responsibilities into positions where they may be unavailable to respond or of people without
spill response competence into roles that require it.
12.4.3. The EHS Practitioner will review spill management provision with the department heads
of relevant departments and determine if current competence can be demonstrated for all
necessary personnel.
12.4.4. The EHS Practitioner will determine if all required personnel have received required
training within the stated refreshment period of 3 years and after any changes to relevant
company undertakings.
12.4.5. The Learning & Development Manager will ensure that relevant personnel are provided
with sufficient training as to be competent in responding to any spill types likely to be
encountered as a result of the normal operations of the site.
12.4.6. The Learning and Development Manager will verify the competence of spill response
trained personnel in a manner that does not pose an environmental risk, conforms to
legislative requirements and mitigates OHS risk as far as is reasonably practicable.
12.4.7. The Learning and Development Manager will determine if the employee is considered
competent and act accordingly. If the Learning and Development Manager considers that the
employee is incapable of achieving competence, they will inform the employee’s manager
and the EHS practitioner.
12.4.8. Retraining will not be required for competent personnel within the period identified in
Para. 12.4.4. except in the case of circumstances detailed in Paras. 12.4.1. or 12.4.2..
12.4.9. The Learning and Development Manager will update records of training for the employee
concerned to reflect their current level of competence.
Responding to a Spill: Overview
12.4.10. This procedure provides guidance on the response to spills that have the clear potential to
impact the environment. Small scale spills that occur inside the site buildings do not normally
meet this criterium and in these cases, common sense together with adherence to waste
management and OHS procedures should be enough to ensure safe management of the
incident.
12.4.11. Before action is taken, a simple assessment of the situation will provide clarity of purpose
and ensure the actions taken are timely and appropriate. This assessment is not intended to be
a major planning exercise as with any spill, time is of the essence but should consider the
likely progression of the spill to identify what mitigating actions are required. Further
instruction of the assessment can be found from Para. onwards.
12.4.12. The priority in spill management is to block paths to prevent the spread of the spill until it
can be stopped and cleared. For spills still confined to a small area, boundary containment
may be an option using booms or granules. For wider spread spills, the biggest risk of escape
is through storm drains that run directly into the River Gwenfro, which is part of the
controlled waters of the River Dee basin. Blocking at risk drainage points is therefore a
priority and clay drain mats are available at the main oil storage bund for this purpose. Of
secondary priority are some small areas of permeable land surrounding the concrete
hardstanding to the rear of the factory, but these are generally at higher elevation that the
working area and therefore low risk. Further information on the blocking of escape paths can
be found from Para. onwards.
12.4.13. Blocking the spill will provide breathing space to control the source of the spill. This
should be undertaken as quickly as possible as this will not only reduce the time and cost of
decontamination but will also reduce the risk of containment measures being overloaded.
Where possible, controlling actions should be taking place concurrently with blocking
measures. Further instruction of controlling measures can be found from Para. onwards.
Quality Manual Volume 2
12.4.14. Once the spill is under control, the affected area must be decontaminated. The measures
taken will differ for each incident but should all ensure that the contaminant is removed as far
as is feasible and the clean-up operation should not itself cause environmental harm. All waste
must be disposed of in accordance with waste management procedures. Further instruction on
decontamination can be found from Para. onwards.
12.4.15. In each case, the occurrence must be reported, and investigated in accordance with
compliance procedure WQP006 using the 8D methodology up to stage D5. The level of
reporting will depend upon the severity of the spill but any spill that falls under the scope of
this procedure must be reported to allow multiple occurrences to be identified, as these will
often indicate a weakness in management procedures that could lead to a more serious
incident at a later date. Further instruction on reporting can be found from Para. onwards.
12.4.16. Once a root cause has been established, permanent corrective actions will be required to
prevent re-occurrence. Any actions introduced should be verified for effectiveness,
completing the initial report created in Para. 12.4.15. to D8. Further instruction on corrective
actions can be found from Para. onwards.
