Dear Sirs:

We, the undersigned, offer to provide the consulting services for Consultancy Services for
Beneficiary and Socio – Economic Impact Assessment for Kenya Urban Support
Program (KUSP) Funded Infrastructure Projects in 59 Municipalities in accordance with
your Request for Proposals dated 29 August 2022 and our Proposal. We are hereby submitting
our Proposal, which includes this Technical Proposal and a Financial Proposal sealed in a
separate envelope.

We hereby declare that:

a) All the information and statements made in this Proposal are true and we
accept that any misinterpretation or misrepresentation contained in this
Proposal may lead to our disqualification by the Client and/or may be
sanctioned by the Bank.
b) Our Proposal shall be valid and remain binding upon us until 30th
November 2022 in accordance with ITC 12.1.
c) We have no conflict of interest in accordance with ITC 3.
d) We meet the eligibility requirements as stated in ITC 6, and we confirm
our understanding of our obligation to abide by the Bank’s policy in regard
to corrupt and fraudulent practices as per ITC 5
e) We, along with any of our sub-consultants, subcontractors, suppliers, or
service providers for any part of the contract, are not subject to, and not
controlled by any entity or individual that is subject to, a temporary
suspension or a debarment imposed by the World Bank Group or a
debarment imposed by the World Bank Group in accordance with the
Agreement for Mutual Enforcement of Debarment Decisions between the
World Bank and other development banks. Further, we are not ineligible
under the Client’s country laws or official regulations or pursuant to a
decision of the United Nations Security Council;
f) In competing for (and, if the award is made to us, in executing) the
Contract, we undertake to observe the laws against fraud and corruption,
including bribery, in force in the country of the Client.
g) Except as stated in the Data Sheet, Clause 12.7, we undertake to negotiate
a Contract on the basis of the proposed Key Experts. We accept that the
substitution of Key Experts for reasons other than those stated in ITC

Clause 12 and ITC Clause 28.4 may lead to the termination of Contract
negotiations.
h) Our Proposal is binding upon us and subject to any modifications resulting
from the Contract negotiations.

We undertake, if our Proposal is accepted and the Contract is signed, to initiate the Services
related to the assignment no later than the date indicated in Clause 30.2 of the Data Sheet.

We understand that the Client is not bound to accept any Proposal that the Client receives.

DESCRIPTION OF APPROACH, METHODOLOGY AND WORK PLAN IN
RESPONDING TO THE TERMS OF REFERENCE

a) Technical Approach and Methodology

Our Understanding of the objectives of the assignment as outlined in the Terms of


Reference (TORs)

Our team understands that the main objective of the assignment is to conduct a beneficiary and
socio economic impact assessment for Kenya Urban Support Program (KUSP) funded
infrastructure projects in 59 municipalities.

A socio economic impact assessment is defined as a means of measuring the effectiveness,


relevance, efficiency and sustainability of organizational activities and judging the significance
of changes brought about by those activities. For the Kenya Urban Support Program (KUSP)
this will be achieved through our description of the following main objectives.

Objective 1 Documenting benefits, areas of improvement and impacts so far achieved with
a view of improving the implementation of the remaining period and informing preparation of
future urban programs

At the onset of the study, our team will review all the relevant KUSP documents to acquire
indepth understanding of the Kenya Urban Support Program (KUSP) since its inception in
2018 upto date. We will then proceed to undertake stakeholder analysis with an intention of
listing all the relevant stakeholders with an intention of getting their objective views on the
program. We have so far presented our preliminary stakeholder analysis presented in Section
4.1.

We also understand that the study will require data from both primary and secondary data
sources. Primary data will be collected through consultations with various identified
stakeholders either through key informant interviews, workshops, focus group discussions,
structured observations and infrastructure projects’assessment and documentation of case
studies. Secondary data will be obtained through literature review of project documents
identified in Section 4.1.2. At the onset of the study, we will develop data collection tools for
various targeted stakeholders capturing various thematic areas of the Terms of Reference which
will be shared with the client for approval.

At the end of the data collection exercise, the findings capturing various study objectives and
key recommendations to inform improvement of implementation of the remaining projects and
preparation of future urban programs will be packaged in a report for presentation and adoption.

The table below presents key issues and key questions which we will be seeking answers during
the data collection exercise.

Objective 2 To assess and document the socio economic impact of selected completed large/
high magnitude infrastructure projects sampled in the 20 municipalities

In order to achieve this objective, our team comprising of various professionals will visit the
selected high magnitude infrastructure projects in the sampled 20 municipalities. Each
infrastructure project will be assesesed on the following aspects:

 Design of the projects and whether the implementation considered urban resilience and
climate resilience approaches
 Relevance of the project
 Level of usage (intended and un-intended) and status of gender inclusivity on usage
 Number of people using or benefiting from the project; we will also quantify the
benefits or revenues where feasible
 Impacts of the project to the end users (social and economic)
 Sustainability of the infrastructure by assessing the measures in place to enhance the
same e.g. provisions for maintenance and repair and inquiring if any staff capacity
building has been done where applicable

Data on the above aspects will be gathered from relevant stakeholders and beneficiaries of the
infrastructure projects.

