COMMISSIONING PLAN
1 Introduction
The purpose of this document is to provide a comprehensive plan for commissioning
of 132 kV & 33/11 kV substations for “Sulaimaniyah Substations project Stage 03” in
Sulaimaniyah Iraq. This procedures will be adhered to by Zozik commissioning staff
as well as by Siemens supervisors. All commissioning and test activities must be
refered to from this guideline.
2 Commissioning procedure
The purpose of commissioning is to make ascertain that a system is installed and it
will remain in service for its projected life cycle. The commissioning of the system is
carried out for identifying problems and providing a set of base line values for
comparison with subsequent routine tests. A procedure should be developed to
include a planned approach (road map) of what should be done in order to verify the
proper system installation. This procedure is the commissioning plan. It
encompasses the individual testing of related equipment, the verification of the
component interconnection against the drawing and functional testing of system as a
whole. The Specific areas addressed in a commissioning plan include verification of
the installation of all equipment/component, interface connections between
equipment and individual system and the interconnection drawings. For specified
primary equipments, separate testing procedure are available, please refer to
Docuent matrix sheet
Remove all unauthorized persons out of the S/S Yard and control building during site
tests.
Check that all steel structure and permanent grounding of the HV equipment is in
place and properly connected to the correct torque. Earthing connection of
equipments are properly tightened.
All connections shall be checked for tightness using a torque wrench which has a
valid calibration certificate.
Follow Lock out/ Tag out proceedure in coordination with customer operations. HSE
program from the client shall be followed by Zozik & Siemens staff and all
subcontractors and this meets or exceeds Lock out/ Tag out procedures.
3 Documentation
The proposed method of carrying out all commissioning tests will be in this document
and the acceptable results shall be documented for each type of equipment and
submitted to client Site representative for approval. The tests result shall be recorded
according to test data sheets and reports as detailed in this Commissioning Plan.
Rough copy results are to be submitted to MOE at least twice a week and good
copies included with the handover documentation. Red line drawigns shall be
completed to indicate site modification work. These drawings shall be used to as-
build the construction drawings. Two sets shall be handed over to customer and one
set shall be used for as-build. These two sets of redline drawings together with the
rest of the required handover documentation in the handover pack shall be handed
over to customer prior to energizing the drawings.
Steel structure must be installed according to construction drawings. ITP forms for
steel structure should be filled. All connections should tightened using torque wrench.
General checks on equipments, Visual and Mechanical Inspection is first step for
commissioning of equipment. Follow the instructions below :
Record the all data using below table for Data record forms.
Secondary connection shall be checked for tightness and bus bar joints checked
with a ductor, result recorded on Form No QCF -140 & QCF240
4.1.2 Continuity
Continuity of circuits shall be tested with all switches and circuit breakers in the
closed position.
The resistance of the contacts for each pole shall be tested and result recorded on
sheet No.QCF 257
Refer to QCF 312 , procedure for continuity and Terminal Verification and QCF -274
for report for continuity and insulation verification.
4.1.3 Earthing (Grounding)
Equipment earths shall be checked for proper connection and tightness using a
torque wrench.
4.1.4 Operation
Correct operation of equipment shall be tested in response to all controls, safety
interlocks, protection devices indications and alarms. Local and remote control shall
be tested and recorded on respective data sheets of each equipment (See testing
matrix referreig to procedures and data sheet for each type of test )
4.1.5 Phase check
All high voltage supplies shall be tested to ensure that they are in phase. All auxiliary
supplies shall be tested to ensure that they are in phase.
4.1.6 Oil
An Oil sample shall be taken from the botton and top of main tank for all transformers
and tested for voltage breake down and recorded on the form QCF 200. The oil level
shall also be checked.
4.1.7 Protection
Correct functioning of all protection devices shall be tested in response to all fault
conditions at appropriate magnitudes. Where possible, this will be tested by
acceptable simulation techniques such as secondary injection etc. The relays shall
be tested at the applied setting.
4.1.8 Meters, instruments and counters
Meters, instruments and counters shall be tested at half and full load to prove the
accuracy and compliance to the procedurei QCF -311 & recorded in Data sheet 362
During the relay testing a rubber floor mat shall be used to to avoid static discharge
to relays and other sensitive equipment.

