EXECUTIVE SUMMARY

Prevention reduces crime and the costs of combating crime, increases citizens'
security, and builds people' trust in the ability of law-enforcement bodies to protect their
rights and lawful interests. This study is a case study to find out about patrolling method
of preventing crime in Barangay Dimalco. Purposive sampling was used in order to
identify the participants and a researcher-made interview guide was used to achieve the
general objective. Upon the analysis of the data, the researcher found out that the CVO in
Barangay Dimalco used two types of patrolling method which are foot and mobile patrol
also they implemented checkpoints in each end of the Barangay. It was also determined
that both had been effective in crime prevention, and it also reflects the sense of
protection from the authority.

Introduction

Community Safekeeping has been characterized as the goal of protecting the vital

core of human lives and properties against critical pervasive risks in a manner consistent

with long-term fulfillment (Alkire, 2003). With this mindset, the Philippine National

Police, as the frontline of the criminal justice system in law enforcement, became

accustomed to protecting the public's life and property. Currently, the PNP-Bonifacio had

been conducting patrolling method in order to minimize the threat in the society.

Crime is a major issue in the Philippines' urban regions. Pickpocketing,

confidence schemes, acquaintance scams, and, in rare situations, credit card fraud are

examples of common criminal crimes. Car thefts, kidnappings, robberies, and violent

attacks occur on a sporadic basis. The Philippine National Police (2021) reported a 14%

decrease in target crime occurrences in 2021, which it said as consistent with a downward

trend in crime episodes over the previous six years, beginning in 2016. In addition to the

report, Crime incidences decreased 13.89 percent from 43,696 in 2020 to 37,626 or 6,070

fewer events in 2021. According to the same estimate, there would be a single-digit or

double-digit decrease in all focus crimes between 2020 and 2021. Physical harm

decreased by 33.20 percent, followed by homicide (19.53 percent) and motorbike theft

(15.29 percent). While theft was the most common of the eight focal crimes, it fell 5.26

percent to 11,492 instances in 2021, down from 12,130 in 2020 (Philippine National

Police, 2021) .

The crime prevention triangle: desire, ability, and opportunity were one method to

crime prevention. Taking away any of the three aspects of the crime triangle, according to

Gubatan (2011), prohibits crime from occurring. He went on to say that opportunity is the

most natural component to control, and that breaking the crime prevention triangle is the

key to winning the war on crime.

The Secretary-General of the United Nations stated that in questions of justice,

prevention is preferable to treatment. The prevention of crime is the linchpin requirement

for the formation of a safe and secure society, the attainment of which is a precondition

for healthy economic growth through continuous investment as well as community and

cohesiveness (Homel, 2009).

In relation to this phenomenon, the researcher is encouraged to investigate the

patrolling method of preventing crime in Barangay Dimalco. Crime prevention remains a

major priority for ensuring public security and safety. Identifying the patrolling methods

of the barangay will help to crafting a more innovative or realistic prevention for the

barangay. After getting the data, the researcher will recommend a program in order to

upgrade the method of patrolling of the said barangay.

Literature Review

As of February 2022, the Philippines had a record of approximately 27.2 thousand

separate instances of criminal activity. The National Capital Region accounted for over

seven thousands of these instances, while Region 4-A was responsible for nearly four

thousands of them. There are focal crimes and non-focus crimes that fall under the

category of crime events (Statista, 2022).

In addition, according to the Philippine National Police (PNP), crime in the

country decreased by roughly 14 percent last year. According to PNP data, 37,626

instances were recorded in 2021, compared to 43,696 in 2020. The statistic is down 71.42

percent from the 131,685 offences recorded when President Duterte took office in 2016.

General Dionardo Carlos, chief of the Philippine National Police, ascribed the decrease in

criminal incidences to the increased implementation of the Enhanced Managing Police

Operations program following the proclamation of a national health emergency due to the

COVID-19 pandemic. Theft incidents decreased by 5.26 percent from 12,130 to 11,492;

bodily harm decreased by 33.20 percent; homicide decreased by 19.53 percent; and

motorcycle theft decreased by 15.29 percent.

General Objectives

The general objectives of this study are to determine the patrolling method of

preventing crime in Barangay Dimalco, Bonifacio, Misamis Occidental as well as to

provide a development plan that will strengthen the patrolling method of the barangay to

ensure public safety and peace.

Significance of the Study

The purpose of this study is to know patrolling method of preventing crime in

Barangay Dimalco.

Philippine National Police. This study will help them in ensuring supervision in

every barangay and prevent crime from happening.

Barangay Dimalco. This study will help them fighting crimes and make the

barangay peaceful and safe.

Criminology students. This research will expand their understanding on

patrolling and crime prevention.

Family in the community. This research will serve as their key to public security

and peace.

Research Methodology

In this Chapter, the research methodology used in this study was discussed

to achieve the purpose of this study. These are the research design, research

settings, and informant of the study, research instruments and data gathering

procedure.

