COMMITAL PROCEDURE OF PDL UNDER NEW NORMAL

It is with strong desire that DPPF administration maintains, preserve and

safeguard DPPF Reservation CAMP from COVID-19 Infections. Proactive
precautionary measures and security protocols are being implemented to slow down,
if prevention shall fail, the spread of the virus that could compromise the health and
safety of all PDL and the community as well.

All personnel shall play its role of being vigilant at all times and intensify the
security protocol in their respective area of responsibility, bearing in mind to be free
from COVID-19 virus is of paramount concern.

Towards this end, the following guidelines are provided.

 We will receive committals every 1st

and 3rd Friday of the month from
0800H to 1600H only;
 DPPF RDC will be receiving up to 65
PDL per schedule for males and 50
PDL for females.

2. UPON ARRIVAL OF  Proof of Coordination Form

REMAND PDL TO (ANNEX A) duly signed and approved
DPPF by our managing officer shall be
RESERVATION presented by Jail Escort Officers to
CAMP WITH THEIR our gate security personnel (CIW-
ESCORT AND Mindanao Main Security Gate for
ASSIGNED female committals and DPPF Main
DRIVER Security Gate for male committals), for
them to be allowed entry into our
facility. Absence of such entails
refusal; thus they shall be referred
back to RDC managing officer for
another available schedule.

 After validation of proof of coordination

in the checkpoint, their service vehicle
may now proceed to Committal’s
Validation and Verification Tent, where
DPPF’s personnel, composed of RDC,
Overseer, Medical and Security
Officers, are now ready to undertake
the committal process.

3. HEALTH
PROTOCOLS Overseer & IDPS STEP 1: Tents, Tables and Chairs will
be stationed in front of RDC Camp.
Committal Escort Officers shall
proceed to TABLE 1, manned by
Three (3) Overseer and One (1) IDPS
personnel to check and scrutinize the
completeness of all documentary
requirements for committal specified
below,
1. Letter Order / Mission Order;

3. Committal Order;

Medical STEP 2: Committal escort personnel
Personnel will then proceed and present to
TABLE 2, manned by two (2) medical
staff, to check if all three (3) health
certificate requirements specified in
ANNEX B are present;
1. A. An original copy of health
certificate issued by an accredited
Covid-19 testing facility confirming
that the PDL is COVID-19
negative from his/her laboratory
result with RT-PCR Test not more
than 72 hours upon the release of
the result, provided that the PDL
should undergone a STRICT
Quarantine from the time of
collection up to the transfer from
jail to DPPF, with certificate of
quarantine duly sign by the Jail
Warden, attached with COVID 19
Signs and Symptoms Monitoring
Sheet duly signed by the Jail
Nurse.
B. for the twenty-four (24) hours
Rapid-Antigen the PDL must
undergo fourteen (14) days
mandatory quarantine, the test
procedure shall be done on the

2021 REVISED COMMITAL PROCEDURE OF PDL UNDER NEW NORMAL

EXISTING PROVISION AMENDMENT

Health Protocol: STEP 2 Health Protocol: STEP 2

Committal escort personnel will then
proceed and present to TABLE 2,
manned by two (2) medical staff, to
check if all three (3) health certificate
requirements specified in ANNEX B are
present;
1. An original copy of health certificate
issued by an accredited Covid-19
testing facility confirming that the
PDL is COVID-19 negative from
his/her laboratory result (with RT-
PCR Test not more than 72 hours
from the taking of sample from the
PDL).
2. An original copy of health certificate
issued by a licensed medical Doctor
confirming that the PDL.
A. If Asymptomatic and with no
comorbidities (Hyperextension,
asthma, diabetes, etc.) he/she
must completed the 14 days
quarantine prior to the actual
date of transfer.
B. If symptomatic and with history
of exposure should secure
medical clearance, have
completed 14 days quarantine ,
no longer symptomatic for at
least 3 days prior to actual date
of transfer.
3. Certificate coming from Warden’s
Jail/detention facilities that PDL has
undergone 14 days quarantine prior
to committal.
Committal escort personnel will then
proceed and present to TABLE 2,
manned by two (2) medical staff, to
check if all three (3) health certificate
requirements specified in ANNEX B are
present;
1. A. An original copy of health
certificate issued by an accredited
Covid-19 testing facility confirming
that the PDL is COVID-19 negative
from his/her laboratory result with
RT-PCR Test not more than 72
hours upon the release of the result,
provided that the PDL should
undergone a STRICT Quarantine
from the time of collection up to the
transfer from jail to DPPF, with
certificate of quarantine duly sign by
the Jail Warden, attached with
COVID 19 Signs and Symptoms
Monitoring Sheet duly signed by the
Jail Nurse.
