Barangay Ayusan Norte
Vigan City, Ilocos Sur

I. Community Profile
A. History of Barangay Pantay Fatima
(provide a brief description of the community’s historical background. This
can be acquired from the Barangay Profile.)

Brief History of the Barangay

Barangay Ayusan Norte is bounded on the north by barraca ti ili (now


Solid West), on the east by Barangay Pagburnayan (now Barangay VII),
on the west by Barangay Pantay Daya and Barangay Pantay Fatima by
the tributary of the Abra River (more popularly called the Mindoro River),
and on the south, Barangay Paoa, & Barangay Bulala and Barangay
Ayusan Sur.
The place was sparsely populated during the early part of the
Spanish Period. It was only a place where flood-water found its way to a
river flowing towards the China Sea. Many houses that were washed
away during the typhoon and floods drifted to a river bank near Ayusan. It
was for this reason for people of other villages called the place
“AYUSAN”, an Ilocano word, which refers to a place where water flows.
The old Barangay Ayusan is now divided into (2) two: AYUSAN
NORTE and AYUSAN SUR. Ayusan Norte is more economically
progressive as it is the home of rice and corn tillers. Ayusan Sur is the
home of pot makers, Market Vendors. In the Early 1900’s, Doña Teresa
Quema, a scion of the Crisologo-Quema Clan frequently visiting Ayusan
Norte because they have a vast land and it was productively tilled. On the
Western portion of the property they have a rest house that every time
that she comes in the village, she rings the bell and invite the people of
Ayusan Norte to have them share with the banquet they prepared. They
built a small chapel on the most North Western side of the property but it
was gutted with fire together with several houses in the village during that
fateful incident in the Barrio (now called Barangay) together with their rest
house. The Chapel was rebuilt during the liberation period on the same
spot. On October 20, 2011, Senyora FELIPA CRISOLOGO QUEMA
VDA. de DELOS REYES, living heir and family matriarch of the
CRISOLOGO-QUEMA clan, entered into a Contract of Commodatum with
Punong Barangay IGNACIO P. TADEO, allowing the Barangay Ayusan
Norte, Barangay Council to use a parcel of the said property for
religious, environmental, livelihood development and public service
purposes with an area of more or less 2,286 square meters for FREE.

On the Western side of the Barangay, particularly at Purok 3, Don Pedro


Singson also donated a lot to the Barangay with an area of more or less
300 square meters for farmers products sun drying and other productive
purposes. Most farmers in Purok 3 were beneficiaries of the
Government’s Department of Agrarian Reform land distribution program
from the estate of Don Pedro Singson. Farmers/Tenants were awarded
with Certificate of Land Ownership from the said Comprehensive Agrarian
Reform Program from the estate of DON PEDRO SINGSON.

B. Geographic Information

The Barangay Ayusan Norte is more or less 1 kilometer from


Centro/Poblacion bounded by the following barangays:

South : Barangay Ayusan Sur, Paoa & Bulala
East : Barangay Barangay VII
West : Barangay Pantay Fatima, Pantay Daya

2. Are they formally organized?


As a field student practitioner, I can say that barangay Ayusan Norte is a formally
organize community. As to justify my statement, this community gathered people
all together and organize towards achieving desired common goals. Within their
Community, each member of their officials fulfills the associated responsibility
based on their respective status or position. They even also implemented rules
and policies in order for the people to conform and have a well-organize
Community. They have a good governance which they have an appropriate
division of labor in order for them to establish concrete action in achieving their
goals. At some point, any member of the community that breaks rules or goes
against their norms will have sanctions depending on their unnecessary actions.
At this regard, this may limit the movement of the people in avoidance of
undesirable circumstances.

3. How the Leaders solve community issues and problems?


Base from the information gathered, the leaders solve Community issues and
problems through having their own program and services. They conceptualize
and develop a plan which addresses to the issues and concerns of the people.
They come up with a concrete intervention to the dilemma of the people. Aside
from that, in some instances, they addresses issues and problems through
having a good communication. Unfortunately, some of them have a lot of

misunderstandings within their family. As resulted, they usually go to the


barangay and report their issues to settle there. Some also responded that when
they sought help in their Community, they refer them to the Municipal and there
they'll ask their needed assistance. Community leaders usually utilize resources
in addressing some problems of the people for them to meet their needs.

4. How do people view them (problems and brgy officials and their leadership skills)
While my interviewed was on-going before, as I throw my questions how's their
leaders and their performance in the community, they have the hesitant to figure
out the truth but I can sense them that their answer was sarcasm. There are
some of them who really dare to express their thoughts based on their own
experiences. Some of them answered that there are some of the officials do not
look at each member equally where an instance, the relatives of the officials
benefitted more than the other unknown members. However, majority of them
answered that the leaders really work very well. Somehow their barangay
officials have the capacity to address each of their presented problem. They
perceived their leaders as somebody to influence and guides their members
through their own actions and behaviors. Their leaders value ideas and inputs of
others where everybody cooperates and encourage discussion about those
contributions.

5. How do people relate with the community leaders and with each other?
Base from the data that I have gathered, most of the respondents have answered
that their leaders in the community had establish good linkages to each one of
them. There is a proper dealing and communication with each member. Wherein
at this point, here can be form deep companionship for more success to achieve
common goals. Their leaders are indeed approachable to everyone. Good
leaders do more whereas, their leaders communicate in ways that get the
members act differently. They create not just by understanding but most
importantly in action.

