-The department of public works and highways manages the, well you’ve got it already,
highways of the Philippines that connects towns and cities with each other. Focusing on making an
efficient route for trading and just getting people to places where they need to be. This also includes the
transports of products, and even your Shopee delivery. Enough joking aside, the goal of the Department
of public works and highways is to find and make a more efficient roadway for transportation to use to
get where they need or want to be, which also includes public works such as water pipes under the
roads to reach houses or for private companies to use to put up new electrical lines to power houses
and establishments and even government buildings and leisure parks. But in this discussion we are going
to focus on the Highways itself.
-The DPWH’s decision making depends on the administration that the DPWH has, which is
government appointed officials to deal with the specialized problems that the department focuses on.
Mark A. Villar being the head of office, he is the highest official in the department, and relays the needs
and fund request to the executive branch of the government. And from Villar, it branches out to local
DPWH offices that deals with road works in certain districts and places in the Philippines micromanaging
the system, and Villar left to macro manage the whole Department.
-The DPWH’s Time factor is just efficiency, where cost is low, with good quality, and done fast to
not be a hindrance to the public. However, public opinion says otherwise. According to the post of
Filipino citizens about our road work in the Philippines “Sa Amerika, ang daan na sira ay inaayos. Sa
Pilipinas, ang daan na maayos pa ay aayusin na.” And thus the time factor of the DPWH is quite not
seen by the public eyes properly.
