Protocol for Augmentation of MDRRMO Personnel and Volunteers

Introduction:
According to RA 10121 or the Philippine Disaster Risk Reduction and Management Act of Sec.
13 Accreditation, Mobilization, and Protection of Disaster Volunteers and National Service Reserve
Corps, CSOs and the Private Sector. The LDRRMO may mobilize individuals or organized volunteers to
augment their respective personnel complement and logistical requirements in the delivery of disaster
risk reduction programs and activities. The agencies, CSOs, private sector, and LGUs concerned shall
take full responsibility for the enhancement, welfare and protection of volunteers, and shall submit the
list of volunteers to the OCD, through the LDRRMOs, for accreditation and inclusion in the database of
community disaster volunteers. Mobilization of volunteers shall be in accordance with the guidelines to
be formulated by the NDRRMC consistent with the provisions of this Act.
To conform to RA 10121 the MDRRMO through Operation and Warning Section, guidelines
and procedure are formulated for requesting augmentation and mobilization of MDRRMO Personnel
and organized volunteers and individuals accredited by the MDRRMO Atimonan.
This guideline will provide direction, process, procedures and prohibitions for agencies
requesting augmentation of MDRRMO Personnel, accredited Volunteers (ACDVs) and VMOs
augmentation to provide delivery of DRRM services.
Requested services includes:
 Stand-By Emergency First Aiders and Responders
 Event Assistance
 Conduct of Aerial Shot
 Or providing technical skills and expertise
Guidelines
 The requesting department, institution or agency shall provide a Letter of Request and should be
addressed to Atimonan MDRRMO Head/OIC.
 The Letter of Request should be given to Atimonan MDRRMO 7 days prior to the
event/program to be attended.
 In case of requesting Stand-By Emergency First Aiders (attended by ACDVs, VMO, individual
volunteers, CSOs, NGO) we required the requesting agency to include in the Letter of Request;
o Number of First Aiders needed
o Specific working hours
o Location of the event
 Meals are provided by the requesting agency/organizer.
 Requesting agency/organizer will provide transport vehicle to the MDRRMO personnel, standby
first aiders or team if the event is outside Atimonan.

Procedure
After the approval of the Letter of Request by the MDRRMO Head/OIC, the letter is forwarded to the
Operation and Warning Section.
Operation and Warning Section Chief will;
 Coordinate to the requesting agency and provide update within 3 days upon receipt of the letter if
the request is granted or not.
 Provide suggestions and recommendation with regards to the request.
 Organize personnel/volunteers and working schedules (standby First Aiders).
 Attend or designate Team Leader for supervision (standby First Aiders).
 Provide a copy of the Request Letter to the Administration and Training for compiling, safe
keeping and for future purposes.

Prohibitions
The Atimonan MDRRMO will not accept the letter of request if;
 The request is not in writing.
 The letter of request is submitted less than 7 days prior to the event.

Effectivity of this guideline will initiate as soon as signed by the Atimonan MDRRMO Head/OIC.