Based from the information gathered, numerous of the people are suffering different
kinds of illness/disease. Due to poverty, parents are unable to give vitamins and
medicines of their children. As resulted, many of their children having mild symptoms
such cough, headache and running nose. On the other hand, older person or the senior
citizen are likewise suffering varieties or common illness of elderly more likely having
diabetes, high blood, arthritis, osteoporosis and a lot more. Many of them also have
maintenance for their selves. Unfortunately, some of them are unable to sustain and
maintain their supplemental medicines. Most especially they have insufficient source of
income to consistently take their medicines. Even to the parents who are unable to
afford buy medicine for their children to cure their illnesses. Because of poverty, they
find it difficult to sustain their daily expenses. Their income each day is just ample for
their daily basic necessities. That's why it's really difficult for them to sustain their other
needs most especially with regards to their own health.

III. Findings
A. Physical
From the assessment conducted, some of my respondents experiencing
poor health. Due to the increasing number of unemployment, some of them feels
hunger because of low budget and definitely no income or resources to sustain
their needs and most importantly the food they eat in every meal. Also, they are
not in good condition in terms of health. They are uncapable to buy the drugs for
their illness, and vitamins for their essential nutrition.

B. Social
It is identified that some of the individuals living there have a great interaction
most especially to their neighborhood. The leader of the Community have a good
linkages to the people and likewise the people to the leaders. They have a good
collaborative approach. The leaders let the people to participate in the decision
making with regards to their community. It doesn't only limit to the leaders the
decision, they have the authority but they rather also consider the decision of the
people as well. They help one another for the betterment of their own community.
The leaders have division of labor to easily do the task considering to their align
skill or profession.

C. Economic
Many of the members are really on farming because most of them were attained
high school graduated and have no opportunity to enter a stable job and some of
them prefer to just continue the steps of their parents. In the community, farming
is their primary source of living or income of some people. Despite of the low
average of income and salary, they still prefer farming because it is the only job
where people could earn money for living.The member of farmers there are
seeking for assistance to provide the needs they are lacking in such the tools
they are using, the inputs like fertilizers. Some of them have a job also yet
unfortunately they are in low wage and seems to be insufficient for their everyday
finance in their living. They had been given also Livelihood and training
assistance food production such longganisa, embutido and shanghai before on
their community yet it's no longer existing now due to no funds at all.

D. Political
Based from the answered of the respondents, most of them responded that their
community leaders are responsible enough in taking action to their profession.
They do their part not only as a leader but more likely a citizen ti their barangay.
All of the things they do are for thhe betterment of their community. However,
some of them also answered that some of the leaders are active and some are
not. Some are also didn't practiced equilibrium where there are leaders who
benefited more their relatives or known person instead of the deserving one. In
general, the perception of the people differs on how they viewed their leaders in
their community.
E. Spiritual
Based from the conducted survey, most of the respondents have a strong faith in
our lord. Wherein aside from going to church every sunday, their perspectives in
life becomes broaden. That every time they are bombarded with problems, their
comprehension becomes widen and understand why those things happen in their
lives. In addition, they are optimistic often times. They don't easily losing hope
even when problems keep coming on their lives.

IV. Assessment

Based from the information gathered, I have noticed that the main problem that the
people are currently facing in is the problem of numerous unemployment that resulted to
unable to provide their everyday needs in their lives. Due to unable provision of their
basic necessities and also their three times meal a day, they are left and pitiful of having
illnesses that can’t able to buy some drugs or medicines. Because of poverty, they find it
difficult to support their other needs. Most especially with their medications that are really
needed whenever they feel something pain to themselves. Sometimes it's been neglected and
unexpectedly exacerbated due to not being cured immediately. Aside from that, many of them
are expose in farm and farming is their main common resource of income.
Unfortunately, as of this time, when they going to sell their product, the consumers only
buy it at low cost. It’s insufficient to sustain their needs and to exchange from their
expenses they spent during their planting. They don't have enough medicines at their
barangay which people supposedly access in it. It only limits with the provision of
vitamins most especially for the children and some of the medicines have been donated
on the barangay.
As a social worker, I forsee my clients as an individual with capacity. Some of the
unemployed individuals are skillful. They even got many talents and capabilities. They
are good in cooking, a business minded one, have the knowledge in farming and raising
cows and goats. Most of them have their own business before but since when pandemic
started, all of their investments has been used already for the reason that they can no
longer afford to sustain their daily needs. So all the sales, profits and leftover goods are
they gradually took. Some of them also addicted to gambling. Even if it serves as their
stress reliever, they should supposed to stop it because aside from it’s a wrong thing,
they still don’t get any good results from playing. Some are also materialistic in a sense
that even if it's not their needs, they would really buy it.

Based from the information gathered, as a Social worker, I hereby assess that the
clients are in need of some intervention to their dilemma. To address their problems
specifically to unemployment, we have the provision of Livelihood Program for those
who don't have any source of income. Considering their skills in provision of their
Livelihood assistance. Another things is the provision of Free medical check-up and
medicines. Most of them weren't afford to buy medicines most especially when
pandemic started. They just depend on the free vitamins those times.