Objective 3 To provide feedback to be used in improving the program for better and effective
delivery and for preparing the follow on KUSP II already envisaged and informing future
urban development policy reforms.

All the data gathered during the data collection exercise will be analysed and grouped into
various thematic areas of the study to come up with key findings and recommendations to
inform program implementation for the remaining phase and also future development of policy
reforms in line with the terms of reference.

4B TECHNICAL APPROACH AND METHODOLOGY

The consultant will adopt a participatory and collaborative approach to ensure optimal
participation of the client’s staff and key stakeholders at all stages of the assignment. The
Kenya Urban Support Program (KUSP) brings on board various stakeholders both at national
and county (municipality) levels. At the onset of the assignment, our team will therefore
identify all the relevant stakeholders with an aim of obtaining their objective views on the
impact of the Kenya Urban Support Program (KUSP) infrastructure projects in 59
municipalities.

Table 4.1 presents a list of preliminary key stakeholders identified as relevant to the study and
categorised as follows:

4.1 Data Collection Methods

Data collection will be done from both primary and secondary sources. Primary data will be
collected through consultations with various identified stakeholders either through key
informant interviews, workshops, focus group discussions, structured observations e.g through

google maps and case studies. Secondary data will be obtained through literature review of
project documents identified in Section 4.1.2.

4.1.1 Resource Mobilization, Planning and Inception Meeting

We will mobilize our team within two (2) days of receiving instructions from the client The
consultant will hold an inception meeting with the client to:

 Refine the objective of the assignment, the project scope, approach and methodology
 Finalize time schedules for project implementation (Work plan)
 Agree on sample frame and sampling technique to be used
 Seek clarifications regarding the outcomes of the project and build support for our
approach
 Validate and confirm the availability of relevant documentation
 Determine project communications strategy and reporting requirements
 Determine the level of participation that the client wishes to have from the various
stakeholders in interviews and focus groups
 Agree on expected outputs and set deadlines to submit the agreed upon outputs to the
client

4.1.2 Literature Review

At the onset of the study our team will undertake an analytical review of relevant
documentation to acquire in-depth understanding of the Kenya Urban Support Program
(KUSP) and its performance and challenges documented since inception. The following pieces

4.1.3 Development of Data Collection Tools

Upon identification of relevant key stakeholders, the consultant will design the following data
collection tools to guide in stakeholder engagement.

The draft data collection tools will be packaged in the inception report for client’s approval.
The inception report will also present the findings from literature review, detailed
methodologies and a work plan (field schedule and timelines) to be adopted by the consultant
during the field visits. This will be submitted two (2) weeks after signing the contract.

4.2 1st Capacity Building Workshop on the Process of Conducting the Assessment

Our team will organise for a capacity building session on the process of conducting the
assessment prior to embarking on field visits. The attendants of the capacity building workshop
will be officers from the Kenya Urban Support Program and State Department of Housing and
Urban Development. The attendants will be taken through various approaches and data
collection tools to be adopted during the study. This will be conducted 2 weeks after inception
report.

4.3 Stakeholder Engagement and Data Collection Plan

Data collection in municipalities will be conducted after coming up with comprehensive data
collection plan on all aspects of the study through literature review of the identified key KUSP
documents. The consultant team will work in three (3) teams in close liason with each other.
At the onset, the entire team will all work together in the first two municipalities of Machakos
and Kiambu and later proceed to other KUSP areas (6 municipalities each) but in close liason
with each other as shown in the figure below.

4.3.1 Sampling Technique

Our team will adopt purposive sampling technique in assessment of the infrastructure
projects in the identified sample of twenty (20) municipalities. In purposing sampling, a
sample is selected based on characteristics of a population and the objective of the study. In
this type of sampling, personal judgement needs to be used to choose cases that help answer
the research questions or achieve research objectives. This is illustrated in figure 1 below.

We understand that KUSP todate has over 263 infrastructure investments which are at various
stages of implementation with about 150 investments already completed. Identification of the
projects to visit in the 20 municipalities will therefore be guided by the following aspects:

1. Category of project (Waste management, connectivity, storm water drainage, socio
economic infrastructure and fire & disaster management)
2. Status of the project (Completed or ongoing)
3. Magnitude of the project (Large & Medium – guided by the budget)

At the onset of the study, we will therefore get a comprehensive list of all KUSP projects in
each municipality and using the above criteria come up with a list of the projects to assess and
audit in line with the requirements of the RFP. The key areas of assessment for each
infrastructure project sampled will include:

 Relevance of the project


 Level of usage of the infrastructure e.g number of people utilising the infrastructure and
quantified benefits/ revenues
 Socio economic impacts of the infrastructure
 Sustainability of the infrastructure (any training conducted, status of repair and
maintenance, staffing and skills of staff

4.3.2 Methods of Data Collection

The consultant will adopt a comprehensive data gathering process. The data collected will
assist the consultants to make informed inferences on the beneficiary and socio economic
impacts of the Kenya Urban Support Program (KUSP) funded infrastructure projects. During
this stage the following information gathering techniques will the used:

