OVERVIEW
Assessment tools are crucial in the determination of the extent of learning competencies and
knowledge are mastered by each learner. Assessment tools serve to gather adequate sample behaviors from
the students being assessed. Thus, assessment tools need be designed and developed with considerable degree
of sophistication to serve their purpose well.
There are several focus points should be given into account when designing a development high-
quality assessment. Among these are the characteristics of quality assessment tools; the various teacher-made
test with its construction guidelines; the matching learning target and assessment; and steps of tool
development – the basics that will be discussed in this particular unit.

SUMMARY
Several elements need to be looked into when designing a development high-quality assessment.
Knowing the characteristics of quality assessment tools as well as various teacher-made test set the
foundation of a high-quality assessment.
A table of specification needs to be created to ensure the proper matching of assessment tools to
learning target.
A sound assessment tool should undergo he rigorous process of item writing as well as the never-
ceasing cycle of assessment development/ enhancement.
