As stated in the Volume 3B General Employer’s Requirements, Section 1: Earth


Works, Pipe Works and Ground Improvement-Sub-Clause 1.2.1 ... “The Contractor shall
prepare a method statement of his proposal for earthworks operation for each particular part of
the Works to be constructed at any one time, detailing the location, programme of excavation,
temporary supports and the placing and handling of the spoil. The Contractor shall submit for the
Engineer’s approval his proposed method statement at least 14 days before his intended date to
commence earthworks on each particular part of the Works”…, we would like to submit the
method statement for the Excavation Works in the WWTP construction area for your kind
inspection and approval according to GCC, FIDIC Clause 5.2.

1 INTRODUCTION

The present Method Statement has been prepared in order to define excavation works for
Wastewater Treatment Plant in Bismil accordance with the Employer’s Requirements and
relevant standards.

The present Method Statement describes types of works, method of their execution and actions
to be taken for their safety and effective performance.

This procedure should be read in conjunction with the following documents:

- General Construction specifications

- Drawings

- Appendix

2 SCOPE OF WORK

Excavation works described in this document include soil excavation, storing and disposing.

According geotechnical report, the composition of the existing soils can be generally subdivided

into 2 types:

3 HEALTH AND SAFETY

3.1 GENERAL SAFETY

Contractor ensures, that procedures are in place and implemented, and that all activities
will be carried out in a manner that will not adversely impact the environment, health and/or safety.

This will be achieved through implementation of an Internal Responsibility System (IRS)


where everyone has direct responsibility for protection of environment, health and safety as an
essential part of their job and where each individual, who directs or has the power to direct how
another person does work, understands the legal duty to take reasonable steps to prevent bodily
harm to that person, or any other person, or the environment, arising from that work.

Contractor’s representative shall inspect the workplace boundaries.

He shall identify situations that may be a source of danger. Contractor shall make
recommendations to the employer regarding safety procedures.

Contractors’ representative shall investigate and that health and safety will be respected.
Only personnel thoroughly experienced and trained shall be permitted to operate in the work area.

3.2 TRAINING AND COMPETENCY OF PERSONNEL


All personnel will undergo HSE trainings on-site per their competency requirements prior to
works commencement.

All workers will be required to review and discuss Hazard Alerts prior to the commencement
of the works. Only skilled and competent workers, operators will be used for the execution of the
works.

Daily toolbox talks will be conducted prior to the commencement of the works. All personnel
will be made aware of the environmental aspects of the works through toolbox talks and where
necessary training sessions on the certain aspects of the works will be performed.

The training and instructions will be recorded by the Contractor and confirmed by signature
of laborer.

3.3 PROVISION OF SAFETY EQUIPMENT


Personal Protective Equipment (PPE), safety tools and equipment shall be provided during
the preparation period, prior the commencement of construction works. For safe conduct of the
works the following personal protective tools and equipment shall be required:

Personal Protective Equipment (PPE):


• Hard hat;
• Safety boots;
• Gloves;
• Raincoats.
• Safety harnesses
• High viz coats
• Safety tools for vehicle/equipment:
• Extinguishers; First-aid Kits.

Health and Safety Precautions:

Maximum attention will be paid when planning excavation works in order not to leave
open excavation area during and at the end of work day, in which case safety barriers will be
provided during all excavation activities.

During the excavation works, health and safety precautions are one of the most important topics.
In this scope, Contractor will be get necessary precautions for the construction area and it
immediate vicinity by putting barriers/ warning signs such as warning tapes, signs, lights, cones
etc. as stated in the Health and Safety Plan of Work Section 2. Please see appendix-1 for the
sample precaution equipment

3.4 ENVIRONMENTAL
Contractor will ensure that following measures / restriction will be followed:

On site will be arranged temporary waste storage area,

Areas shall be reinstated where practical after demobilization and cleaned from
construction wastes and debris as part of Contractor’s EMP and to the satisfaction of Employer;

Daily visual inspection of equipment will be performed in order to avoid contamination of


soil by oil, petrol etc.

Good housekeeping is maintained. Waste will be collected daily from the work sites and
stored temporarily at waste storage area.

All debris and rubbish shall be daily or every three days removed from site by Municipality
or our own vehicles until the nearest domestic

In the scope of excavation works, to prevent dust emissions, the upper layer of the road
shall be watered and velocity of vehicles, used in the site, shall be got under control by using
warning signs. In addition, if it is required, surface of the excavation area will be water with the
help of water tanker. Moreover, excavation velocity/speed of the excavator can be decreased to
prevent the dusting of the soil in the air.