The following is the list of tests on equipment which must be tested in a typical
system substation.
Main Tests :
- Visual inspection
Data Sheet :QCF-210 Report for Measure. For Total Earth Voltage & Resistance
(including metric graph paper for fall of potential method)
Main tests :
- General inspection of the cable routes, verification of proper installation, fixing
to the racks, bending radius, etc
- Verification of proper grounding of the screen and armouring
- All LV power cable connections shall be checked for tightness using a torque
wrench.(QCF 140 )

- Electrical tests
- Insulation test on conductors: Before and after High Pot tests, 2kV DC Megger
Tests applied for 1 minute between cores and sheath with sheath grounded
and the results recorded on Megger test sheet QCF.
- Insulation test on sheath: 2kV DC applied for one minute between sheath and
ground and the results recorded on HiPot test sheet QCF.
- Continuity test on core and sheath. High Potential sheath test to earth, Megger,
2kV DC applied for one minute between sheath and ground and the results
recorded on HiPot test sheet QCF.
- All MV_HV cable connections shall be checked for tightness using a torque
wrench.

printout from testing device such as distance protection test results including
graphs showing satisfactory test results for all regions of test points.

All protection and control devices should be tested according to standarts. All
relay settings must be accordance with relay coordination study. All parameter
sets must be supplied to the client.
- A separate testing and commissioning plan will be submitted for SCS system

remote end prior to energization

1.0 PURPOSE
The purpose of this instruction is to ensure that initial testing and energization of power
transformers is performed in a complete and consistent manner and to provide a means
of documenting that testing and energization.

5.1 The secondary circuits of energized current transformers should never be open
circuited.
5.2 Take special precaution to keep personnel away from electrical equipment that is
being energized for the first time.
5.3 Newly energized electrical equipment should be roped off and signs placed to alert
construction personnel that the equipment is energized.
6.0 PREREQUISITES
6.1 All switches and/or circuit breakers in the transformer primary and secondary
circuits shall be open.
6.2 Verify that the primary and secondary power cables are phased and connected in
accordance with design three- line drawings.

blanket pressure, oil level, oil and winding temperatures and cooling system
operation as applicable.
6.4 Verify that the cooling system has been functionally tested.
6.5 Verify that the transformer neutral connections and case are grounded in
accordance with design drawings.
6.6 Verify that the transformer and immediate surrounding area have been cleaned
and all extraneous materials removed, including ground cables, or chains.
6.7 4 kV and larger Oil Insulated power transformers verify the following:
6.8.2 The oil level and temperature are within normal operating ranges.
6.8.4 Verify transformers load cables or bus duct (Secondary Side) have
been tested in accordance with QCF-310 Procedure for Megger and
Hi-Potential Test.
6.8 Verify on large power transformers that all required manufacturer’s tests have
been performed and test documentation available at site.
7.0 PROCEDURE
7.1 Record transformer nameplate data on QCF-100 Status Sheet for Transformer and
QCF-200 Data Sheet for Transformer.
7.2 Measure and record transformer neutral ground resistor(s) resistance on QCF-200
Data Sheet for Transformer.
7.3 Set or connect tap positions to give correct voltage transformation and record on
QCF-200 Data Sheet for Transformer.
7.4 Take an initial watt-hour meter (WHM) reading, if applicable, and record on QCF
QCF-200 Data Sheet for Transformer.
Measure and record transformers turns ratios (TTR) and polarity using a
transformer turns ratio test set and record data on QCF-200 Data Sheet for
Transformer.