Assessing the Situation
12.4.17. Upon discovery of a spill, unless it can be stopped immediately (e.g. a tap left open on an
IBC), the first action is to summon assistance. With any such incident, the sooner all required
mitigating actions can be taken the better and the time needed to raise the alarm will quickly
be regained by virtue of multiple actions being taken simultaneously by a team rather than one
at a time by an individual. If the discoverer is trained to respond to spills, they should task the
first person encountered with informing the nearest Cell Leader or the EHS Practitioner then
return to start spill management. If not, they should seek out the Cell Leader or the EHS
Practitioner (whichever they encounter first) themselves and inform them of the spill and the
need for response, and task anyone they meet with doing the same. If the EHS Practitioner is
the person informed, they will seek out the Cell Leader and instruct them to respond.
12.4.18.The Cell Leader will assemble their shift or department spill team and proceed
immediately to the location of the spill, collecting the nearest relevant spill kit(s) on the way.
12.4.19. The spill team will assess the spill and determine the likely escape points and the best
strategy for containment. This assessment must consider the gradients of the ground, the
presence of storm drains and foul sewers and of any permeable land and the rate of spread of
the spill and potential to reach those exit points. The assessment should also consider whether
the spill is sufficiently limited as to allow boundary containment rather than trying to block
potential exit points from the site. Lastly, the assessment should consider whether the spill has
already reached potential exit points.
12.4.20. The spill team will determine if the spill has escaped the site.
12.4.21.If the spill has breached the site boundaries, the EHS Practitioner is to notify Natural
Resources Wales and the Wrexham County Borough Council Environmental Health
Department.
Blocking the Spill
12.4.22. The spill team will inspect each potential escape point to identify if an escape has occurred
at that location.
12.4.23. The team will decide if the location is contaminated (i.e., an escape has occurred).
12.4.24. The spill team will employ the PPE required to mitigate any risks presented by the spilled
liquid or by a potential reaction of it to its surroundings.
Quality Manual Volume 2
12.4.25. The spill team will ensure that any at risk storm-drain or foul sewer entry points are
blocked, regardless of whether the liquid has entered them. Where multiple escape points are
at risk, priority will be to protect storm drains.
12.4.26. Where permeable ground may be contaminated, this may contaminate the aquifer and so
access should be blocked using booms and/or granules as appropriate.
Controlling the Spill
12.4.27. The team must identify the source and cause of the spill as quickly as possible then
determine the best way to stop or minimise it. For the Wrexham site, spills should be
relatively minor and be easy to stop, perhaps isolating supply to a leaking pipeline or turning a
split IBC to place the split at the top. Before any action is taken, an impact analysis should be
undertaken (quickly) to ensure the proposed action does not cause other issues. Before turning
IBCs, ensure all covers and taps are closed and secure, before isolating pipelines, ensure the
equipment they supply is being shut down etc.
12.4.28. The team will take such actions as are necessary to prevent further spillage.
12.4.29. Once action is taken, the spill should be monitored to ensure they have been successful.
The spill area should also be monitored to ensure that the liquid already spilled does not
overcome the capacity of the defences placed to protect potential escape points.
12.4.30. The spill team will determine whether the containment action is effective. The
containment can be considered affective only when the spill has been stopped or 100%
contained in a manner that poses no further risk of escape (e.g., a leaking IBC can be sealed,
stopping the slip, or lifted onto a portable bund, 100% containing the spill).
Decontaminating the Area
12.4.31. The spill team will determine the extent of the contamination. The assessment will include
the quantities of liquid to be cleaned up, the surfaces affected and the resources available.
12.4.32. The spill team will establish a plan to clean up the skill and decontaminate the area. The
plan must include controls to ensure that the decontamination operation does not cause further
environmental impact and includes safety protocols to ensure the safety of those executing it.
12.4.33. The spill team will execute the decontamination plan, monitoring each stage to ensure that
the safety and environmental controls are effective.
