REPUBLIC ACT 9163


“National Service Training Program (NSTP) Act of 2001.”

Legal Mandates
● Executive Order number 59 of 1967
● Presidential Degree No. 1706 ( National Service Law)
● REPUBLIC ACT 7077 (AFP Reservist Act of 1991) otherwise known as "Citizen Armed
Forces or Armed Forces of the Philippines Reservist Act.“
● REPUBLIC ACT NO. 9163 (NSTP Act of 2001) an act establishing the
“NATIONAL SERVICE TRAINING PROGRAM ”

● In 1967, then President Ferdinand E. Marcos issued Executive Order number 59
making ROTC mandatory at all educational institutions with enrollment of at least 250
students.

● In 1980, President Marcos promulgated Presidential Decree 1706, the National


Service Law which made National Service (Civic Welfare Service, Law Enforcement
Service and Military) mandatory for all Filipino citizens.

● In 1991, the congress passed the RA 7077, the Citizen Armed Forces of the Philippines
Reservist Act.

SECTION 39. Establishment of ROTC Units in Schools. – At such colleges, universities


and similar institutions of learning that request for the conduct of military training in their
institutions , there shall be established and maintained Reserve Officers’ Training Corps units as
the Secretary of National Defense may approve, which shall conduct military training for the
students of such institutions for the purpose of producing enlisted and officers reservists.

SECTION 38. Reserve Officers’ Training Corps (ROTC). – Military training for students enrolled
in colleges, universities and similar institutions of learning is mandatory pursuant to the
provisions of the National Defense Act and the 1987 Constitution.

While it is the prime duty of the government to serve and protect its citizens, in turn it shall
be the responsibility of all citizens to defend the security and promote the general welfare of the
State and in fulfillment thereof, the government may require each citizen to render personal,
military or civil service.

a. In recognition of the vital role of the youth in nation-building, the State shall promote civic
consciousness among them and shall develop their physical, moral, spiritual , intellectual and
social well-being. It shall inculcate the ideals of patriotism, nationalism and advance their
involvement in public and civic affairs.

b. As the most valuable resource of the nation, they shall be motivated , trained, organized and
involved in military , literacy , civic welfare programs and other similar endeavors in the service
of the nation.

Rule III. Program Implementation


Section 4. COVERAGE
– All incoming Students, MALE and FEMALE enrolled in any baccalaureate degree
course and in at least two (2) year technical vocational courses or associate courses in public
and private education institutions shall be required to complete one (1) of the NSTP
components as requisite for graduation

Section 7. NSTP Offering in Higher Education and Technical-Vocational Educational Institutions
- All higher and technical-vocational institutions, public and private, must offer at least ONE (1)
of the program components; Provided, that state University and Colleges shall offer the ROTC
components and at least ONE (1) other components other components (CWTS & LTS).

Section 4.b COVERAGE – All Higher Educations Institutions including State University and
Colleges (SUC’s) and Technical-Vocational Education Institutions must offer upon enrollment all
the THREE (3) NSTP components. However, State University and Colleges (SUC’s) are
required to maintain and provide the ROTC components.

Section 5.c – Program of study (syllabus) and enrolment forms shall bear the “NSTP” without
stating therein the three components. There shall be an orientation for all NSTP enrollees to be
jointly conducted by the ROTC, CWTS, and LTS coordinators / implementers. Students enrolled
in the first semester of the freshman year shall be made to undergo a common module phase
for 25 hours training; drug education; disaster awareness, preparedness and management;
environmental protection; and other national security concerns. Upon completion of the common
module phase, the student must select the specific NSTP program component that he/she will
pursue.

Section 6. Duration and Equivalent Course Unit.


A. Each of the aforementioned NSTP components shall be undertaken for an academic period
of two (2) semesters. It shall be credited for three (3) units per semester for fifty-four (54) to
ninety (90) training hours per semester.

RULE V. SECTION 11. ORGANIZATIONS of NSTP GRADUATES

NON – ROTC components


Shall belong to NATIONAL SERVICE RESERVE CORPS (NSRC)
Issuing Agency on the Serial Number of CWTS / LTS graduate is the CHED

ROTC - COMPONENTS
Shall belong to CITIZEN ARMED FORCES.
(Standby Reserve & Ready Reserve)
Issuing Agency on the Serial Number of ROTC graduate is the AFP

RULE VI. Program Implementation

Section 12 – Miscellaneous Provisions


Certificate of completion Certificate of completion with corresponding serial number issued by
CHED , TESDA , and DND, shall be awarded to students who have successfully complied with
the program requirements.

PREAMBLE
We, the sovereign Filipino people, imploring the aid of Almighty God, in order to build a
just and humane society, and establish a Government that shall embody our ideals and
aspirations, promote the common good, conserve and develop our patrimony, and secure to
ourselves and our posterity, the blessings of independence and democracy under the rule of law
and a regime of truth, justice, freedom, love, equality, and peace, do ordain and promulgate this
Constitution.

- This value means launching an efficient and sustainable “clean and green” program
nationwide.
- You should treat Mother Nature as your own mother and masterpiece, giving it great
care and appreciating its wonders and beauty. The acts could be as simple as throwing
that candy wrapper on the garbage can instead littering on the streets, avoiding the use
of plastics, etc.