7.6.1 Use applicable connection per vendor instructions and record data
on QCF-200 Data Sheet for Transformer.
7.6.2 Obtain the winding temperature at the time test and record it on
QCF-200 Data Sheet for Transformer.
Megger the power transformer windings to ground as follows and record winding
insulation resistance on QCF-200 Data Sheet for Transformer:
7.9 Insulation Power Factor Capacitance Test - (Main, Auxiliary, Lighting Arresters,
and Bushings).
Determine the watt losses for individual unit. Power factor need not be
calculated. Record necessary data on Miscellaneous Equipment Section of
QCF-200 Data Sheet for Transformer.
7.10.2 Measure and record voltage, milliamps, watts and polarity on QCF-
200 Data Sheet for Transformer.
7.10.3 Measure the ground leakage and record on QCF-200 Data Sheet for

7.10.4 Raise the test voltage to 2kV (do not exceed manufacturer’s
recommendations), measure and record voltage, milliamps, watts and
polarity on QCF-200 Data Sheet for Transformer.
Energize the transformer from a controlled voltage source, record the voltage and
current, and calculate transformer impedance on QCF-200 Data Sheet for
Transformer.
7.12 Low Voltage Excitation Test (Main, Unit Auxiliary and Startup Transformers Only)
Record the excitation current for the test voltage measured on QCF-200 Data
Sheet for Transformer.
7.13.1 Check that all secondary load side breakers are OPEN and racked
into the DISCONNECT position.
7.13.3 Energize the source feed to the transformer primary. Monitor for
abnormal noises, vibration or signs of arcing. Immediately de-energize and
investigate any abnormal operating characteristics.
7.14 Record the primary and secondary voltages (from normal plant metering, if
available) on QCF-200 Data Sheet for Transformer.
7.15 “Soak” the transformer unloaded for at least 24 hours, monitoring frequently for
any abnormal operating characteristics.

Procedure For Circuit Breaker Zozik
Testing
1.0 PURPOSE
The purpose of this instruction is to ensure that initial commissioning of the Circuit
Breaker is performed in a complete and consistent manner and to provide a means of
documenting the test results.
2.2 Low resistance testing of breaker main contacts should be according to supplier
recommendations.
2.3 All functions and interlocks operate per Vendor instructions and manuals.
3.0 REFERENCES
5.1 When mechanical operations are carried out on the circuit breakers outside their
cubicles, be very careful of the moving parts. If operations are restricted/prevented,
do not force the mechanical interlocks and check that the operating sequence is
correct.
5.2 Verification of circuit breakers racking mechanism and mechanical interlocks with
switchgear require switchgear main circuits to be de-energized and safety tagged

5.3 Racking the circuit breakers in and out of the switchgear should be done gradually to
avoid shocks that may deform the mechanical interlocks and limit switches.
6.0 PREREQUISITES
7.0 PROCEDURE
7.1 Visually inspect circuit breaker for any damage and restore to proper condition where
necessary. Check that no foreign bodies, such as bits of packing, have fallen into the
moving parts. Fill the form QCF-101 Status Sheet for Circuit Breaker
7.3 Check that the value of the power supply voltage is within +10% and –15% of
nameplate rating of the electrical accessories.
7.4 Verify circuit breaker nameplate is per specifications and drawings and that breaker
is correct rating for intended installation. Record circuit breaker data on QCF-201
Data Sheet for Circuit Breaker
7.5 Perform 5000v megger testing between main circuit phases and circuit breaker
frame. Record readings on QCF-201 Data Sheet for Circuit Breaker.
7.6 Verify that the connections to the control circuit are correct per drawings and Vendor
documentation.
7.8 Perform manual closing and opening operations to verify operation of circuit breaker
and indications. Record result of the opening and closing time on QCF-201 Data
Sheet for Circuit Breaker.
7.9 Main circuit contact resistance should be performed. Indicate where test was
performed and record results of voltage drop across contacts on QCF-201 Data Sheet
for Circuit Breaker.

1.0 PURPOSE
The purpose of this instruction is to ensure that initial commissioning of the Current
Transformers are performed in a complete and consistent manner and to provide a
means of documenting the test results.

