MULANAY , QUEZON

Mulanay is a coastal municipality in the province of


Quezon.

The municipality has a land area of 420.00 square


kilometers or 162.16 square miles which constitutes 4.80%
of Quezon's total area. Its population as determined by the
2020 Census was 55,576. This represented 2.85% of the
total population of Quezon province, or 0.34% of the
overall population of the CALABARZON region. Based
on these figures, the population density is computed at 132
inhabitants per square kilometer or 343 inhabitants per
square mile.

HISTORICAL BACKGROUND

Legend relates that Mulanay derived its name from the


Tagalog word Malunay which means “plenty of lunay”.
Lunay is the vernacular term for pili wax which is abundant in
the area in which “Happy Berde Mulanay”, a flagship
program of Mayor Joselito A. Ojeda’s goal is towards
achieving full harmonization and convergence of programs,
projects, and activities from the national government down to
the local level in creating and sustaining greener environment.
Countrywide is the National Greening Program of our
President, His Excellency Benigno Simeon C. Aquino, III
rolled out thru E.O. No. 26. On the ground is the local
initiative for the “Clean and Green Todo Todo Project of
Mayor Joselito Tito Ojeda” called Happy BERDE Mulanay:
The Museum of Trees—Municipality.

SOCIAL SECTOR : HOUSING

The concern for the security of families and children


covers matters on housing and housekeeping. These
have been traditionally committed as primarily
women’s burdens. Thus, LGU services for temporary
settlements with makeshift housing require attention
to lessen women’s burden. RCBMS 2014 revealed that
the municipality has 11,384 households over the
52,724 population.

In terms of housing backlog, as of 2014, there is a


total of 2,911 housing backlog. Highest are
households within the danger zone areas that is for
relocation. It totaled to 2,280 where it caters the
78.31% of the total housing backlog. While housing
unit considered as makeshift/salvaged/improvised
caters the 390 or 13. 40%.

SOCIAL SECTOR : HEALTH

According to World Health Organization (WHO),


better health is central to human happiness and well-
being. It also makes an important contribution to
economic progress, as healthy populations live longer,
are more productive, and save more. Thus, the present
administration includes health and sanitation on its
top priority by expanding health services in the
municipality.

SOCIAL SECTOR : EDUCATION

Education is a right of every individual. This should


always be one of the top priorities of each
administration, thus, explains why the current
administration focuses more on education. Current
local programs include the establishment of NOPTI
and the Alternative Learning System (ALS) for out-of-
school youths.

Protective services facilities and equipment in 2014


include a police headquarter in the Poblacion area
with a 1:2,574 personnel to population ratio and Fire
Station with a fireman to population ratio of 1: 7,722.
Facilities registered as in poor condition. Vehicles
include two (20 firetrucks for the firemen and one (1)
Toyota hi-lux and 1 Mahindra for the policemen.

SOCIAL SECTOR : SOCIAL WELFARE

Records showed that all barangays in the municipality


have day care centers in good condition. Each Day Care
Center implements the Early Childhood Development
Project which offers day care services and supplemental
feeding to day care children. Each Day Care Center has
a designated barangay day care worker in which 36 of
them are already accredited through the ECCD Center
Based Accreditation System. There is also an existing
Senior Citizens’ building located at Brgy. Poblacion 4.

SOCIAL SECTOR : SPORTS AND RECREATION

The Poblacion has covered and open basketball


courts. Each barangay in the municipality has a
basketball court. While all of these are in good
condition, only Barangay Poblacion I and Sta.
Rosa have covered courts. There are no other
recreational facilities in the barangays except for
the facilities in the Poblacion and School open area.

ECONOMIC SECTOR: INDUSTRY

Industries in the municipality vary mostly between


agricultural and non-agricultural. In the agricultural
industries, (51.05%) engage in agriculture, forestry and
fishing. There are more male earners (62.95%)
recorded in the agricultural operators group than
female earners (17.02%). There are more female
earners in the own household activities, education,
human health, and social work activities and
professional/technical group.

ECONOMIC SECTOR: AGRICULTURAL

As of 2014, the actual land area of the municipality is


32,000 hectares; 413.89 are in Urban use, 393.37 are
forest protected lands, 11,903.85 are forest land
production and more than half is devoted to
agricultural land production (19,158.43). Among the
agricultural land, 75% or 12,230.75 are planted with
coconut, 25% or 4,076.92 are planted with banana
intercropped with coconut and about 7% or 1,423.04 is
planted with rice.

