Once the new warehouse is established, goods will have to be moved from Jumna to Chagong. The
existing journey between Mugla and Chagong does not present many problems from a security point of
view. However this will be a much longer journey than the current one, through a different part of the
country. Also, it means that the trucks will have to be parked overnight somewhere along the route. You
have been told that there is a freight interchange compound on the road from Jumna to Teni that is used by
a number of hauliers. As part of the preparation for this change you are now required to do two things:

Prepare a check list of things that will need to be in place at the proposed location to ensure the safety and
security of the truck, its load and the driver.

What security measures would you plan to put in place to safeguard the truck, its load and the driver en
route between locations?

To answer this task, you will find the following learning material section helpful

As the SCILaid warehouse is being moved to Jumna, all the supplies will have be delivered from Jumna to
Chagong. This trip is much longer and we need to assess the rout and the place for overnight stay for our
trucks. So I have prepared the check list for assessment the rout and of things that will need to be in place
at the proposed location to ensure the safety and security of the truck, its load and the driver. We have to
assess all the potential risks before initiating movements.

The following list of areas should be assessed.

For transport rout:


 What routes are available?
 Have particular routes been designated humanitarian assistance routes?

 What particular constraints are there on each route: weight limits on damaged and other bridges – ferry capacities
– restricted depths (rivers) – adverse weather (aircraft operations)?

 What was the previous volume of traffic? What is present capacity? Will emergency traffic be in addition to or in
place of normal traffic?

 What seasonal/weather factors must be considered? Will any routes become impassable? During what periods?

 Are there significant security risks on any of the routes? Are there movement restrictions after daylight hours?

 What means of communication is available?

 What type and size of truck can be used on each route?

 How long do round trips take, including loading and unloading? What is the cost of each round trip?

 What bottlenecks exist? What possibilities are there for re-opening routes and/or increasing movement
capacities? What materials, equipment, expertise would be required? What would it cost? How long would it
take?

 Availability, location and cost of fuel? What stocks of petrol and diesel should be held by SCILaid and where?
 What maintenance facilities for trucks exist? For what types of vehicles? What range of spare parts is available?

For overnight stop


 Yard of the compound is well lit and completely fenced / signed to indicated CCTV monitoring is 24/7
 Fencing includes alarm system that is activated when breached / perimeter fence is checked regularly for
breaches or needed repairs
 Yard has a manned security service with view of entire yard at all times
 Entry and exit to yard is controlled by a manned security kiosk
 Private automobiles are not permitted to park near trucks or trailers
 Security systems and procedures are in place
 Every incident of theft or other criminal activity is reported to police
 Large parking space
 Communication facilities available (telephone, internet, fax),
 Services available will be a plus: dump station, fuel station, food options, service centre that can maintain routine
maintenance and repair of vehicles
