Rationale

In this modern time, gender identities and expressions have

been a prevalent subject matter circulating around the world.

Lesbian, Gay, Bisexual, Transgender, Queer/Questioning, Intersex,

Asexual, and others, most likely known as the LGBTQIA+ community

which falls under the long-term oppression along with racism, who

suffered discrimination, mis gendering, abuse, criticisms, and

unjust killings. For over the years, people within the said

community have faced violence under the ill beliefs and

traditions from the past years, which made people strive for an

Anti-Discrimination SOGIE Equality Bill within the Philippines,

aiming for the end of gender-based crimes by penalizing people

involved with said activities.

The late Sen. Miriam Defensor-Santiago and Akbayan Rep. Etta

Rosales introduced the first version of the SOGIE Equality Bill

in the 11th Congress. It has been pending for nineteen years, and

because to the tireless work of Bataan 1st District

Representative Geraldine Roman, Diwa Party List Representative

Emmeline Aglipay-Villar, and Dinagat Islands Representative

Arlene "Kaka" Bag-ao, it is finally being implemented in the 17th

Congress. While the law still needs to pass the Senate, the

House's passing is a significant triumph for the LGBTQ++

community. (Deslata, 2018)

According to J Sex Res. (2013), bullying, harassment,

humiliation, peer victimization, and other social issues rampant

since the past years against the LGBTQIA+ community have served

psychological and mental health issues, causing people to take

their own lives and suffer trauma. Existence of such gender

identities have long been known but were hardly accepted, leading

to a widespread problem, not only within the Philippines but also

in other countries as well. Statistics shows that discrimination

primarily attacks the LGBTQIA+ community, along with other issues

named: stigmatization, public-shaming and name calling. These

mostly occurs in school, out of the public, and other places.

The first ever Philippine Corporate SOGIE Diversity and

Inclusiveness (CSDI) Index — a study in 2018 conducted by the

Philippine LGBT Chamber of Commerce and research firm Cogencia,

and supported by the Embassy of the Kingdom of the Netherlands in

the Philippines — surveyed 100 companies on their anti-

discrimination and equal opportunity employment policies. Out of

the 100, they found zero Philippine-based companies implementing

policies meant to protect their employees from SOGIE-based

discrimination. (CNN, 2020)

In 2019, Metro Manila Pride and Rainbow Rights conducted a

survey. 62% OUT OF 400 LGBTQIA+ respondents -mostly 13-24 years

old of age have reported experiencing discrimination on the basis

of SOGIE in: Public School (51%), Streets (31%), Private Schools

(28%), In their neighborhood (25%), Homes (17%), and Church

(19%). (Metro Manila Pride, 2019) LGBTQIA+ persons are often the

target of coercion, threats. and violence, “outing” without

consent, and public speech meant to shame and incite

discrimination on the basis of SOGIE.

The researchers wanted to know the effects of the SOGIE bill

on the rights of the LGBTQIA+ Community and the Heterosexual

Community as well. They also wanted to learn more about what the

SOGIE bill offers especially to society and how it can alleviate

discrimination, prejudice, harassment, and other social issues

which are mostly targeted at the LGBTQIA+ community. Especially,

they wanted to spread awareness to the society on how that

affects them. As a result, the researchers conducted this study

to address the society to be mindful and be aware of the SOGIE

Bill, in hopes of bringing more information about how

discrimination against the LGBTQIA+ Community has brought

negative experiences throughout the years.

Thesis Statement

The SOGIE Bill offers protection to members of the LGBTQIA

community as well as heterosexuals. We cannot deny that

discrimination cannot be eradicated, but the SOGIE Bill can help

to alleviate it.

Research Questions

The objective of the study is to determine what is The

Effect of SOGIE Bill to the Rights of Selected Grade 11 Students

of AMA Computer Learning Center.