7.7 Check the polarity of the current transformer, record the result on QCF-202 Data
Sheet for Current Transformer
7.8 Saturation test results for Current Transformers should be print out from test device
and the outputs should be inserted to QCF-202 Data Sheet for Current Transformer
7.9 Apply the rated voltage to the terminals of the Current Transformer and record the
current and load- burden. Record result on QCF-202 Data Sheet for Current
Transformer

s Procedure For
Disconnector Switch
Testing
1.0 PURPOSE
The purpose of this instruction is to ensure that disconnector switches are tested in a
complete and consistent manner and to provide a means of documenting the test results.
2.1 Disconnect switches shall open and close freely and all electrical/mechanical
connections shall be clean and tight.
2.4 Voltage drop across closed contacts of switch should be less than 200 micro-
ohms. Phase readings should not differ by more than 20%.

Disconnector Switch
Testing
6.0 PREREQUISITES
6.1 The disconnecting switch is de-energized and isolated from the normal source or
supply prior to the start of testing.
7.0 PROCEDURE
7.1 Verify that the applicable prerequisites of paragraph 6.0 are complete. Record
inspection results on QCF- 104 Status Sheet for Disconnecting Switch
7.2.1 Inspect the disconnect switch to verify that the contacts are clean and tight and
are properly aligned. Grease the necessary points and contacts.
7.2.2 Close and open the disconnector at least five to verify free and smooth operation.
7.2.3 Measure contact resistance of each phase of closed switch. Verify position
indication. Record results of 7.2.1 through 7.2.3 on QCF-204 Data Sheet for
Disconnector Switch..
7.3.1 With the disconnect switch OPEN, megger each phase between load and
line terminals.
7.3.2 With the switch CLOSED, megger each phase to the other phases.
7.4 At the completion of the disconnect switch test, return the equipment to its pretest
condition.

Procedure For Surge

Arrestor Testing
1.0 PURPOSE
The purpose of this instruction is to ensure that surge arrestors are tested in a complete
and consistent manner and to provide a means of documenting the test results.
2.3 Surge Arrestor should be connected to earthing grid and should be clean.

6.0 PREREQUISITES
6.1 The surge arrestor is de-energized and isolated from the normal source or supply
prior to the start of testing.
7.0 PROCEDURE
7.1 Verify that the applicable prerequisites of paragraph 6.0 are complete. Record

1.0 PURPOSE
The purpose of this procedure is to ensure that the actual status of the 33 &11 kV
Switchgear is qualified to carry out intended functions.
2.1 Voltage drops during resistance testing of switchgear main circuit bus should not
exceed value. Phase readings of each device should not differ by more than 20
percent.
2.2 Resistance readings of switchgear main earthing bus bar, panel-to-panel link
connections, and connection to site earthing grid shall not exceed 0.5 ohms.
2.3 Short-duration power frequency withstand voltage tests (AC hi-potential) are
acceptable if no disruptive discharge occurs.
2.4 Insulation resistance (IR) shall exceed one megohm (MΩ) per 1000 volts (1kV) of
rated voltage plus one megohm, or the insulation shall exceed minimum standards
established by the equipment manufacturers.
4.0 PROCEDURE
4.1 Perform a visual examination of the switchgear checking the general condition for
cleanliness and any damage. Inspect switching devices, isolating contacts,
insulating parts, covers/panels/doors fit-up and closures, insulating barriers, etcer
manufacturer’s instructions. Record on QCF-351 Data Sheet for Electrical
Distribution Equipment.