The Contractor’s Site Engineer will be overall responsible for the work activities of this method
statement and civil works supervisor will be directly responsible for the all daily activities of the
work crews.

4 WORK PROGRESS

4.1 SURVEY
A survey crew will establish perimeter of foundation area.

Surveyor assigned to the excavation works will provide continuous control over the
processes from start to completion of excavation work.

Before starting construction works, measurements of whole area shall be taken to form the
dimensional drawing of the WWTP construction site. Then, completed and approved WWTP
design data will be combined with the measurements of the whole area. By doing this, we can
obtain the coordinates of the structures of the WWTP. After the determination of the corner
coordinates of the structures, we will apply the coordinate of the structure by using the two
triangulation points around WWTP as reference points. When we apply the corner coordinates of
the structures we can see the level for the excavation or filling works. During the works, ITRF
96,DOM 42 Coordinate systems shall be used. During the application of the coordinates we will
use GPS and Total Station.

4.2 BASIC CRITERIA FOR EXCAVATION


Soil Stripping:

Before starting the deep excavation, soil-stripping work will be done to clean and level the
area of WWTP. The stripped soil ( 0-0,20 m) will be stored at the site away from the construction
area as stated in the GER Section_1 Sb Clause 1.2.7.7. This location will be decided with the
Engineer. The height of the stored soil will not exceed the 2 m. Weeds and grasses will be
separated from the excavated top soil and to be sent to the appropriate disposal area shown by
the Bismil Municipality

Deep Excavation:

The Site (Construction) Manager shall ensure that all excavation activities are planned in
such a way that the equipment undertaking the works is not concentrated in one area, but located
safe distances apart.

The Site Manager shall determine where and if temporary support / shoring is required to
the sides of trenches to prevent collapse and to provide safe conditions for personnel required
working in the trench.

Depth of excavations shall be in accordance with the design drawings

The excavation will be performed in everything according to the design drawings of the
excavation plan for each facility separately.

For soil excavation excavators and loaders will be used (additional machinery will be
added if necessary).

Schedule of excavation for each facility separately will be performed according to the
current Work Program Plan.

Site (Construction) Manager shall be responsible for planning the works to maximally
reduce volume of soil to be temporarily stockpiled.

Working Space at the sides of structures shall be approximately 1m but working space
value can be change according to type of soil, depth of excavation and other site conditions

Slope of side of embankments shall be 1:Vertical,2:Horizantal ( accordinding to the


Engineer instruction side slope can be changed) for the all kind soil type because according to
the tender we will apply the filling works in 30 cm thickness. After that, we will compact it with the
suitable compactor. In addition, there will no so height embankment that will cause any collapse
or sliding.

In the excavation pits where the depth is greater than 2m, temporary ramps will be used
for easy access of trucks. Slope of temporary ramps will be maximum 10%. (According to the
used vehicle and equipment, slope values can change)

Excavated material shall be placed at least 1.5m from the edge of the excavation area
and any large boulders encountered during excavation area shall be transported to the appointed

site storage area and not left on the edge of the excavation area. All excavated materials not to
be used for the backfilling will be stored at the area where is pointed by the Engineer (near the
WWTP area)

Drainage of Water:

Drainage methods for groundwater and surface waters to be encountered during excavation as
stated below;

 Surface water will be collected and removed from the construction site with the help of
surface water drainage channel. Type of the channel can be trapezoidal or rectangular. It
will be decided according to the site conditions. By using surface water channels, surface
water will be directed to the Dicle River
 At locations where the excavation extends below the ground water level, a dewatering
system must be adopted to lower ambient ground water levels. The resulting ground water
level shall be sufficiently below the excavation level to allow the safe and proper execution
of the works. During the dewatering process, submerged pumps or suitable pumps will be
used. Capacity of the pump will be decided according to the amount of the water and
depth of the working pit. All water will be pumped to the nearest storm water collection
system (surface drainage channels). Dewatering works shall be continuously carried out
until the all water dewatered from the working area. The final foundation level shall be a
stable, dry sub-grade, suitable for subsequent operation.

4.3 TOLERANCES
For Excavation:

During the performing of the earth works for structures, any point of the excavated surface
should not be more or less than 50 mm from the designed surface. In addition, the surface shall
have a smooth regular face all to the satisfaction of the Engineer

For Filling:

For the filling works, there is no minus tolerance. Filling layer can be spread by machine or
manually in successive horizontal layers of not more than 200 mm loose depth and compacted
to 95% Standard Proctor.

