Impact of Digital Literacy Training on Usage

Digital Literacy is one of the main focus areas for emerging economies across the world. The
available research indicates the benefits of digital literacy to individuals and groups. For instance,
the hands-on training received could help the individuals to learn the role of online communities
in driving the innovation. In particular, ‘peer-produced’ knowledge goods such as open source
software and Wikis are shown to contribute significantly to the national growth and productivity.
The digitization also offers incremental economic growth. Countries at the most advanced stage
of digitization appear to derive 20% more in economic benefits than those at the initial stages.
Digitization has also resulted in reducing unemployment, improving quality of life and boosting
citizens’ access to public services.

Increasingly, governments are using ICTs to strengthen the political participation of citizens in
policy and politics. Online platforms could accelerate this process especially among the young
people who are mostly apolitical. As we understand, Digital Literacy is not just about the ability
to be able to use a software or handle a digital device. Users need a variety of complex cognitive,
motor, sociological, and emotional skills, which users need in order to function effectively in
digital environments. It becomes critically essential to identify indicators of success for the several
programs being conducted to make the people digitally literate.

The dataset attached comprises of data of 25,000 beneficiaries who have been given training to
help them operate computer or digital access devices (like computer, smart phones etc.), sending
and receiving e-mails, browsing the Internet and accessing various internet platforms for watching
videos, chatting and using social media. This was part of the National Digital Literacy Mission of
Government of India under the Digital India programme.

The data is presented using 28 attributes and have been categorized into 6 constructs, out of which
5 are independent constructs and the last one is a dependent construct which can be modelled using
the former. The independent constructs include Training Service Quality (TSQ), User Satisfaction
(US), Training Usefulness (TU), Perceived Benefits (PB) and Training Comprehension (TC). The
dependent variable which is modelling using the same is the Intent to Use (IU).

Note: Sample covered in the project was 64 crore households. Sample size is a smaller subset
presented for classroom based data analysis.
