CAPABILITY ENHANCEMENT PROGRAM PLAN ON PARENTS INVOLVEMENT IN REMOTE LEARNING

I. Introduction

The Department of Education has been firm on its stand that “learning must continue”. Different learning modalities have

been considered and explore making sure each will be the best fit for student’s needs and interests in continuous learning. For

instance, the Schools Division of Ilocos Norte utilized the modular distance learning in which printed material were given to the

students for them to study and answer. Other schools utilized Online Distance Learning where classes and submission of materials

and home work are done online.

This is very new to the parents since they take big part in the new normal set up. Learning were moved to the students

homes and parents somewhat take the role of teachers. Due to this changes , Bendijo (2021) raised several concerns such as

what kind of instruction will be done at home, how will the parents manage their children learning especially the toddlers, how will

the parents be able to mange to help their kids learn while looking for ways to earn? How can they teach if they have not finished

tertiary education?

With these parents are starting to embrace the new normal in education and taking these changes as challenges. Some

parents see this as an opportunity to be able to monitor their children and have to more direct involvement on their learning. This
shows that parents are greatly concerned with ensuring that despite of COVID 19 crisis, their children’s education is still a priority.

As they say we learn as one as we heal as one.

This study on the preparation of Capability Enhancement Plan (CEP) for parents involvement grew out of the researcher’s

desire to assist and support the parents capability level in the new normal. Its mission is to provide professional and personal

growth by equipping them to up-to-date skills, knowledge and strategies in order that they will become effective, efficient and

productive parents in the new normal.

The Capability Enhancement Plan on Parents Involvement in Remote Learning was conceptualized based on the result of

the survey on parent’s involvement level in the new normal.

The identified areas of concern that needs to be addressed are the items wherein parents are slightly capable as to their

role as technical guide, resource provider, motivator, monitor and as a facilitator.

The general objectives of the Capability Enhancement Plan is to further improve the capability level of parents in the new

normal.

Components of the Capability Enhancement Plan

The essentials of the capability enhancement plan are the following:

Areas of Concern. These are the aspects of parents involvement level identified which need to be enhanced.
Objectives. The objectives are the concrete, observable and measurable school heads behavior, actions, habits and practices.

Strategies. These are the specific activities to be carried out by the persons involved in the program in order to achieve the

objectives.

Persons Involved. A list of persons and professional organizations involved to implement the plan and attain the objectives set.

Maximum support is expected in order to achieve the objectives of the program.

Budgetary Requirements. This section of the capability program specifies the amount needed to implement the specific

strategies and activities for the attainment of the objectives.

Expected Outcomes. These are the criteria set to indicate the successful implementation of the program. These are the results

which are expected to be achieved after the implementation of the different activities/strategies.

III. Staff Needed to Implement the Program

In the implementation of the Capability Enhancement Program Plan for Parents involves a joint effort of the following:

Schools Division Superintendent who is vital in all necessary preparation to fully implement the program. She is responsible

in determining and evaluating the effectiveness of the result in the implementation of this program.

School Governance and Operations Division to support in the implementation of the program. Also, the Senior Education

Program Specialist to facilitate and oversees the flow of the program and the conduct of its activities.
IV. Effectivity of Implementation

The program is intended to be launched this School Year 2021-2022 with the approval of the School Division Superintendent

of Ilocos Norte. Officials from the SDOIN will be informed about the implementation of the program as a part of the organization. A

duration of 2-3 years if allotted to fully implement the whole program.
