Rationale As stipulated in Republic Act 10533 that the department shall establish a
continuing program for career and personnel development and shall create an
environment or work climate conducive to the development of personal skills
and ensure that every official and employee of the government is an asset or
resource to be valued, developed and utilized in the delivery of basic service to
the public contemplated in Section 1 of Rule VIII, Book V in Executive Order
No. 292 which is also known as Administrative Code of 1987.

In line with this quest a Three-Day District-Based Training and Upskilling


of Key Stage 1 Teachers and School Heads in Early Language, Literacy
and Numeracy (ELLN) will be conducted to capacitate newly hired teachers
and upskill the other Key Stage 1 teachers and School Heads on the
pedagogies and strategies in teaching beginning reading and assess learner’s
difficulties using Phil-IRI, EGRA, CRLA and Numeracy Test. This is in
preparation for the opening of classes for School Year 2022-2023. Hence, this
proposed training-workshop.
Program / During the Three-Day District Training-Workshop, the participants are

Terminal Objectives

By the end of this Training, the participants will be able to


escalate the utilization of the pedagogies and strategies in
teaching beginning reading and assess learner’s difficulties
using Phil- IRI, EGRA, CRLA and Numeracy Test.
