid of technology. School-based Learning Action Cells (SLACs) conducted equipped the
teachers to upgrade more one’s skills in delivering the lesson in any form of teaching modalities.

GTNHS also focused on the numeracy and literacy programs which aided our students to be
better in reading, reading comprehension, solving mathematical problems, and the like. As one
way of making these programs successful, the school gave cell phones to target students to
monitor and check their progress.

Students’ development is one of the major key result areas which we gave more attention. We
involved them in different school activities like in Science month, English/Filipino month, school
press conference, Araling Panlipunan month, and Math 8 quarter assessment test. Other
learning areas like EsP, MAPEH, and TLE also set activities that enhanced students’ values,
sportsmanship and skills and to further improve students’ academic performance, we provided
them with updated learning materials.

Students’ health issues were also considered through conducting regular survey on the status of
their vaccination together with their parents’. This is our primary concern to our clientele, making
sure that they are healthy attending their classes.

On February 2022, the school was allowed to conduct limited face-to-face classes, which at
first, the institution is somewhat hesitant because of the little time preparations, but because of
the joint efforts and help from the DepEd family all things became possible. We started this f to f
classes from Special Classes or Curriculum (STE, ICT, SPS) and section 1 of regular classes
from Grade 7 to Grade 9, and to all Grade 10 students. And then two months after, all sections
in Grade 9 level attended also their f to f classes.
Moving forward, with high hopes and beliefs that all things are possible to those who believe,
the school has given a chance to improve more its physical structure. The school worked for the
rehabilitation of comfort rooms from Grade 7 to Grade 10 areas, washing areas became
functional and useful to all learners, furthermore, cementing of pathways was also
accomplished.

Meanwhile, offices have its new and fresh look where everyone is inspired to do their jobs. In
addition to this rebirth, Science building as well has its renewed appearance.

To strengthen the partnership with the external stakeholders, Online Kumustahan is still intact,
teachers intensified relationship with the community through updating them with the school
affairs, programs, activities, and projects.

With all these progresses and developments, I can truly say that General Tinio National High
School is blessed with so many God’s favor, the school will stand as a prosperous and growing
institution amidst all these challenges.

I am always privileged to be a part of these legacies that we will leave to this institution, and as
one we will work, and as one we will make a change, for we are the Change!

Our Local Chief Executive, the Honorable Mayor Emmanuel N. Diputado,  PTA Officials,
headed by Mr. Remegio Divinagracia, teachers, parents, alumni, students, friends and
guests, good morning. I am very much overwhelmed of your presence today as I am
about to present the State of the School Address  (SOSA) of Sibulan National High
School.

Sibulan National High School is located at the heart of the town of Sibulan which is ten
meters from the shoreline and is one of the prominent landmarks of the municipality. It is
bounded by Municipality of San Jose in the North and Dumaguete City in the South. It is
composed of two campuses, one at the back of Sibulan Parish Church and the other at
the back of NIA building.

To date, the school has a teaching force consisting of thirty-six regular Teachers, one
LGU Contractual Teacher, one SPED Teacher, headed by one School Principal and the
following  non-teaching staff: one clerk, one Book keeper, one Disbursing Officer and
one Guidance Counselor.

The school has also created several extension schools throughout the municipality with
the help of the Local Government Unit of Sibulan, bringing education into the doorsteps
of the clientele. Now, the school has ten annexes located at various barangays of
Sibulan. These are Ajong HS, Bolocboloc HS,  Balugo HS, Enrique Villanueva HS,
Maningcao HS, Maslog HS, Tubigon HS, and San Antonio HS.  In addition, the school
also offers Night High school and one of the major breakthroughs, the Science High
School. All are geared towards serving the constituents of Sibulan and its nearby
municipalities.

Sibulan National High School is an institution that provides well- disciplined, value-laden
and globally competitive graduates imbued with the essential knowledge and skills of
productive citizens of the community.

