RE: Engineering Plans for Mini: Housing and Community Development, Nabare
Informal Subdivision- West Access Roads & Service Contract
Greetings from Energy Fiji Limited (“EFL”).
We have received a copy of the engineering plan for the Nabare Informal Subdivision project from
Ministry of Housing and Community Development for review and comments.
‘The comments on the development are outlined below for your reference and further decision:
1. Power Supply Requirement
Upon receipt of formal request from the developer, with the detailed engineering drawings and
electrical power demand for the proposed development, EFL will carry out an engineering survey to
establish the necessary power supply infrastructure to provide the required power supply to the
proposed development. The developer will be required to meet the cost of identified electric power
supply infrastructure development, which may include high-voltage grid extension and could involve
tthe establishment of substation(s). The requirement for substation for large installation is stipulated
in Section 49 of the Electricity Regulations (2019).
2. Minimum Safe Clearance Distance from Electricity Supply Infrastructure
EFL takes all measures to ensure that its electrical power supply infrastructure fs designed and
installed in a safe manner, so that its operation does not present hazards to the public at large. Over
the years, however, construction and development work near EFL’s electrical power supply
infrastructure has resulted in breach of minimum safe clearance distances. These minimum safe
Clearance distances are stipulated in Section 27 of the Electricity Regulations (2019).
‘The developer, at all times, must ensure that all construction work near EFL’s electrical power supply
infrastructure complies with the minimum safe clearance distance. EFL has existing assets in the
vicinity of the proposed development. If these require relocation due to the development, the
associated relocation costs shall be borne by the developer as stipulated in Section 33 of the
Electricity Regulations (2019), and such relocation must be effected prior to any development or
construction works. The developer will be further required to provide written wayleave easement
for such relocations. For any mechanized digging near the road reserve, the developer shall contact
EFL prior to digging for confirmation of any buried cables. No earthworks shall be carried out within
2 meters of any power pole that could affect pole base stability.

and conditions at no cost to EFL:
1) Provide EFL adequate ground space for the installation of required electrical infrastructures,
inclusive of the proposed pole positions along access road reserves, ground stays, fly stays
and transformer earthing system based on the overhead power-line design proposal. The
developer will be required to provide written wayleave easement for such installations;
2) Provide EFL a 24/7 heavy vehicular and personal unobstructed entry/exit to the electricity
supply infrastructure for safe installation, operation and maintenance of the equipment;
3). Ensure that all access roads in the subdivision are properly formalized and must coordinate
with EFL, after payment of required capital contributions, for construction of electricity
supply infrastructure prior to permanent sealing of footpaths or roads;
4) Ensure that the proposed high-voltage overhead power line route and proposed pole-mount
transformer sites are brought to the final ground level before EFL carries out its installation
works with the developer to provide proper as-built plans; and
Please be advised that while EFL will do its utmost best to install its infrastructure opposite buried
water and sewerage mains along the access road reserves, the developer must ensure that the

phases of the development will not disturb existing and/or proposed utility services in the vicinity of
the development. However, any additional or alteration work required during the installation of the
electrical power supply infrastructure as a result of limitations/ restrictions to the general layout of
the development, the developer must provide alternative route/site to EFL at the expense of the
developer. It is essential, therefore that the developer ensures that the road reserves have adequate
provisions for reticulation by all utility services.
In principle, EFL has no objection to the proposed development, however, we request you to be
mindful of the matters raised above when reviewing the developer's plans. As there is existing EFL
asset in the vicinity of the proposed development, developer will be required to coordinate with EFL
for any work near existing power poles and bear associated cost for relocation or pole base
strengthening if deemed necessary and provide wayleave easements for the new pole positions and
overhead lines.
Enclosed please find a copy of the EFL GIS map showing the EFL power supply infrastructure in the
vicinity of the subject of development.
