xt. Ftame arrestors, water curtains and adequate fire safety arrangements (fire hydrant,
foam system, etc.) shatt be instalted. Spark / flame proof etectrical fittings shall be
instatled.
xil. ln no case any unit shoutd be altowed to store petroteum ctass A or ctass B or Ctass C in
open to sky area.

appropriate locations.
XIV. A system shoutd be estabtished having brief of operation done in a shift, no. of batches
charged, product manufactured and probtems encountered or suspected.
XV. After every training, training effectiveness should be evatuated for Operational
Negligence, Operator fautt, Lack of standard operating procedure for transfer of
material from one reactor to another and on cteaning of reactors, [ack of awareness of
personne[ on SOP's, non-comptiance of SOP's by emptoyees, Noncomptiance of safety
practices by emptoyees, etc. For this purpose, training catendar and training feedback
record shoutd be maintained. Sensitization of workers for SOP adoption shoutd be
carried out and day-today practices regutarty checked and record shoutd be
maintained.
XVI. The Regulatory Agthorities shatl take immediate action against erring industries as per
prevaiting Rules based on periodic inspections. ln addition the Regutatory Authorities
shatl sensitize the industries abaut safety norms, industria[ best practices, industry
specific emission & efftuent standards etc.
XVII. Ptant shoutd be thoroughty inspected by the ptant management regutarty for short
botting, ftange tightening, tess number of nuts and botts than required or designed,
firefighting and ptant personneI should be cross-checked f or chemicat stock,
understanding of compatibitity matrix of chemicats/ spent sotvents, etc.
xvilt. The manpower of the DISH in the industriat area must be commensurate with the
numbers of units in the area with proper training to improve the efficiency of DISH.
XIX. Annual safety audit from third party shoutd be made mandatory for every plant and fie
adequacy certificate shoutd be made mandatory before operation of distittation ptant.
XX. Distittation plants shoutd have safe assembly points with signage, signage for safety
evacuation and doubte staircase 6267212022/LAW-HO 171 21 (opposite to each other)
for exiting from process area in case of emergency.

It is therefore requested to att SPCBs/ PCCs to intimate the concerned industries for
compliance of above recommendations.
