ACTIVITY PROPOSAL

Title : Redocumentation of 1,005 hectares Collective CLOA

under SPLIT Project

I. RATIONALE

During the 36th cabinet meeting last April 1, 2019 last President Rodigo Roa Duterte has
given directive to DAR for the implementation of the SPLIT project to “fast track the issuance of
individual CLOAs to enable the land reform beneficiaries to use these as collateral for loans”.

To comply with the directives, there is a need to strengthen DAR’s institutional approach
and capacity to complete the generation and distribution of individual titles to ARBs until the
end of his term in 2022.

The project help address operational bottlenecks and problems that affect land ownership
succession and second generation land transfer issues: actual land transfer without
documentation and change of title owners, erroneously issued collective land title on timberland,
and lost or missing titles.

Unstable property rights of the agrarian reform beneficiaries (ARBs) discourage land
development investments to increase farm productivity and income.

Subdivision of collective CLOAs is expected to facilitate the completion and submission

of Land Distribution Information Sheet (LDIS) to LBP to enhance collection of agrarian reform
receivables.

II. OBJECTIVE

To increase farm productivity and household income covering 1,005 hectares of

Collective titles to be subdivided, generated and registered to individual titles with 454 ARBs for
the year 2020.

III. PROJECT DESCRIPTION

The scope would cover 1,005 hectares of collective CLOAs for subdivision survey and
individual titling located in the municipality of Columbio Lambayong, Lutayan, Lebak and Sen.
Ninoy Aquino, Sultan Kudarat. The site is selected based on the number of ARBs, area in
hectares under collective CLOA and potential approved subdivision plan and eventual generation
and registration of the individual titles within the year 2020.
