MEMORANDUM

SUBJECT: ISSUANCE OF CERTIFICATION OF NO SICK LEAVE INCURRED

FOR TERMINAL LEAVE APPLICATIONS

DATE: 08 April 2019

1. Reference: Sec. 35-41 of XVI of the Omnibus Rules Implementing Book V of

EO 292 as amended by CSC MC Nos. 41, s, 1998 and 14, s. 1999.

2. In view of the above reference, the office of the Leave Management Section
(LMS), National Headquarters is mandated to verify and issue certification of total accrued
leave credits in relation to the terminal leave application of BFP officers and personnel
who have severed their connections to the agency.

3. However, certain applicants especially retirees, upon their termination of duty,

submit their itemized leave record with no incurred sick leave during their whole tenure.
As well, monthly leave reports and other relative documents submitted by concerned
regional offices do not reflect any instances of applied sick leave credits, hence, the
OLMS is constrained to merely verify such records as is, as part of its ministerial duty.

4. On the other hand, the office of the Retirement Claims Section (RCS) has
observed above-mentioned patterns, calling for a thorough review of said document and
thus, requires further proof as an attachment.

5. In this regard, regional offices are advised to be more circumspect with

approving leave records specifically to those whose records do not have any sick leave
applications. As well, recommend terminal claimants, as per office of the Retirement
Claims Section, to issue certification attesting to the veracity of their leave document for
purposes of accountability and record.
