SPECIAL POWER OF ATTORNEY

That I, ALBASIR TULAWIE BALUAN, of legal age Filipino, and a resident of 2 nd

St., Aurora Village, Tumaga, Zamboanga City, Philippines, do hereby name, appoint
and constitute ABDURASUL J. JAAL, of legal age, Filipino citizen, to be my true and
lawful Attorney-In-Fact for me and in my name, place and stead, for my own benefit and
use to do and perform any of the following acts and things to wit:

1. To apply, make, process, follow-up and facilitate the application for the registration,
renewal, change of ownership, change of name and/or all transactions in relation to
ML “LADY ROSMINA, Passenger/ Cargo Vessel with Official Number 09-0001783
at the Maritime Industry Authority – Regional Office IX, Zamboanga City;

2. To sign, execute and deliver any documents, papers and such other writings which
may be required under the premises;

3. To pay the corresponding fees/ dues that may be required by the above office;

4. To perform all other acts necessary to carry out the foregoing transaction.

HEREBY GIVING AND GRANTING unto my Attorney-in-Fact full power and

authority to do and perform all and every act and thing whatsoever requisite, necessary
or proper to be done and about the premises as fully to all intents and purposes as I
might or could do if personally present, and acting in person; and HEREBY RATIFYING
AND CONFIRMING all that my said Attorney-in-Fact shall lawfully do or cause to be
done under and by virtue of these presents.
