RULE 1 GUIDING PRINCIPLES

Republic act 9163 - National Service Training Program act of 2001


Republic act 7077 - Citizens Armed Force or Armed Force of the Philippines
Reservist Act of 1991 (ROTC GRADUATES)
Republic Act of 10742 - Sangguniang Kabataan Reform Act of 2015

NSTP - program aimed at enhancing civic consciousness and defense preparedness in


the youth.. while undergoing to the 3 components (LTS, CWTS, ROTC)

* signed by former president Gloria Macapagal Arroyo

- CIVIC WELFARE TRAINING SERVICE (CWTS) - programs that contributory to


the general welfare and betterment of life
- LEARNING TRAINING SERVICE - program designed to train students to become
capable of non-licensed teacher to the out of school youth
- RESERVE OFFICERS’ TRAINING CORPS (ROTC) - RA 7077 designed to
provide military training to tertiary level students in order to motivate, train, organize,
and mobilize them for national defense preparedness.
* BASIC ROTC - 1 year rotc training
* ADVANCE ROTC - 2 year rotc training after the basic training

RULE 2 DEFINITION OF TERMS


Section 3. As used in this implementing rules and regulations (IRR)

A. Annual Administrative and tactical Inspection (AATI) - tool designed by the


(DND-AFP)to annually evaluate the rotc units
B. Custering - grouping of student enrolled at diff school and taking the same nstp
component.
C. Cross-Enrollment - system of enrollment where the student is officially enrolled in
an academic program
D. Higher Education Institutions (HEIs) - universities and colleges offering higher
education
E. Local Universities and Colleges (LCUs) - any public institution managed by local
government units
F. Major Service Reserve Commands (MSRC) - units of the AFT major service
mandated to develop their respective reserve forces
G. Mobilization - official act of calling upon ROTC reservists and NSCR Reservists
and NSCR units
H. National Service - civic consciousness and defense preparedness service rendered
by all citizens of the Ph.
I. National Service Reserve Corps Trainee - students enrolled at CWTS or LTS
component.
J. National Service Reserve Corps (NSRC) - graduates of CWTS and LTS.
K. Non-Government Organization (NGO) - any private org duly accredited by CHED,
TESDA and DND to formulate modules for CWTS and LTS
L. Private Higher Educational Institutions (PHEIs) - private colleges offering higher
education
M. Program Components - refers to the ROTC, CWTS, LTS and other NSTP
programs as the CHED, and TESDA in consultation with the DND
N. ROTC Cadet - student enrolled in the ROTC program component
O. School-based NSRC Units (SBNU) - students or graduates of CWTS or LTS
components of the NSTP who are still enrolled in the HEIs and TVIs.
P. School-based Ready Reserve Units (SBRRU) - students or graduates ROTC
components of the NSTP who are still enrolled in the HEIs and TVIs.
Q. State Universities and Colleges (SUCs) - public institution of higher education
R. Technical Vocational Institutions (TVIs) - whether public or private offering
TVET programs.
S. Trust Fund - collected NSTP fee.

RULE III - IMPLEMENTATION


Section 4. Coverage

A. Incoming first year & or atleast 2 year TVET program, required to complete 1 of
the NSTP components

A. student can choose any components

C. 1 day orientation led by CHED, TESDA, and DND in collaboration of DEPED

Section 6. Duration and Equivalent Course Unit

A. 2 semester, 3 units per sem


B. 1 summer program (OSP) 2 semester program of ROTC, LTS, CWTS, subject to
capabilities
C. CHED and TESDA shall issue guidelines that the NSTP units shall not be include
in the GPA of graduating student

A. graduates of the non-rotc components of the NSTP shall belong to the National
Service Corps (NSRC)
B. Graduates of ROTC program shall part form part of the Citizen Armed Force
pursuant
C. ROTC graduates shall be organized into school-based ready reserve units (sbrru)