4.2 Compare nameplate data with drawings and specifications. Check mimic
diagrams. Record on QCF-351 Data Sheet for Electrical Distribution Equipment.
4.4 Check that all cable shields are properly connected to the earthing bar.
4.5 Check the mechanical operation and interlocks of the switchgear and its circuit
breakers for alignment, and proper earthing.
4.6 Check functionality of the earthing switches’ auxiliary contacts in open and closed
positions of the earth switches. Check mechanical position indicators.
4.7 Check breakers have been tested per QCF-354 Data Sheet for Circuit Breaker
MV and Vendor instruction manuals.
4.8 Check earthing switches have been tested per requirements and Vendor
instruction manuals.
4.9 Measure the resistance of the switchgear main bus circuits by applying a current
on each phase in succession (Ductor test or equivalent of 50A – 200 A DC) and
record the voltage drops
4.10 Perform power frequency withstand voltage testing on the main circuits as far as
necessary. Isolate equipment not to be tested as required (instrument
transformers, cables, voltage indicators, etc.) Perform insulation (Megger) test
prior to hi-potential testing to check main circuits are isolated. Record results on
QCF-353 Data Sheet for Switchgear Insulation.
Note: With breakers in the service position and closed, entire main circuit testing
may be completed.
4.11 Measure the resistance of the connections of the switchgear main earthing bar to
check they are continuous within the enclosure. Check also that the switchgear
earthing bar has been connected to the permanent station earthing grid as shown
on the design drawings. Record results on QCF-352 Data Sheet for Low
Resistance Measurement.
4.12 Isolate controls and auxiliaries by opening all control and auxiliary circuit breakers
in switchgear control cabinets.
4.13 Check all safety interlocks and electrical operation of circuit breakers and earthing
switches for each compartment per Vendor instruction manuals.
4.14 The cable compartment door cannot be opened if the earthing switch is open.

4.15 The earthing switch cannot be opened if the cable compartment door is open.
4.16 The breaker can only be moved from the test/disconnected position into the
service position (and back) with the circuit breaker open.
4.17 The breaker can only be closed when precisely in the test position or service

4.18 The breaker cannot be moved from the test/disconnect position into the service
position when the earthing switch is closed.
4.19 The earthing switch can only be closed when the breaker is in the
test/disconnected position.
4.20 Perform test operations of all switching devices of switchgear manually and/or
electrically to check their operation. Observe their relative position indicators
during these operations
4.21 Perform complete local and remote control circuit functional testing for all
switchgear feeder breakers checking operation, functionality, alarms, manual and
electrical interlocks, and indications. Remote status, indication, and control
signals should be verified to/from applicable marshalling boxes for future use.
4.22 Perform complete local and remote control circuit functional testing for both
incoming breakers and the bus coupler breaker checking operation, functionality,
alarms, manual and electrical interlocks, and indications. Include all interlocks
and controls with the respective 6.6 kV transformer and feeder breaker with each
incoming breaker testing. Include automatic and manual bus transfer operation
and logic with the bus coupler breaker testing. Also check load shed logic of
switchgear during testing.

established by the equipment manufacturers.
4.0 PROCEDURE
4.1 Check the 11 kV feeder cables from switchgear to the auxiliary transformers have
been tested per QCF-310 Procedure for Megger and Hi-Potential Test as required.
4.3 Check 400V cable from auxiliary transformers to manual transfer switch has been
tested per QCF-310 Procedure for Megger and Hi-Potential Test as required.
4.4 Check cables from transfer switch to distribution panel and contactor and
remaining panels downstream are installed per their “Auxiliary AC Single Line
Diagram,” or/and “DC Single Line Diagram” and have been checked as required.
4.5 Visually inspect the manual transfer switch. Record nameplate data on QCF-351
Data Sheet for Electrical Distribution Equipment and complete inspection and
checklist checking installation.
4.6 Visually inspect the contactor. Record nameplate data on QCF-351 Data Sheet
for Electrical Distribution Equipment and complete inspection and checklist
checking installation. Interlocks and control will be tested with fire protection
system.

