1. As far as I know, the statement that the CCLEX Bridge is not funded by the government is
correct. The funding for the construction of the CCLEX Bridge is provided by the private
corporation Cebu-Cordova Link Expressway Corporation and maybe we could say funded by its
father company, the Metro Pacific Investments Corp. However, fully discrediting the
government in its role in making the construction of the CCLEX possible is wrong. The way I
understand it, it is the government who has the authority when it comes to projects and
infrastructure that serve the public, such as roadways and bridges. A private entity cannot build
bridges or highways on a whim without getting the approval from the government first. The
CCLEX bridge, being a PPP or public-private partnership project, means that the government has
entered a contract with the private company CCLEC which proved beneficial to both parties. For
CCLEC, they are given the right to operate the bridge and charge fees from the users, which will
give back a good return of investment over time. The government also benefits here, as they are
relieved from the cost of constructing such a bridge themselves, and after 35 years will have the
ownership of the bridge as it will be turned over to Cebu and Cordova local government units. In
terms of who to give credit for this project, it would be the private company CCLEC and the past
administration of the government, as this project has been officially started in 2015 as stated in
the Cebu-Cordova Bridge’s official page, whereas the new administration started in 2016. This
means this is not part of the Build Build Build program of the current administration, nor is it
under the direct influence of Mark Villar who took office as Public Works secretary in August of
2016.

3. For me, the most important factor to be considered in the selection of a Civil Engineer is the
Quality of Client service, with qualifications as a close second. I am driven towards these two as
these factors are empirical and verifiable, whereas “reputation” and “experience” are somewhat
abstract and do not exactly mean that the civil engineer can do the task as is needed. Quality of
client service reigns as the most important as it is the factor that most directly influence the Civil
Engineer’s capability to accomplish his work correctly. An engineer who provides quality work
and has commendable skills in working with the client can be expected to provide quality in his
next projects as well. An engineer who possesses this factor not only “talks” through his
presented qualifications, experience and reputation, but most importantly, “walks the talk” with
his quality of work.
