should be grouped to constitute independent states in which the constituent units
shall be autonomous and sovereign.

A. Pakistan was founded on the basis of Islamic ideology. According to the ideology
of Pakistan, sovereignty over the whole universe belongs to Allah, the Almighty, and
the authority which He is delegated to the state of Pakistan through its people to be
exercised within the limits prescribed by Him as a sacred trust.

culture and civilization

A. Second principle is that Pakistan is an ideal secular state. Pakistan promotes the
material advancement and welfare of all the citizens irrespective of their race,
creed or religion and also Minorities have full freedom for their religion.
