Guidelines on the Cancellation or


Suspension of Classes and Work in
Schools in the Event of Natural Disasters,
Power Outages/Power Interruptions, and
Other Calamities

Rationale

This Order is being issued to provide


guidance on the suspension of classes
due to disasters or calamities to spare the
pupils, students, teaching and non-teaching
personnel in schools from unnecessary
dangers to their lives and limb.

Scope

This DepEd Order covers students and


employees in public schools, as well as all
personnel in its central, regional, and division
offices.

Adherence is optional for private schools,


community learning centers, and state or local
universities and colleges.

For Typhoon:
In-person, online classes and work from Kindergarten to
Grade 12, as well as in the Alternative Learning System
(ALS), are automatically suspended in schools whose local
government unit (LGU) is under any tropical cyclone wind
signals (TCWS) by the Philippine Atmospheric Geophysical and
Astronomical Services Administration (PAGASA).

If there are strong winds that are not due to a


typhoon, LGUs shall decide on the cancellation or
suspension of classes.

Important Reminders!

For Typhoons:

If the TCWS was issued at a time when classes


have already begun, schools should
immediately suspend classes and work and
send everyone home, but reminded that
schools are also obligated to keep the students
and school personnel safe if traveling home has
become unsafe.

For Heavy Rainfall:

In-person, online classes and work from


Kindergarten to Senior High School and ALS are
automatically cancelled in schools situated in LGUs
issued with Orange and Red Rainfall Warning
by PAGASA.

Under the Yellow Rainfall Warning, it is up to the


local chief executive to decide on the suspension of
classes.

Important Reminders!

For Heavy Rainfall:

Schools shall suspend classes


immediately if the warning was issued at a
time when classes have already begun, but
should be mindful of the safety of students
and personnel if traveling home has become
unsafe.

For Flood:

In-person, online classes and work from Kindergarten


to Senior High School and ALS are automatically
cancelled in schools in LGUs issued with a Flood
Warning by the PAGASA.

“LGUs are given the power to suspend classes if


their respective areas are experiencing torrential rains
or floods but not under any warning by PAGASA.”

For Earthquake:

In-person, online classes and work from Kindergarten


to Senior High School and ALS are also automatically
suspended in schools situated in LGUs where
Philippine Institute of Volcanology and Seismology
(PHIVOLCS) declared an earthquake with intensity 5
or above.

Local Chief Executives should decide on the cancellation


or suspension in areas with earthquake intensity 4 and
below.

For Earthquake:

School Principals can cancel classes at any Intensity


Scale if in their assessment, buildings and other structures
are seen to be in danger of collapsing or are found to
have major damage. The School Disaster Risk Reduction
and Management (DRRM) Team Head should clear the
return of students and personnel in buildings and other
structures.

In Times of Power Outages:

There will be no automatic class


suspensions if there are power outages or
interruptions in schools, but school officials
are given the discretion to cancel classes if it
results in a “poor learning environment.”

o Schools should no longer be used as COVID-19 quarantine
or isolation facilities or vaccination centers.

o However, schools may be used as immediate evacuation


sites in cases of other disasters, but should not last for more
than 15 days.

o Similarly, it noted that LGUs should not use schools as


long-term shelters for evacuees.
