ABSTRACT

According to construction industry needs in order to improve safety performance, the definition of safety
management system should be defined and the elements included in safety management system should
be clarified in order to have good quality system. In order to have good quality safety management system
we should have tools to measure safety within organization to understand where we stand according to
safety performance and since measuring qualitative component is complex, so comparison between tools
and methods of measurement should be implemented in order to get efficient safety management system
(SMS).