12.4.34. After decontamination, the site will be inspected by the EHS Practitioner and the spill team
to ensure the clean-up operation has been effective. An effective clean-up is one that will
allow safety measures such as booms and drain blockers to be removed without further risk to
the environment and it is not anticipated that the site will be returned exactly to its former
condition. For example, oil staining on concrete surfaces are likely to remain as removing
them would require power washing with detergent and will pose more of a risk than the
staining itself.
12.4.35. The spill team and EHS Practitioner will decide if the decontamination has been completed
to satisfaction.
12.4.36. Once the area has been successfully decontaminated, any control used to block escape
points can also be removed. Removal should be conducted in such a way as to ensure
contamination from the controlling equipment (clay pads, booms etc.) does not then pass
through the escape point, and the equipment itself must be sealed to prevent cross
contamination during disposal (if bags are to be used, the bags must be free from air holes and
the items should be double bagged and the openings either knotted or cable tied closed).
12.4.37. All waste from the decontamination operation is to be disposed of using properly licensed
contractors and in accordance with site waste management procedures.

compounding ingredients.
The ingredients do not, to our knowledge, present a serious health hazard in compounded form.
___
3. HAZARDS IDENTIFICATION
Human Health effects: During melt processing at elevated temperatures, and especially if heated above around 230C
may form fumes which may cause irritation of respiratory tract, and possible coughing and sensation of shortness of breath.
Combustible if exposed to flames, or exposed to temperature on or above the flash point.
Toxic gases will form upon combustion.
During melt processing, skin contact with hot material may cause severe thermal burns.
Spills of pelletised compound on floor areas can produce a slippage hazard.
Enviromental effects: No significant effects to our knowledge.
___
4. FIRST-AID MEASURES
Inhalation: When fumes of molten material are inhaled, move person to fresh air. In case of severe exposure, and if
breathing difficulties continue call for prompt medical attention.
Skin contact: Under normal handling of pellets wash with soap and water.
During processing of hot, molten material, any exposed area should be immersed or sprayed with large amounts of cold
water to dissipate heat. Cover wound with sterile dressing. No attempt should be made to detach molten material from skin,
or to remove contaminated clothing. In case of severe burns seek prompt medical attention.

In a fire, hazardous decomposition products such as smoke, carbon monoxide, carbon dioxide and oxides of nitrogen may be
produced.
Keep away from oxidising agents and strongly alkaline and strongly acidic materials to prevent the possibility of exothermic
reaction.
The xylene present is stable but may give violent reactions if placed in contact with strong oxidants such as nitric acid, sulfuric acid,
perchlorates and similar agents. It is biodegradable in water and decomposes in the sunlight (photodegradable). 1-methoxy-2-
propylacetate: it is stable but in presence of air, it can gradually form peroxides which explode due to the rise in temperature. It can
react violently with oxidizing agents and strong acids and alkaline metals. Avoid copper, aluminium and their alloys when storing.
Store under inert atmosphere, repaired from humidity because it easily hydrolyses.
1-methoxy 2-propanol (propylenmethylglycol) absorbs and dissolves in water and in organic solvents; it dissolves different plastic
material; it is stable but in the presence of air it can gradually form explosive peroxides when heated and may react with strong
oxidizing agents and acids. It should be biodegradable. Stainless steel is suitable while copper and aluminium are not.
Nbutyl acetate easily decomposes with water especially when heated.
Exposure to organic solvent vapours in excess of the stated Occupation Exposure Limit may result in adverse health effects such as
irritation of the mucous membrane and the respiratory system and adverse effects on the kidney, liver and central nervous system.
Symptoms and signs include headache, dizziness, fatigue, muscular weakness, drowsiness and in extreme cases, loss of
consciousness.
Solvents may cause some of the above by absorption through the skin. Repeated or prolonged contact with the product may cause
removal of natural fats from the skin, resulting in non-allergic contact dermatitis and absorption through the skin.
Splashes in the eyes may cause irritation and reversible local damage.
Ingestion may result in the following effects: sore throat, abdominal pain, drowsiness, nausea, vomiting and diarrhoea. Other effects
may be as described for exposure to vapours.
