EXECUTIVE SUMMARY

Delivering important programs and projects into the citizen of the Philippines is
the one of the many roles of the government. In order to fulfill this, the government has
implemented Retooled Community Support Program that aims to solve recognized
community challenges by reducing governance and development gaps. For the reason,
the researcher conducted a case analysis about the Community Perceptions on Retooled
Community Support Program in Barangay Sicot. Apparently, the study was conducted at
Barangay Sicot as one of the implementors of the said program. In the study, the
researcher found out that Retooled Community Support Program in Barangay Sicot has
been managing well in terms of its function. It has given the Barangay to access and
communicate with the LGU to their needs and what other improvement they need to
flourish and improve the quality of life of the people in Barangay Sicot. In conclusion, it
has been effective but at some circumstances, further development should be done to
address the possible shortcoming of the program.

Introduction

Poor governance, according to the United Nations Development Program

(UNDP), is one of the reasons why a country fails to meet its Millennium Development

Goals. If governance is such a crucial aspect in a country's growth, it is critical to

understand the variables that contribute to bad government performance, measure it, and

improve it (Adriano & Estimada, 2014).

Current trends in public administration contribute to a more economical, efficient,

and effective use of financial, human, and material resources in local self-government.

Local self-government engages in a variety of tasks related to the growth of its managed

region and ensuring the quality of life of its residents (Gecková & Papcunová, 2014). One

of the primary goals of local government is to improve inhabitants' quality of life by

meeting their basic requirements, particularly those in the economic and social spheres

(Kiba-janiak, 2014). Thus, enacting policies supports the effective performance of new

roles assumed by other actors.

Local governments will have to take on more responsibilities as a result of

decentralization, and they will become the focal points for local development. Local

administrations must be properly linked to both the national and local levels (Biriescu &

Babaita, 2014) There is a substantial amount of literature that investigates the relationship

between excellent governance and national development. However, only a handful have

applied the same study in the context of a local government unit (LGU) (Adriano, 2014).

The study found no correlation between the quality of governance and the level of local

development in the Philippines' consistently top performing LGUs from 2009 to 2011.

According to DILG(2019), The Retooled Community Support Program is a

framework for LGUs, particularly barangays, to identify challenges and needed

government initiatives. It is based on an empowerment framework that aims to improve

people's ability to organize themselves and their own growth by implementing value-

chain interventions to improve their existing situation. In addition, The RCSP conforms

to governance principles with the goal of achieving social justice and mainstreaming

peace and development thrusts in local government priorities. The RCSP is built on an

empowerment framework that aims to give required government services to the

community, open and accessible platforms for democratic involvement, and harness

nationalism and patriotism to bring about positive change in the society (DILG, 2019).

Retooled Community Support Program is one factor that could eventually change

the process of governance of LGU and barangay with regards in achieving its primary

goal. In line with this, the researcher is determined

Literature Review

The implementation of the RCSP enables local chief executives to become

champions through programs, projects, and activities aimed at institutionalizing long-

term peace and development.

The RCSP, as part of President Rodrigo Duterte's Whole-of-Nation Approach,

intends to solve the community's identified challenges by addressing governance and

development gaps, meeting the community's needs, and ensuring that development is

sustained, and peace is encouraged.

The Retooled Community Support Program (RCSP) upholds the national objectives of

RCSP by addressing the community's identified issues and concerns by closing

governance and development gaps, meeting the needs of the community, and ensuring

that development is sustained, and peace is promoted. This is a provision of President

Rodrigo Duterte's Executive Order No. 70, often known as the Whole-of-Nation

Approach.

Until date, the team has been actively promoting this initiative to the various

afflicted locations in order to ensure the success of the seemingly eternal peace and order

disturbance. Under the RCSP, or 70%, particularly those in Geographically Isolated

Disadvantaged Areas (GIDA). The RCSP is implemented in three (3) strategic phases.