Specifically, the study aimed to provide answers to the

following questions:

1. How will SOGIE bill alleviate discrimination?

2. How does SOGIE bill affect the following:

1.1 LGBT Community

1.2 Straight/Heterosexual Community

3. What are the changes to the rights of selected ACLC students

if SOGIE Bill become a law?

Significance of the Study

This research study acknowledges that many people, whether

LGBTQIA+ or heterosexual, experience prejudice based on their

SOGIE. This SOGIE bill study intended to safeguard all

individuals from this type of discrimination. In order to

decrease separation and stigma against members of the LGBT

community, the bill seeks to be implemented.

The ongoing research study of a critical issue in our

society sought to provide vital information on how discriminating

LGBTQIA+ and Criticism on Selected Senior High School Students of

AMA Computer Learning Center can benefit the following:

LGBTQIA+. As one of the most affected in terms of

discrimination, bullying, prejudice, SOGIE Bill offers

protection, alleviation on the said issues, and basic human

rights that could help them lead a better lifestyle, whether for

their everyday lives, school, and work.

Teachers. They will be the ones to teach all of the students

not to discriminate against LGBTQIA+, Homosexuals, or Queer

People by educating them how to respect everyone and to help them

grasp the true meaning of the SOGIE Bill and why it is so vital.

Student. They will be aware of the SOGIE Bill and

discrimination against LGBTQ people, as well as the significance

of having the SOGIE Bill.

The Faculty. They can create programs for students to avoid

discrimination towards LGBTQ people.

Future Researchers. They can use this type of research to

determine what effect the SOGIE Bill has on the rights of AMA

Computer Learning Center's senior high school students.

Research Design

This study is a qualitative study because it uses non-

numerical data and asks for the respondents' opinions. This

phenomenology research is titled "The Effect of SOGIE Bill on the

Rights of Selected Senior High School Students of AMA Computer

Learning Center." It also includes a qualitative research

component to gather precise data and the perspectives of selected

Senior High School students on prohibiting discrimination based

on sexual orientation, gender identity, or expression (SOGIE).

This study tried to understand and examine what people

experienced based on the responses of each student to the

researchers' questions and aims, as well as to evaluate the

study's findings.

Population and Sampling

An online questionnaire will be completed by twenty selected

participants. Ten respondents are from Grade eleven, and ten more

are from Grade twelve, all of whom identify as LGBTQIA+ and

heterosexual.

This study will employ non-probability sampling,

specifically Purposive or Judgmental Sampling, because the

researchers have determined who will be the respondents who can

provide them with more accurate and reliable answers on the

subject.

Data Gathering Procedure

Upon the approval of the research instrument, the

researchers will formally write a letter to the respective School

Heads of ACLC College of Tacloban for their consent to conduct

the study and the request to get twenty non-probability sampling

respondents to facilitate the research instrument. This study

will use non-probability sampling specifically the Purposive or

Judgmental Sampling since the researchers decided who will be the

respondents who can give them a better and accurate results about

the topic. The sample will be selected based on the suitability,

capability, or judgment of the researchers.

Due to the current pandemic brought by COVID-19, the

researchers may not be allowed to go to campus and would opt to

send this formal letter via the school’s official email address.

Once the request has been granted, the procedure to select

respondent will be administered to a twenty non-random sampling

of individuals. To validate their responses from the instrument,

the researchers will also conduct a thorough comprehension

regarding the responses through a focused group discussion.

The researchers at the AMA Computer Learning Center want to

run a poll to collect the data they need for their research.

There are no open-ended questions in the survey. It consists of

eight questions that can only be answered by choosing from a

limited number of possibilities, usually multiple-choice

questions with a single word response, such as 'yes' or 'no.'

Because the researchers may be unable to attend school due to the

epidemic and thus unable to conduct a formal interview, the

questions will be sent via Google Form. The researcher will

conduct their study among AMA Computer Learning Center's selected

and chosen students, focusing on members of the LGBTQIA+

community who face discrimination, as well as the heterosexual

population.