 Key Informant Interviews


 Focus Group Discussions
 Observations and Photography
 Expert opinions
 Case studies andf video recordings

a. Key Informant Interviews

The consultant will conduct key informant interviews of various relevant stakeholders
identified at national, county and municipality levels. To guide the KII, we will adopt the
developed key informant guides for each identified key informant.

b. Focus Group Discussions

The consultants will use this technique to gather qualitative information on specific
assignment’s issues and questions that require in depth analysis and understanding before
making conclusive recommendations. It will involve getting information from various groups
of people relevant to the assignment i.e. the beneficiary of various infrastruture projects. Using
this technique, the consultants will act as moderators using predetermined questions. We will

use the “Funnel Structure” Approach, where at the beginning the questions are broad;
narrowing to very specific issues/questions in the middle of the discussions and narrows
completely towards the end of the discussions by reaching at specific points of agreements by
the participants.

The consultants will decide what issues to address using this technique, identify groups of
participants, solicit their participation and organize venues and times/periods. As a best practice
the number of participants will be between 5 and 10 per group.

c. Structured and Unstructured Observations

Observation is a standard method for gathering information. Unstructured observation often


involves participant observation which can help build rapport with local community as well as
giving a record of actual situation. Structured observations are used when the indicators that
are to be surveyed in detail are already defined such as the existing infrastructure projects. We
will use photography to capture status of various infrastructure projects.

d. County/ Municipal Workshops

Our team will hold county and municiapl workshops in each ofthe 20 municipalities bringing
together all the relevant stakeholders. At the workshops, the consultants will be the convener
allowing different stakeholders to give their opinions regarding key issues relating to the
devolution program such as:

 Relevance
 Impact
 Sustainability of interventions
 Challenges experienced
 Proposed way forward

e. Case Studies

We will also capture case studies in various municipalities and document them to inform
lessons learnt. This will also be done by recording of videos.

f. Questionnairres

Questionnaires will be designed capturing data requirements on various objectives particularly


on project impacts to beneficiaries. Questionnaires can have different types of questions (open
and closed, direct and indirect), the consultant will use the most appropriate one in this study.

We will use an Electronic Data Capture System to collect information for the designed
questionnaires using a KoBocollect Tool that allows data collection using Android mobile
devices and data submission to an online server, even without an internet connection or mobile
carrier service at the time of collection. The simple questionnairres will majorly capture the

socio economic direct impacts of KUSP funded infrastructure projects. The proposed research
assistants in our team will aid in filling the questionairres from the FGD attendants after the
meeting.

4.4 Data Analysis and Synthesis

The nature of the data collected will be both quantitative and qualitative. Data will be cross-
checked on a daily basis by the consultant; the same will be grouped into thematic areas
relevant to the objectives of the study. All the data collected will be cleaned and verified before
being analysed.

Data from the key informant interviews and focus group discussions will for instance be
transcribed and analyzed using content analysis and category building which will enable
developing of themes in accordance with the objective of the beneficiary and socio-economic
impact assessment. On the other hand, data from the questionaires will be analysed using SPSS.

Upon completion of data analysis and management, the Consultant will be able to come up
with the following key aspects of the study:

1. The key KUSP funded infrastructure projects benefits and key areas of improvement
2. Contributions of KUSP to institutional reforms and status of their implementation
3. Socio economic impacts of the infrastructure projects and institutional reforms
4. Impacts so far achieved
5. Key recommendations towards improving the implementation of the remaining phase
and enhancing sustainability of the infrastructure projects

The data collection exercise is envisaged to take approximately 3 months (60) working days.

Deliverable III - Draft Report

The Draft Report will capture findings from field work, analysis of gathered information,
annex of pictorial of projects and videography of testimonials.

4.5 2nd Capacity Building Workshop

Upon submission of the Draft Report, we will organise a second capacity building workshop
to be attended by officers from the Kenya Urban Support Program and State Department of
Housing and Urban Development to present the findings of the Draft Report and seek their
views on areas of improvement or clarification. This exercise will be done on Month 5 of the
study.

Deliverable IV – 2nd Capacity Building/ Training Report

The report will capture our presentation of the Draft Report and discussion of the same. After
incorporating the views of the workshop during the 2nd Capacity Building Workshop and other

comments onn the same from the client, we will submit our Draft Final Report by end of Month
6.

4.6 Stakeholders Validation Workshop and 3rd Capacity Building Session

The Draft Final Report findings will be subjected to a 1 day (1) national stakeholder’s
validation workshop at Nairobi. This workshop will be used to verify information gathered
through expert opinions, key informant interviews and literature review. The central goal of
the stakeholders’ validation workshop will be to:

i. Present study findings to the stakeholders


ii. Seek opinions and perspectives of stakeholders and experts in relation to the study
findings and to receive feedback to improve the value of the report

Our team will also use this workshop as a capacity building session on draft report findings to
the attendants. This will be conducted by end of Month 7 of the study.

4.7 Incorporation of Comments from Stakeholders Validation Workshop

Upon receiving the client’s comments and suggestions on the Draft report, our team will
incorporate them into the final report within twenty (20) working days and submit a Final
Report to the client.