Sibulan National High School also commits to provide quality classroom instructions by
imparting learning through competent and adequately trained teachers and staff who
demonstrate desirable values and traits that shall explore all avenues to gain
commitment and greater participation of stakeholders to school programs, projects
and activities.  

With this mission-vision the school has boosted lots of improvements in both
academic and non- academic competitions. I am very grateful to all the faculty and
staff  for your hard work and dedication. We have accomplished a lot. We are very
good. But we can be GREAT. My dear teachers, parents and stakeholders, our
tasks indeed  will go beyond to the highest realm of our individual calling.   We
become paragons of learning to our students  as we continue ourselves to strive for
excellence.

Just this year, we were able to harvest the fruits of our toils.  The workforce and
the student body comprise a strong and rich human resource which is evident in the
awards and recognition garnered by teachers and students in various academic
contests and non-academic competitions in sports, arts and other events. These
competitions range from division, regional, and national levels. It has also
produced competent graduates who have become assets in their universities and
colleges and in the community. Students coming from Sibulan National High
School are equipped with relevant skills which make them become more useful in
the community.

Our endeavors are focused in the continuous improvement of our school’s


performance.  However, in spite of the efforts extended by the teachers still our
Mean Percentage Score of 54.83% in the National Achievement Test is so far from
the Division MPS goal of 85%.  For SY 2013-2014, our drop-out rate has
increased by 0.34% as compared to the previous year’s rate.  The enrollment has
also increased by 1.3%.

On the other hand, the school is also fortunate to have very supportive alumni who
are willing to give donations. The PTA officials also work hand in hand with the
school especially in the implementation of school programs and projects.   For SY
2013-2014, participation of the PTA , meetings and conferences reached 70% both
for general PTA meetings and the Homeroom PTA gatherings.  Non-government
organizations and other government agencies have made linkages with the school
and have helped provide avenues for the development of potentials among the
students.

Graduates of the school are privileged to be offered scholarships from the


universities and colleges in the city. Having learned vocational skills in their TLE
subjects, students make use of such skills to have temporary jobs while trying to
save money for enrollment in college or to help augment family income.
Moreover, strong linkages were also established like for instance, the SPI of
Dumaguete City which has been our partner for two years now through their
Community Service Program. The Visayan Forum, under their Kasambahay
Program also provided bicycles and allowances to our poor but deserving working
students.

To strengthen the implementation of (ECARP) Every Child A Reader Program,


Sibulan National High School has created a reading program to respond the needs
of the students who have reading deficiencies. The essence of the Library Hub
gives an edge to avail reading materials not just for the students but for the teachers
as well.

To intensify and maximize its benefits, a Reading Camp was initiated. Students


were engaged in various activities such as storytelling, spelling bee, speech choir,
declamation, extemporaneous, quiz bowl, and oral reading competitions. 

We have also “Open High School Program which is an alternative mode of


secondary education that uses distance learning. This is a program of the
Department of Education in consonance with the Education for All (EFA) goal of
making every Filipino functionally literate by 2015. “

In response to this goal, Sibulan National High School OHSP is now on its third
year of implementation. In fact, for two years SNHS has produced seven OHSP
graduates. It marks the history of Sibulan National High School.

Another milestone to embrace is the implementation of the (SPED) Special


Education Program. For this year, we have six Low Vision students and one
Hearing Impaired student who are mainstreamed in the regular classes.

As to staff development aspects, School – based INSETs were conducted every


year, attended by teachers. Almost all the teachers were able to attend Division-led
trainings, 10 teachers were able to attend Regional – led training, while 1 teacher
attended National competition such as National Schools Press Conference.

One of the paramount foci of the school is Student Development.  Clubs and
organizations are recognized as partners in attaining holistic development.  The
school has an active religious organization – focused organization such as the
Catholic Youth Ministry (CYM) and the Young Life.

