RE: Proposed Residence for Mr Ritesh on Lot 37 DP 4809 at Dildar Shah Street (Pt. of) Lautoka Fiji Island

We refer to the checklist for submission of building application dated 12 th May, 2022 requesting for comments
by Energy Fiji Limited (EFL) in regards to the said application to be reviewed by Energy Fiji Limited for
assessment of power lines in vicinity and for loading demand in supply of power to the development on Lot 37
DP 4809 at Dildar Shah Street (Pt. Of) Lautoka Fiji Island.

EFL wishes to advise the developer to adhere to the following terms and conditions while carrying out the
proposed development at the above mentioned site:

1. Minimum Safe Clearance Distance From Electricity Supply Infrastructure

a. Ensure that the proposed development works do not pose threat to the existing EFL’s overhead
assets installed within the vicinity of the development site. (Minimum safe clearance distances are
stipulated in Section 27 of the Electricity Regulation (2019));
b. The overhead power lines must at all-time be rendered inaccessible to any person during
development works and after all works have been completed. The developer shall ensure that he
or his sub-contractor maintain the minimum horizontal clearance distance of 1.6 meter (low
voltage) & 2.1meter (high voltage) is always maintained between the overhead low voltage and
high voltage power lines and any person, any part of an equipment or building at the development
site;
c. No person shall raise an extension or single ladder near to or beyond the height of the distribution
high & low voltage power lines of EFL;
d. The developer is also advised to barricade a partition/wall/barrier between the work area and the
overhead high & low voltage power lines;
e. The Developer is also required to contact the Manager Distribution Western of EFL to carry out the
induction of all personal that will be working near the overhead power lines and power pole before
commencing any works at the site; and
f. To notify EFL beforehand in the case where the proposed development works will affect the
existing vertical or horizontal clearance distance of the overhead power line and is required to
stop all works being carried out and notify EFL immediately should any of the EFL’s assets pose a
threat to any person or equipment during the development works.

SRogoimuri@efl.com.fj or on mobile 9992419. EFL may issue a Stop Work Notice to the developer should the
development works being carried out at the above mentioned site pose a threat to any of its existing assets or
is in breach of the above terms and conditions and will execute the necessary steps required to make safe it’s
assets before the Stop Work Notice can be uplifted.

Upon receipt of formal request from the developer, EFL will plan to relocate the power line followed by our
due processes subject to the developer providing:

a) Written wayleave consent and assist in obtaining consents from relevant parties for the installation of
necessary power supply infrastructure in coordination with EFL’s Wayleave Officers prior to the
commencement of the diversion or relocation works; and
b) Relevant scheme plan and engineering plan for the proposed development.
2. Provision for Electricity Supply Infrastructure

Upon receipt of formal request from the developer, with the detailed engineering drawings and electrical
power demand for the proposed development, EFL will carry out an engineering survey to establish the
necessary power supply infrastructure to provide the required power supply to the proposed development.
The developer will be required to meet the cost of identified electric power supply infrastructure
development, which may include high-voltage grid extension and could involve the establishment of
substation(s). The requirement for substation for large installation is stipulated in Section 49 of the Electricity
Regulations (2019).

While EFL is obliged to provide adequate and efficient power supply to the customers, it is important to note
that it shall be developer’s responsibility to provide unencumbered ground space to EFL for installation of its
power supply infrastructure.

It is important to note that it shall be the developer’s responsibility to adhere to the following terms and
conditions at no cost to EFL:

1) Provide EFL adequate ground space for the installation of required electrical infrastructures,
inclusive of the proposed pole positions along access road reserves, ground stays, ground spaces for
distribution transformers and transformer earthing system based on the overhead power-line design
proposal;

Optionally underground electricity supply reticulation will require reserves allocation along access
roads for the underground cable route, ground spaces for installing pad-mount transformer and
transformer earthing. The developer will be required to provide written wayleave consent for such
installations (if necessary).

2) Provide EFL a 24/7 heavy vehicular and personal unobstructed entry/exit to the electricity supply
infrastructure for safe installation, operation and maintenance of the equipment;

3) Ensure that all access roads in the development site are properly formalized and must coordinate
with EFL, after payment of required capital contributions, for construction of electricity supply
infrastructure prior to permanent sealing of footpaths or roads;

4) Ensure that the proposed high-voltage overhead power line route and proposed pole-mount
transformer sites are brought to the final ground level before EFL carries out its installation works
with the developer to provide proper as-built plans; and

Please be advised that while EFL will do its utmost best to install its infrastructure opposite buried water and
sewerage mains along the access road reserves, the developer must ensure that the positioning of the
electrical power supply infrastructure during the final design and installation phases of the development will
not disturb existing and/or proposed utility services in the vicinity of the development. However, any
additional or alteration work required during the installation of the electrical power supply infrastructure as a
result of limitations/restrictions to the general layout of the development, the developer must provide
alternative route/site to EFL at the expense of the developer. It is essential, therefore that the developer
ensures that the road reserves have adequate provisions for reticulation by all utility services.

In principle, EFL has no objection to the proposed development, however, we request you to be mindful of the
matters raised above when reviewing the developer’s plans. As there is existing EFL asset in the vicinity of the
proposed development, developer will be required to coordinate with EFL for any work near existing power
poles or pole base strengthening if deemed necessary and provide or assist in obtaining wayleave consents for
the new pole positions and overhead lines.

Enclosed please find a copy of the EFL GIS map showing the EFL power supply infrastructure in the vicinity of
the subject of development.