Research Design. The researchers employed qualitative particularly case study

research design. A qualitative case study is a research methodology that

aids in the analysis of a phenomenon within a specific context using

numerous data sources, and it does so via a range of lenses in order to

show multiple sides of the phenomenon (Baxter & Jack, 2008).

Research Setting. The researchers conducted the study in Brgy. Dimalco,

Bonifacio, Misamis Occidental to conduct an interview with the Civilian

Volunteer Organization in relation to patrolling method in crime

prevention.

Research Informant. In the selection of informant, the researchers employed

purposive sampling. The informant of this study were the Civilian

Volunteer Organization in relation to patrolling method in crime

prevention

Research Instrument. The instrument used in gathering the data was the

interview guide questionnaire.

Data Gathering Procedure. The researcher acquired informed consent from the

informant during the interview. In addition, the researcher provided

explicit instructions so that he could quickly understand the inquiries.

Data Analysis. Thematic analysis is a method for analyzing qualitative data that

entails searching across a data set to identify, analyze, and report repeated

patterns (Braun and Clarke, 2006).

Ethical Considerations

Throughout the research, the researcher addressed ethical concerns. The

informant gave written permission for the study to proceed. The researchers ensured that

the information acquired was kept private.

Trustworthiness of the Study

Four components were devised by the researchers to measure the study's

trustworthiness. These are as follows:

Credibility. To establish the study's credibility, the researchers guarantee that

rigor was correctly observed during data collection, particularly during the interview,

when the researchers avoided drawing conclusions based solely on factual data acquired

directly from the informant.

Confirmability. When addressing the study's confirmability, the researchers set

aside their personal ideas, prejudices, and judgments in order to avoid data distortion.

Transferability. To address the study's transferability, the researchers thoroughly

defined the research setting and important assumptions, as well as presenting all data in

the most straightforward manner possible.

Dependability. To ensure the study's trustworthiness, the researchers conducted

one-on-one interviews with key informants. This increased the dependability of the study.

Case Study

Last 2019, during a disco in Brgy. Dimalco, a man was stabbed with a knife while

attending and partying. The person that was stabbed was immediately announced dead on

the spot. The cause of the scene was misunderstanding and provocation from both part

that led to event. Both the victim and the suspect were influenced by alcohol at that time.

On the other hand, a burglary had taken place on same barangay. The thief had

taken some personal belongings from the victim that had been asleep at the certain point.

An estimated P5,000 worth of item was taken from the victim.

Analysis of Case Study

The purpose of this case study, "Patrolling Method of Preventing Crime in

Barangay Dimalco," was to discover the patrolling method of preventing and maintaining

safety and peace in the barangay. A qualitative method was used, and a researcher-

created interview guide questionnaire was used to collect essential data in order to

present a recommended plan that will improve the crime prevention of Barangay

Dimalco.

Theme 1. Foot Patrolling of the CVO

Participant A shared that they had been making some moves to strengthen their

patrolling in the barangay. He/she mentioned that they roam or patrol twice a day by foot

so that they can monitor and update events in the barangay. For him/her, it was a good

routine since it allows them to ask information or give the sense of protection from the

CVO.

Theme 2. Using Mobile Patrol

In addition, Participant B mentioned that they also implemented mobile patrol

with the use of motorcycle. He/she said that it was more efficient, and there will be a

quick response to any crime. Because of mobile patrolling, it boosted the crime

prevention of the place. Sadly, there has been a dilemma to the group since the price of

gasoline has increased. They were also concerned with the sustainability of the mobile

patrolling. But, for him, it was no doubt an effective method. He/she added that the group

has been also monitoring the barangay at night especially that crimes usually happen at

night specifically burglary.

Theme 3. Checkpoints in every Border of the Barangay

According to Participant A and B, checkpoints in every end of the barangay

where implemented. With this, it is not just about crime prevention but also to solve and

prevent the suspects from fleeing the scene. It could threaten the criminals in doing such

crime since checkpoints could possibly be checking and identify people who will go

through it.

The active support and participation of Barangay and PNP will create a great

influence in reducing or preventing crime.

Conclusion and Recommendation

After analyzing the data, the researcher conclude that the said barangay

has used two(2) methods in patrolling to prevent crime from happening. First, the CVO

were engaged in foot patrol in which they move or supervise the area by walking around

the certain area. Second, mobile patrol was used also. With this method, they can react to

crime or even secure the area effectively and quickly. But they faced problems in terms

of maintenance of the motorcycle. Finally, putting up checkpoints in every border of the

Barangay would suppress the criminal that would result to being caught and solving the

crimes immediately. For them, all methods were effective in their such own way. •

The agency should request or promote more sophisticated approached in

patrolling especially the LGU. They could give or issue some vehicle in each barangay to

ensure the patrolling method become efficient in function.

The following recommendations are drawn and recommended based on the results

of the study.

To Barangay Council, LGU:

 The agency should give its total support in lessening the crime by putting up some
equipment and proper trainings of the CVO in each barangay to improve their
way of providing protection to the citizens.