4.4 TESTS

The natural ground over which filling is to be placed shall be cleared of all loose boulders,
grass, productive soil, mud, bushes, trees, roots, other vegetation and other unsuitable material.
Unless otherwise specified, fill shall be spread by machine or manually in successive
horizontal layers of not more than 200 mm loose depth and compacted to 95% Standard Proctor.
Tests shall be carried out by members of the Contractor's staff competent to perform the required
tests. We can describe the sand cone test ( compaction test) as defined below;

Compaction Test (Sand Cone Test) Procedure:

Knowing the dry density of soil or pavement is important to evaluate the degree of compaction
achieved during the construction process. A field density test is a common test used to determine
the field density of the soil or pavement. The principle of field density test is the replacement of
soil excavated materials by the sand, the sand density is known so we can calculate the volume
of the sand required to fill the hole. By knowing the volume of the hole excavated in soil and the
weight of soil, we can calculate the in-situ density. The in-situ density equals the weight of
excavated materials divided by the volume of excavated material.

Apparatus

 Sand pouring cylinder equipment

1. Small sand pouring cylinder equipment: this suitable for fine and medium-grained soil. It
consists of a cylinder having a diameter of 100 mm and a length of 380 mm with an
inverted funnel at one end and a shutter to open and close for the entry of sand. Also,
there will be a metal tray for the excavation of soil for suitable size and shape.
2. Large pouring cylinder: this suitable for fine, medium, and coarse-grained soil. It consists
of a cylinder having a diameter of 200 mm and a length of 610 mm with all arrangements,
as mentioned earlier.
3. Medium pouring cylinder: this suitable for fine, medium, and coarse-grained soil. It
consists of a cylinder having a diameter of 150 mm and a length of 450 mm with all
arrangements as mentioned above.

 Tools for leveling and excavating: scrapper with handle for leveling the soil, also a trowel
for digging and excavating materials.
 Containers: a container for collecting the excavated soil.
 Sand
 Balance: a suitable balance with a capacity of 15 or 30 kg.

Procedure:

Calibration of the apparatus: before the beginning of the test, we need to calibrate our apparatus.
The calibration includes the determination of the density of test sand and the weight of sand
occupying the cone of sand-pouring equipment.

The used sand should be passing sieve 1.0 mm and retaining on sieve 600 microns. The
calibration will start by filling the cylinder pouring equipment with sand up to 10 mm from the top
of the cylinder. The weight of the cylinder with sand will be determined to one gram and recorded
as W1. Then the sand pouring equipment placed over a clean plane surface, the shutter opens,
and the sand allowed to fill the cone. When there is no movement, the cylinder pouring equipment
removed, and the sand collected and weighted=W2.

The next step is to refill the cylinder to initial weight W1, then the cylinder placed on the top of the
calibration container, and the sand allowed to fill the calibration cylinder and the cone. When there

is no movement, the shutter is closed, and the reimaging sand is weighted=W3. The volume of
calibration container=V can be calculated from the dimension or by filling it with water.

The bulk density of sand=Wa=(W1-W3-W2)/V

Measurement of density in the field: The testing area should be leveled. Then a metal tray will be
placed. The hole will be excavated in the center of the metal tray to the required depth. All the
soil from the hole will be removed and weighted=W. The sand pouring equipment refilled to weight
equals W1. The metal tray is removed, and the cylinder pouring equipment placed at the center
of the hole, and the sand poured until it fills the hole and the cone. The weight of the remaining
sand will be weighted=W4.

The moisture content of excavated soil W% is determined by taking a sample of soil then
weighting it, the example of soil will be dried at a temperature of 110 C. the moisture content W%
is determined by drying the whole excavated soil materials and weight it=Wd.

5 PERSONNEL

Construction Manager
• Responsible for all activities.

Site Engineer is responsible for:

• Overall direction and implementation of construction activities with regard to the scope
• Implementation of the Method Statements
• Responsible and present during activities under this Method Statement
• Implementation of Safety rules and regulations applicable to the operations described in the
Method Statement
• Management of subordinate personnel for works to be carried out within the schedule, safely
and qualitatively.

Survey Team Leader is responsible for


• Field topographic mapping upon completion of the works

Site Safety and Health Officer (SSHO) is responsible for:


• Providing Assistance and advice on HS matters to the construction personnel and supervision.
• Assisting in implementation of HS requirements on Site.
• Participation in toolbox talks and safety incident investigations

Site Daily Monitor will be presented on site at all times during the activities and will oversee
monitoring of safety.

Foreman is responsible for:


• Responsible for the execution of the work under the monitoring of the Site Engineer