First, there is the Immersion Phase. Early in the morning, even before the sun rises, the

team gathers in the targeted region to do a focus group discussion to elicit the issues and

concerns of the citizens, which will be addressed by the various responsible agencies.

The team divides the population into five sectors: Indigenous Peoples, Youth, Women,

Senior Citizens, and Farmers. Second, after gathering the issues and worries of the people

in the impacted areas, the team gathers and deliberates on the data acquired. The group

participates in the Solution Seeking Table. From the Task Force's chairman down to the

heads of the various government agencies, everyone is doing everything they can to help

the people in the affected areas solve all of their difficulties and worries. Third, once the

various difficulties and concerns have been addressed, the team arranges the "Hatid

Serbisyo Caravan" to all the severely impacted areas in order to give the services required

by the people in the conflict areas.

General Objectives

The general objectives of this study is to determine the Perceptions of Community

on the Retooled Community Support Program in Barangay Sicot and to know how it

helps to their daily living.

Significance of the Study

The purpose of this study is to know the effectiveness of Retooled Community

Support Program in Barangay Sicot,.

LGU of Tangub City. This study will help them to identify the needs of

improvement of the Retooled Community Support Program in order to function

well in the community.

Barangay Sicot. This study will be beneficial to them to improve the system and

utilize it to the utmost potential of the program.

People of Barangay Sicot. The result of the study will be the foundation to

strengthening the program and improve the well-being of the people in the

community.

Research Methodology

In this Chapter, the research methodology used in this study was discussed

to achieve the purpose of this study. These are the research design, research

settings, and informant of the study, research instruments and data gathering

procedure.

Research Design. The researchers used a qualitative research design, namely a

case study. A case study, according to Gustafsson(2017), is a detailed

study of a person, a group of persons, or a unit with the purpose of

generalizing across multiple units.

Research Setting. The researchers conducted the study in Barangay Sicot,

Tangub City, Misamis Occidental to conduct an interview with the

disaster team and some people to determine the preparedness of the

Municipality.

Research Informant. In the selection of informant, the researchers employed

purposive sampling. The informant of this study was the barangay official

who situated in in Barangay Sicot, Tangub City, Misamis Occidental.

Research Instrument. The instrument used in gathering the data was the

interview guide questionnaire.

Data Gathering Procedure. During the interview, the researcher obtained

informed consent from the informant. Furthermore, the researcher offered

specific guidelines so that he could swiftly comprehend the inquiries.

Data Analysis. The researcher used the thematic analysis which is defined as a

method for studying qualitative data that involves searching over a data

collection to identify, analyze, and report on repeating patterns (Braun and

Clarke, 2006).

Ethical Considerations

Throughout the study, the researcher addressed ethical concerns. The informant

gave written permission for the study to proceed. The researchers ensured that the

information acquired was kept private.

Trustworthiness of the Study

Four components were devised by the researchers to measure the study's

trustworthiness. These are as follows:

Credibility. To establish the study's credibility, the researchers guarantee that

rigor was correctly observed during data collection, particularly during the interview,

when the researchers avoided drawing conclusions based solely on factual data acquired

directly from the informant.

Confirmability. When addressing the study's confirmability, the researchers set

aside their personal ideas, prejudices, and judgments in order to avoid data distortion.

Transferability. To address the study's transferability, the researchers thoroughly

defined the research setting and important assumptions, as well as presenting all data in

the most straightforward manner possible.

Dependability. To ensure the study's trustworthiness, the researchers conducted

one-on-one interviews with key informants. This increased the dependability of the study.

Case Study

Barangay Sicot is one of the barangays located at the far-flung area of Tangub

City. It is understandable that the community has been in the least prioritize area of

development aside from the other barangay. Because of the situation, the development of

Barangay Sicot in over-all aspect was slow. Moreover, a program that has been

implemented which is the “Retooled Community Support Program”. Along this program

is the access to capture the different needs of the barangay and what other thing is lacking

in the community. In relation to the implementation, the researcher is bound to assess the

effectiveness of the program in the Barangay.

