1. Introduction:

1 Work Process for ESIA:


ESIA process is a very rigorous process and has to be done with very close coordination with DoE. A
tentative process detailing is given bellow for our ESIA. This may change based on the suggestion of
local DoE officials.

1.1 Part 1: Submitting Application


1. Entrepreneur/ Owner/ Related authority will apply through (form 3)/ online the application
should have attachment of:
a. Lay out plan of industries/ initiative/ Idea
b. Locational map + Mouza Map+ Road map etc.
c. Total investment and financial declaration (Based on total investment, DoE
application fee is considered)
d. Process flow diagram
e. Details of planning, what will be doing by this system and related project detailing
f. Management of waste, pollutant, wastewater etc.
g. Source of water use
h. Air pollution
That means all possible data and papers which could help authority to know about the
project and make them understand about its possible impacts and assistance to
environment, govt. and locality

2. NOC from Local govt. (City corporation, union etc.)

1.2 Part 2: Submitting ToR


1. After submitting the application DoE will acknowledge it and ask for submitting ToR
a. However, sometimes to make it easier, ToR is also submitted with the application
2. DoE will approve ToR with some comments and in ToR they can ask for IEE or EIA or IEE and
EIA both or only EMP based on category of Project (Green, Yellow, Orange or Red)

1.3 Part 3: Preparation of EMP/IEE/+EIA


1. Based on approved ToR sometime:
a. Only EMP is done
b. Sometimes IEE is done and after IEE, based on IEE, DoE could ask for EIA
c. EIA is done

1.4 Part 4: EIA Submission & Presentation:


1. After completing EIA, with all related attachment EIA is submitted
2. DoE give a data for EIA presentation
3. After EIA presentation
a. DoE could ask for doing EIA again
b. Ask for some change in EIA
c. Ask for doing some more testing or including some new things.
d. Or simply can accept EIA
1.5 Part 5: Project approval
1. Based on acceptance of EIA after few days
a. DoE could approve the project or
b. Reject the project

1.6 Part 6: if Rejected


1. If rejected, Entrepreneur could appeal and ask for review
a. DoE could review and ask for major system changes
b. Or disagree to review
2. If ask for major change, and entrepreneur agree and resubmit the EIA, then the process 4
and 5 will repeat.

3 Required Documents and Preparatory works:

3.1 Required documents:


1. All completed (At least final Draft) drawings, Selected location, Details information
about planning (proposed route plans)
2. Mouza Maps and NOC for Local Authority
3. Some sea related testing data (waive, Sedimentation, Sea bed biology etc.)
4. ToR Approval from DoE (Department of Environment) – Without ToR approval doing
EIA may not Valid.

3.2 Preparatory Works:

1. Visit Local DoE (Environmental Clearance Department) and describe the project to a
environmental officer and request for the process of DoE Clearance. (Whether EIA will
require or only IEE will work, what will be the application steps, When ToR submission
required etc.)
2. Share all existing documents of project
a. Design
b. Background data
c. Mitting minutes till now
d. Name of Local authority under whom the proposed land/ river part belongs (i.e.
BIWTA, or City corporation)
e. Sharing exact location map with GPS points and Mouza map of proposed location
3. Share planning documents (if any)
4. Timeline for construction and proposed start operation date. Proposed costing for whole
construction.