4.7 Visually inspect the AC/DC distribution panels. Record nameplate data on QCF-

rated voltage plus one megohm, or the insulation shall exceed minimum standards
established by the equipment manufacturers.
The insulation of the equipment under test shall exhibit no breakdown during the
1-5 minute test period at the maximum test voltage (±5%). Test voltages are
based on the equipment manufacturer’s recommendations or on the following
equation as a minimum:

precaution must be followed. The voltage used and the available fault current,
although in milli-amperes, are lethal.
5.3 Take special precaution to warn and keep personnel away from equipment
during insulation testing and capacitance discharge. Utilize safety barriers and
flagging when appropriate.
5.4 Test personnel should wear electricians rubber gloves, when appropriate, to
connect or disconnect test equipment.
5.5 Windings and cables can accumulate and hold dangerous capacitive
charges and must be discharged both before and after testing. Take precautions
to ALWAYS connect a grounding jumper to station ground prior to connecting to
potentially charged equipment.
6.0 PREREQUISITES
6.2 Test the meggers integrity by short-circuiting test leads and then open
circuiting to obtain test readings of zero megohms and infinity respectively.

7.1.7 Disconnect megger test leads and discharge the equipment for
approximately as long as the megger test voltage was applied or until the

time duration at maximum voltage, leakage current (at the end of the test
period), and success of the test on QCF-361 Data Sheet for Cable/Bus Hi-
Potential Test. Gradually decrease the test voltage to zero.
7.2.7 Disconnect the test leads and discharge the equipment for
approximately as long as the test voltage was applied or until the residual

Metering Device Calibration
1.0 PURPOSE
The purpose of this instruction is to ensure that initial calibration of electrical metering is
performed in a complete and consistent manner and to provide a means of documenting
the calibration results.
2.1 For electrical metering (except KWH meters) the percent error of the meter
calibration at full scale shall be within ±5% (or the tolerance as specified in the
vendor’s instruction book) of the desired reading at full scale.
2.2 For KWH meters, the percent error of the meter calibration shall be within ±0.5%
(or the tolerance as specified in the vendor’s instruction book) of the desired
standard reading.

6.0 PREREQUISITES

accuracy of the meter instrument under test.
6.2 Verify that the area where the metering device is to be calibrated is reasonably
clean and free from construction debris.
6.3 Ensure test equipment used requiring calibration has current certification.
7.0 PROCEDURE
7.2 Record nameplate and circuit data on QCF-362 Data Sheet for Metering Device
and Calibration Test.
7.3 Isolate the meter instrument electrically from its external circuits by appropriate
test switches or test plugs or remove to test shop.
7.4 Visually inspect the meter for cleanliness and damage. Remove any shipping
blocks or packing.
7.5 Check continuity, calibrate and adjust the meter instrument. Verify free and
smooth operation of the meter. When the feasible, metering/transducers
equipment should be loop tested as a unit. Record calibration data on QCF-362

7.7 Replace or reconnect meter into circuit. Remove any safety tagging.

2.2 Equalize setting of chargers are as left per Vendor settings (129.36 volts).
2.3 System equipment (battery, chargers, and counter EMF assembly) operates as
designed and maintains system voltage at 110VDC ± 10% (99 to 121 volts).

Battery Charger Testing
5.1 Use caution when working near battery and chargers. Battery connections, when
completed, are at open circuit battery voltage. Closure of battery isolating disconnect
switch tying battery to system should be performed last following equipment and
cable checkouts and inspections.
5.2 Keep exposed flames and sparking device away from battery area.
5.3 Wear rubber gloves, long sleeves, and face shields when working with electrolyte.
5.4 The electrolyte is harmful to skin and eyes. In the event of contact with skin or eyes,
wash immediately with plenty of water. If eyes are affected, flush with water, and
obtain immediate medical attention.
5.5 Avoid static electricity and take measures to prevent electrical shocks when working
around battery.
6.0 PREREQUISITES
6.1 Verify that the battery chargers feeder cables have been tested in accordance with
QCF-310.
6.2 If permanent power is not yet available, temporary power (230VAC single-phase)
should be available for charger setup and testing.
7.0 PROCEDURE
7.1 Verify battery chargers nameplates agree with specifications. Verify AC input is
correct for chargers. Record nameplate data from both chargers on Data Sheet 3.
7.2 Inspect battery cell connections for correct polarity, connector lug tightness, and
protective grease coating. Verify transport seals have been removed from cells and
vent plugs are closed.
7.3 Verify that the battery cell electrolyte level is not more than 20mm below the upper
level mark. If level is low add distilled or de-ionized water. Do not fill above upper
level mark.
7.4 Record pre-initial charge readings of cells on Data Sheet 1. The nominal open cell
voltage of nickel-cadmium is 1.2V. Battery voltage should be approximately 106VDC
(1.2 volts/cell X 88 cells) at isolating disconnect switch.