Analysis of Case Study

This case analysis on “Community Perceptions on Retooled Community Support

Program in Barangay Sicot” was conducted in order to assess the effectiveness of the

Retooled Community Support Program in Barangay Sicot. A qualitative method was

used, and a researcher-created interview guide questionnaire was used to collect

important data in order to develop a meaningful strengthening program that would

improve the process of the said program.

Theme 1. Efficient Communication between LGU and Barangay

According to (Participant 1), "the program was an approach to

communicate to the LGU effectively and efficiently".

“For me, it has been helpful to us especially with the different problems

that we encountered (Participant 2)”.

In addition, (Participant 3” shared that because of this program, the

problem in our road has been addressed in short notice. It just speeds up the

process of addressing the concerns of our Barangay. At certain time, there are

positive things to look up in the aspect of infrastructure.

In the statement of (Participant 4), “it has given us the device to feel near

with the LGU because of the communication system. Fast reactive government

can be seen”.

Lastly, (Participant 5), “at some point in the past, there was this time that

you lost hope because our problems had not reached the authority. But because

of the system changed, it improved a lot of aspect of the barangay.

Theme 2. Improve the Security and Well-being of the People

Furthermore, (Participant 1) mentioned that "the barangay is far from the

authority in terms of protection. With the program Retooled Community Support

Program, we tried to connect with this concern of security".

It is commendable that the barangay was given action to maintain peace

in the community (Participant 2).

"It was evident that an action took place because the Philippine National

Police (PNP) has ordered patrol in a certain time to prevent or make reaction at

times of problem". (Participant 3)

“Sicot was vulnerable to crimes because of the geographical location but

with enhance communication, there is this sense of security throughout the area”.

(Participant 4)

“I am feeling safe and secured because I often see some patrol cars

roaming in our barangay. I guess it lessen the threat from danger.”(Participant

5)

Theme 3. Fast Reaction and Action of the LGU

In addition to the statement of (Participant 1), "LGU has been able to

react and take action for short amount of time when the barangay somehow

encountered problem".

(Participant 2) also stated that "It proves that the program has been

effective in helping and responding to the needs of the people."

(Participant 3) added "Active Barangay transactions, active review and

implementation of Barangay ordinances".

Moreover, (Participant 4) pointed that “the program has been effective in

making action regarding our long problem about the local road”

Finally, (Participant 5) mentioned that “they are very delightful of the

road programs implemented in the barangay because it could their transactions

and travel faster than before”

In the statement of Doza(2020), the implementation of the RCSP gives local chief

executives the opportunity to take the lead in initiatives, projects, and initiatives aimed at

institutionalizing lasting peace and development. In conclusion, by filling the gaps in

governance and development, meeting the community's needs, ensuring that development

is sustained, and promoting peace, RCSP seeks to address the concerns that the

community has identified (Merkado, 2022).

The active support and participation of LGU and Barangay Sicot will create a

great impact to the Retooled Community Support Program.

Conclusion and Recommendation

Development is one key to improve the inhabitants’ well-being. With this,

strengthening and utilizing the different programs implemented in the community could

greatly help the government of generating vast development in every part of the country.

Retooled Community Support Program has been effective and helpful to the Barangay

Sicot as stated in the data that it has been a major part of the improvement of the diverse

aspect in the barangay. Infrastructure and peace are the things that been booming in the

barangay. Given to the situation, it was a step-by-step process to reach the fullest

potential of the program as well as the barangay.

The following recommendations are drawn and recommended based on the results

of the study.

To Local Government Unit:

 The agency should put more effort in implementing the program for the

Retooled Community Support Program. An evaluation team should be

made in order to address various issues experienced in the process.

 The program could actually improve in different aspect. The LGU should

utilize the different data in order to find solutions to it.

To Future Researcher:

 Along with this research, it is suggested to widen the scope of the study to

understand and evaluate the different experiences of the Barangay on the

mentioned program.
