Subdivision for marine technologies and cargoes:

ANS:
preparation of new mandatory and non-mandatory instruments, guidelines and
recommendations, for consideration by the Sub-Committee on :
Carriage of Cargoes and Containers (CCC) (under the direct instructions of the Maritime
Safety Committee and the Marine Environment Protection Committee):

The conventions and other mandatory instruments (as may be amended from time to
time) referred to above include, but are not limited to:

ANS:
• 1974 SOLAS Convention (chapters VI and VII and other relevant parts,
as appropriate);
• MARPOL (Annexes III and V, as appropriate);
• International Convention for Safe Containers (CSC), 1972;
• International Maritime Dangerous Goods (IMDG) Code and related supplements;
• International Maritime Solid Bulk Cargoes (IMSBC) Code and related supplements;
• International Code for the Construction and Equipment of Ships carrying Liquefied
Gases in Bulk (IGC Code);
• International Code for the Safe Carriage of Packaged Irradiated Nuclear Fuel,
Plutonium and High-Level Radioactive Wastes on board Ships (INF Code);
• International Code for the Safe Carriage of Grain in Bulk; and
• Code of Safe Practice for Cargo Stowage and Securing (CSS Code).

The non-mandatory instruments, referred to in paragraph 1, which the Sub-Committee


may be called upon to review, include, but are not limited to:

 Code of Safe Practice for Solid Bulk Cargoes (BC Code);
 Code for the Construction and Equipment of Ships carrying Liquefied Gases in Bulk
(GC Code);
 Code of Safe Practice for Ships Carrying Timber Deck Cargoes;
 Code Safe Practice for the Safe Loading and Unloading of Bulk Carriers (BLU Code);
 Recommendations on the Safe Transport of Dangerous Cargoes and related Activities
in Port Areas;
 Guidelines for the Preparation of the Cargo Securing Manual;
 Emergency Response Procedures for Ships Carrying Dangerous Goods (EmS Guide);
 Medical First Aid Guide for Use in Accidents Involving Dangerous Goods (MFAG);
 Reporting procedures, including inspection programmes for cargo transport units
carrying dangerous goods; reporting of incidents involving harmful substances
and/or marine pollutants; reporting of casualties involving dangerous cargoes;
 IMO/ILO/UNECE Code of Practice for Packing of Cargo Transport Units ;
 Recommendations on the Safe Use of Pesticides in Ships; and
 Recommendations and guidelines relevant to the carriage of bulk cargoes.
 Any other relevant technical and operational issues referred to it by the CCC Sub-
Committee of MSC and/or MEPC Committees as well as other technical bodies of
the Organization.

SOLAS –VI-Carriage of Cargoes :


ANS:
The Chapter covers all types of cargo (except liquids and gases in bulk) "which, owing to
their particular hazards to ships or persons on board, may require special precautions". The
regulations include requirements for stowage and securing of cargo or cargo units (such as
containers). The Chapter requires cargo ships carrying grain to comply with the International
Grain Code.

Chapter VII - Carriage of dangerous goods:

The regulations are contained in three parts:


Part A - Carriage of dangerous goods in packaged form - includes provisions for the
classification, packing, marking, labelling and placarding, documentation and stowage of
dangerous goods. Contracting Governments are required to issue instructions at the
national level and the Chapter makes mandatory the International Maritime Dangerous
Goods (IMDG) Code, developed by IMO, which is constantly updated to accommodate new
dangerous goods and to supplement or revise existing provisions.
 
Part A-1 - Carriage of dangerous goods in solid form in bulk - covers the documentation,
stowage and segregation requirements for these goods and requires reporting of incidents
involving such goods.
Part B covers Construction and equipment of ships carrying dangerous liquid chemicals in
bulk and requires chemical tankers to comply with the International Bulk Chemical Code
(IBC Code).
 
Part C covers Construction and equipment of ships carrying liquefied gases in bulk and gas
carriers to comply with the requirements of the International Gas Carrier Code (IGC Code).
 
Part D includes special requirements for the carriage of packaged irradiated nuclear fuel,
plutonium and high-level radioactive wastes on board ships and requires ships carrying such
products to comply with the International Code for the Safe Carriage of Packaged Irradiated
Nuclear Fuel, Plutonium and High-Level Radioactive Wastes on Board Ships (INF Code).
The chapter requires carriage of dangerous goods to be in compliance with the relevant
provisions of the International Maritime Dangerous Goods Code (IMDG Code).

Chapter XII - Additional safety measures for bulk carriers


ANS:

The Chapter includes structural requirements for bulk carriers over 150 meters in length.

• International Grain Code: This code is implemented on bulk carriers carrying grain
cargo to ensure safety of such ships.
• TDC Code: Code of safe practices for ships carrying Timber Deck Cargo gives
complete guidelines for loading, stowage, construction and equipment.
• CSS Code: Code of Safe Practice for Cargo stowage and securing is a guideline for
onboard staff to store and secure the cargo as per the requirement.

Stowage principles –documentary codes :

• Safety of ships and crew


• The cargo is placed due regard to the stability characteristic of the ship a way as to
avoid excessive BN&SF (Stability booklet) .
• the distribution of cargo must always leave access to the crew and navigation spaces
nor closure of hatchways and accommodation doors and prevent water enter in
adverse weather .
• Code of safe working practices for merchant seamen : Dealt with the general
precautions of cargo handling and working procedures ,the operations procedures
(winches ,Cranes , derricks ,Mechanical equipment's used in cargo work)

Useful guidance in ILO .Code Accident prevention on board ship at sea and in port in which
the basic precautions associated with cargo work are described .
The provision of a copy of this code for reference on board is strongly recommended .the
complementary I.L.O code “”safety health in dock work””

The Mate receipt : when the consignment of cargo is delivered on the ship a receipt for that
cargo must be given when goods are on board .

The mates log book: this is a record of every thing pertaining to the working of the ship (at
sea –port)
Details of cargo working will be recorded .