 Campus Youth Ministry Philomeners of Christ was formally organized last school
year 2007-2008 thru a Division Memorandum duly signed by the former schools
division superintendent, Dr. Milagros C. Velez supervised by the Marian
Missionaries of the Holy Cross.

In response to this call, Sibulan National High School upholds its mission of
strengthening the spiritual aspect of the students by conducting prayer meetings to
express their anguish an emotional imbalance.

As an educational institution, the teachers are very important human resources,


tasked to assist the child in attaining knowledge and enhancing their skills and
talents.  There is a 1:50 teacher – student ratio as of SY 2012-2013 and SY 2013 -
2014.  Hence, each teacher must skillfully balance the attainment of her lesson
plans while making it sure that all the 50 students with various family
backgrounds, attitudes and passions will be given equal opportunities for academic
growth.

In the aim to further enhance the academic journey of each student and to fully
implement of the K-12 Curriculum, textbooks were provided.  However, it is sad to
note that there are some learning areas that are not given textbooks yet.

This year, the Guidance and Counseling Center has lined up several activities and
programs, like symposiums, trainings & lectures, personality development
programs, career guidance program in order to further facilitate students. For SY
2013 – 2014, 90% of the graduating fourth year students were able to attend the
Career Orientation Program. Respected authorities from the Department of labor
and Employment (DOLE) and Technology Enhancement and Skills Development
Authority (TESDA) explained on the promising careers here and abroad.  Student
leadership trainings were also conducted by the Silliman University Psychology
students and the Guidance and Counseling Center for the officers both Student
Government and Class Officers.

On the Physical Facilities, a total of 30 classrooms situated in campus 1 and 2, with


available teacher’s tables.  However, much as the school has a lot to be proud of,
there are also a few aspects where the school needs to focus and improve. These
include computer facilities which are either obsolete or non-functional at all. With
over 1,065 students, the two Science laboratories, four TLE laboratories and
Industrial Arts and a library cannot accommodate them all.

The school stage is now ready for various programs and school events. However,
the school needs to provide covered court for the convenience of everyone. For the
past few years students were just squatting behind the stage or sitting in front
exposing under the scorching heat of the sun. Let us join hands together in looking
for donors to support this project.

After the tremendous event of the province- the 2013 Palarong Pambansa, the
school has also constructed and renovated several comfort rooms. Many things
were fixed and mended. Hopefully, everything will turn out well.

The schools environment is relatively safe. However, in spite of the security


measures provided by the school, 4 robbery incidents were recorded as of this year.

On the other hand, a number of students still escape from classes by jumping over
the fence. Hence, there is a great need to improve the school fence, which will
entail a huge monetary requirement. For this year we are thankful that Honorable
Mayor Diputado has provided us with additional gate guards for Campus I and II.

As far as the non-instructional rooms are concerned, the school has a  temporary
room where students are served for students’ emergency medical needs. This is
manned by one of the MAPEH Teachers.

In this age of mobile technology, multi-media equipment is very important.  As of


SY 2013-2014, a total of 21 functional computers for instruction, sound system,
karaoke, LCD projector with screen used to enhance classroom instruction. 

Sibulan National High School is one of the recipients of the DepEd


Computerization Program allowing the students to manipulate the computers and
the DepEd Internet Connectivity Program, giving free internet access to students
who wish to learn and explore the wonders of technology.

Site ownership is guaranteed through a deed of donation by the Local Government


Unit of Sibulan and donated it to the Department of Education.

Amidst all these challenges, Sibulan National High School stands as a growing
institution. These legacies that we engrave to our students may be an instrument of
hopes and inspirations that we are one in our quest to educate the young who are
the future leaders of tomorrow. With your constant support and dedication, I doff
my hat.

Today, marks another milestones of Sibulan National High School, being the new
school administrator, I am honored to be so. There is no greater calling than to
serve you all.

When we WORK TOGETHER, we CAN ACHIEVE great things.