7.5 Verify cables from chargers to counter EMF assembly (CEMF), from CEMF assembly
to battery (via disconnect switch), and from CEMF assembly to 110VDC distribution
panel have been tested per QCF-312 with continuity, polarity, and connections
verified correct per drawings.
7.6 Verify equipment earthing is per drawings. (CEMF assembly, chargers, panels,
switches, etc.)
7.7 Verify 110VDC distribution panel loads are isolated from system until charger and
battery testing is completed. Load panel feeder cable can be isolated at CEMF
assembly and load bank connected for set up and testing of chargers and battery.
7.8 Verify that the battery room ventilation exhaust fan or temporary exhaust fan is
operable and in service and that NO SMOKING signs are mounted on outside of
battery room doors.
7.9 Complete final system connections to battery by closing isolating disconnect switch.
7.10 Verify battery chargers DC output voltmeters both approximately read system battery
voltage. This checks that all cells are in a true series (none connected in reverse)
and that all connections are tight. Voltage readings should be compared to calibrated
multimeter used to record data.
NOTE: Chargers will be tested and set separately. First charger will be completed
and battery initial charge performed. The remaining charger will then be tested and
settings verified. Order is at the discretion of the CSE.
7.11 Charger 1 can now be placed in service by closing the DC output breaker to supply
voltage for the control circuits and then closing the AC input breaker.
7.12 Set charger 1 to “FLOAT.” The AC ON pilot light should light and the ammeter should
indicate charger output current.
NOTE: It is expected that the meter may show up to 110% the current rating of the
charger (50A). The factory setting of the current limit control is 55A. Record
maximum current reading on Data Sheet 1.
7.13 When the factory preset float voltage setting of 125.84 volts is reached, the ammeter
should show a decrease in current, eventually down to a stabilized value. The length
of time to reach this level depends on the state of charge of the battery. Record final
float setting on Data Sheet 3.

7.14 When charger 1 is no longer in current limit (current less than 50A and voltage
approaching 125.84V), place the charger in “EQUALIZE.” The ammeter may again
show up to 55A depending on battery charge.
7.15 As the factory preset equalize voltage setting of 129.36 volts is reached, the ammeter
again will show a decrease in current.
7.16 The battery Vendor recommendation is for an initial charge of 1.55 volts/cell for 48
hours. This is a once only operation and is essential to prepare the battery for its long
service life. This initial charge requires an adjustment of the “EQUALIZE” setting.
7.17 Therefore, when the charging current falls below rated current of 50A, observe the
voltage, loosen the “EQUALIZE” potentiometer, and carefully adjust for an equalizing
setting of 136.4 volts (1.55 volts/cell X 88 cells). If during adjustment, the current
again goes into current limit, wait for the battery to continue its charge cycle before
continuing adjustments.
NOTE: Adjustment should be made slowly while monitoring current and voltage.
Do not raise adjustment while charger is in current limit as set point would be
unknown. Charger high DC alarm and shutdown set point is approximately 1.65
volts/per cell.
7.18 Continue this adjustment until 136.4 volts is reached and the current is less than rated
current. When final setting is reached tighten the lock nut on the “EQUALIZE”
potentiometer.
7.19 Record initial charge voltage and start time on Data Sheet 1.
7.20 Initial charging should continue for the 48-hour duration as recommended by the
Vendor. Battery room ventilation and combustible gas concentrations should be
monitored during charging period.
7.21 During charging, verify CEMF assembly input and output voltages and record on Data
Sheet 4. Also verify DC Bus/Load voltmeter agrees with voltages as recorded.
Bus/Load ammeter should remain at 0A at this time with no load on system.
7.22 At end of 48-hour charging period, place charger 1 back in “FLOAT” mode, and shut
down charger 1 by switching AC input breaker OFF, and then DC output breaker
OFF.
7.24 Record final condition after initial charge cell readings on Data Sheet 2.
7.25 Wait at least four hours following initial charge and verify electrolyte level of cells and