ECONOMIC SECTOR: COMMERSE AND TRADE

There is one public market in Mulanay, located in Barangay Poblacion I. Products sold in this market are the local
produce of Mulanay. This market both caters to the local population and some neighboring municipalities. Women
who sell products in this market usually sell local snack food aside from the usual crops and other goods. There are
338 registered commercial establishments in the municipality during 2013 and 339 during 2014. Majority of these are
dealers of essential commodities like wholesale and retail trade, second are the retailing businesses like small stores
and trading businesses, followed by non-essential commodity businesses. There are also 73 contractor/service
providers, 14 financial institutions, 13 restaurants/eateries, three (3) gasoline stations, three (3) corporate/service
providers, two (2) schools, and one (1) cockpit.

ECONOMIC SECTOR: TOURISM

An ecotourism project in Barangay Buenavista is the only


existing entrepreneurial program/plan for the
municipality. Budget allocation for this is taken from the
20% Development Fund and is owned and managed by
the LGU. There is no report as to its return of investment
as yet. The LGU is gradually setting up a management
system to enhance its operations and has recently started
recording the number of tourist arrivals in the area. The
LGU also still has to develop its Ecotourism Plan in
order to comprehensively develop the area which would
include reasonably priced accommodations, safe, clear
and standard amenities, restaurant services, and police
services, trained tourist guides, among others. Sex-
disaggregated data is also desired here in order to
determine the roles of women and men in the ecotourism
project and thus target a more responsive participation
from each one.

There are different barangay roads connecting the 28


barangays of Mulanay to each other with a total length
of 215.61 kilometers. Also, providing linkages is a
national road of 43.85 kilometers and municipal road
of 8.13 kms.

INFRASTRUCTURE : INFORMATION AND
COMMUNICATION TECHNOLOGY

Communication service facilities in the municipality turns in


various ways. There is an existing radio station located at
Brgy. Poblacion 4 that provided daily news and updates not
only in the residents of the locality but also to other cities and
provinces in the Philippines. LGU-IDS during disaster
likewise benefited the populace of Mulanay. This aims to
prevent casualties during disaster by sending text messages
informing the status of the disaster that helps attain the zero
casualties objectives of the municipality. Publicly managed
postal service and telephone service are available in the
locality. Private communication service providers include
internet providers and cell sites networks. Communication
network is nevertheless present in the area with 5
communication towers located in Barangays Butanyog,
Buenavista, Ilayang Yuni and Poblacion. Only Northern part
of Mulanay has a limited signal coming from each network
site. General Telephone System Inc. is the sole Telephone
System Operating in the municipality located in Barangay 2
(Pob.). There is only one cable station in Mulanay which that
is the Peninsula Cable TV System located in Barangay Ajos
(Sto. Niño).

INFRASTRUCTURE : POWER UTILITIES


Electricity in the municipality is being controlled by the
Quezon Electric Cooperative, Inc. (QUEZELCO).
Quezelco started its operation on April 24, 1972. As of
2014 there are 5,965 actual electric connections provided
in the 28 barangays of Mulanay. Despite power
substations located in Barangay Sta. Rosa which provides
electricity to the whole municipality, half of the
population in Mulanay still does not have access to
electricity. Most of the municipality’s electric
consumption is by domestic users with an average
consumption of 350,177 kwh in a month. Consumption
from commercial establishments is minimal since there
are only a few in the municipality. The rest of the
consumption is publicly used for buildings and
streetlights. Almost half of the population in Mulanay
still does not have direct access to electricity. Brgy. Bolo
has the highest number of households without electric
connection (180 or 82.57%) while Brgy. 3 (Poblacion) has
the least number of households without electricity (2 or
.72%).

INFRASTRUCTURE : WATER UTILITIES

Almost 83% of the households in the municipality are


using non-potable or doubtful drinking water. Assessment
results finds the presence of Coliforms and Bacteria's.
Together with the DOST with their Program Community
Empowerment thru Science and Technology reveals that
all barangay where there is an overwhelming majority of
households using untreated Level I, II, and III water
systems like Dug wells, unprotected springs and
community water systems.