7.26 Both chargers DC output voltmeters should be reading battery voltage at this time.
NOTE: Following initial charge and due to no system load battery may still be
above float setting of chargers (125.84 volts). Load bank temporarily installed on
CEMF assembly output in place of distribution panel load can be used to discharge
battery for the remaining charger set point verification and CEMF checkout.
7.27 Monitor battery voltage and CEMF output voltage with two test voltmeters. With
battery voltage still above 121 volts, CEMF should still be dropping voltage to system
loads. Record battery voltage and load voltage on Data Sheet 4 for reference.
7.29 Begin discharging battery through load bank while monitoring CEMF ammeter and
voltmeter and battery and load voltages with calibrated test meters.
7.30 The counter EMF assembly inserts a voltage drop between the battery and load to
protect the load from higher voltages. With chargers off and battery supplying load,
voltage should begin dropping. Normal equalize voltage of chargers are being set at
129.36 as noted previously. Record voltage on system load on Data Sheet 4 when
battery voltage is at 130VDC.
7.31 As battery voltage continues to decay, monitor voltage on system load. Record on
Data Sheet 4 at what battery voltage the counter EMF device removes the voltage
drop. Record corresponding voltage on system load also.
7.32 Remove load from system by isolating load bank. Load bank will be used again later
for capacity testing.
7.33 Charger 2 can now be placed in service by closing the DC output breaker to supply
voltage for the control circuits and then closing the AC input breaker.
7.34 Set charger 2 to “FLOAT.” The AC ON pilot light should light and the ammeter should
indicate charger 2 output current.
NOTE: It is expected that the meter may show up to 110% the current rating of the
charger (50A). The factory setting of the current limit control is 55A. Record
maximum current reading on Data Sheet 1.

of time to reach this level depends on the state of charge of the battery. Record final
float setting on Data Sheet 3.
7.36 When charger 2 is no longer in current limit (current less than 50A and voltage
approaching 125.84V), place the charger in “EQUALIZE.” The ammeter may again
show up to 55A depending on battery charge.
7.37 As the factory preset equalize voltage setting of 129.36 volts is reached, the ammeter
again will show a decrease in current. Record final equalize setting on Data Sheet 3.
7.38 Remove charger 2 from service by switching the AC input breaker OFF and then
switching the DC output breaker OFF.
7.39 Charger 1 should now be place into service by switching the DC output breaker ON
and then switching the AC input breaker ON.
7.40 The charger equalize voltage setting should now be readjusted to the original factory
setting of 129.36.
7.41 Loosen the EQUALIZE potentiometer, place the charger in the “EQUALIZE” mode,
and lower the voltage setting. Charger current should drop as adjustment is made.
Monitor battery voltage and continue to adjust until stabilized voltage setting of 129.36
is obtained.
7.44 Place charger 2 in service by switching the DC output breaker ON and then switching
the AC input breaker ON.
7.45 Verify both chargers are in “ FLOAT” mode and system voltage is normal. Charger
voltmeters both indicate battery voltage at float mode of approximately 125.84 volts.
Voltage at system load (output of counter EMF device) is within 110VDC ± 10%
(between 99 and 121 volts).
7.46 When capacity testing is ready to be performed, remove both chargers from service.
7.48 Discharge the battery at a rate of 30A, measuring and recording current, voltage, and
time every hour and more frequently towards the end of the discharge (Readings
every hour until battery voltage drops to 110VDC, every 30 minutes until voltage
drops to 100VDC, and every 10 minutes from then down to 88VDC.). This should be
continued until a final average voltage of 1.0 volt/cell is reached (88 volts battery
