“Buhay na Mahusay, Mabuhay ng Matiwasay”

B. PROJECT DETAILS

1. Brief Description of the Project

“Buhay na Mahusay, Mabuhay ng Matiwasay” ensures that the general


public through distribution of Gina’s Comics would achieve awareness about
insurgency.

Ensures that the information and programs of the PNP pertaining to ISO
matters were continuously carried out thru religious conduct of dissemination of said
reading material (Gina’s Comics).

Provides network for views and actions from the community and serves as an
effective tool for an awareness campaign which is a vital factor in the implementation
of PNP P.A.T.R.O.L Plan 2030.

Through distribution of reading material (Gina’s Comics), Accomplishments in


ISO, as part of the PNP P.A.T.R.O.L Plan 2030, 2nd Quezon Provincial Mobile Force
Company provides insights and information for the community and stakeholders to
participate on the transformation being undertaken by this company and the PNP.

The community, particularly, residents living in mountainous areas, Local


Chief Executive as well as the personnel of this company and the PNP as a whole
are the primary customers for it provides accurate and continuous implementation,
Crime Prevention Program, and more importantly, on ISO Accomplishments.

2. What are the specific needs, issues or problems being addressed


by the project?
The project aimed to provide community people with reading materials (Comic
of Gina’s Life) which serves as preemptive way to rampant threat groups/NPA
recruitment. The comic basically contains inspirational story of a woman who is a
former insurgent but then came to realization of getting her life back after a traumatic
experience living as a member of the New People’s Army (NPA).

3. What are the Unit Scorecard Objectives supported by this project?

In the PRO 4A Scorecard, this project is under the Learning and Growth
Objective “Develop a responsive and highly professional police organizations”

4. Is this project part of a larger PNP program? Describe.

This project is under the larger PNP Stakeholder Support and Process
Excellence Adopt the Best Practices, and Community and rights-based policing
supported by appropriate information and communications technology.

5. What are the outputs of the project? (Contribution to Lead Measures)

By doing this project there will be Improvement in Crime Prevention and


Solution as well Improvement of community safety awareness through community-
oriented and human right-based policing.

Gina’s comic ensures that the general public through distribution of Gina’s
Comics would achieve awareness about insurgency.

6. What are the expected outcomes? (Condition to Lag Measures)

As a tool to inform the public, Gina’s comic provides significant information


about how Gina suffers from being a member of the CPP-NA. With this, the public
will be informed on how their lives will be if they join the opposing organization. It
serves as useful aid in planning at all levels. It serves as a medium to regain public
trust and control major crimes in the communication.

Provides network for views and actions from the community and serves as
an effective tool for an awareness campaign which is a vital factor in the
implementation of PNP P.A.T.R.O.L Plan 2030.

7. What is the expected impact? (Condition to Unit Vision)

Through providing community people with a true-to-life story of a former


member of Threat Groups/NPA which will eventually serves as an eye-opener for
them to avoid involvement from the chaotic organization. This comic educate and
drum up to the community that lack of awareness could bring them into serious
problem. Also, this comic expresses the important role and cooperation of every
member of the society (community) to achieve the peaceful place to live, as stated in
the PNP Patrol Plan Mission and Vision.

8. What will be the implication/s if the project is not implemented?

If the project is not implemented, the number of individuals joining the CPP-
NPA will probably increase since the old belief regarding the benefits that they will
gain from joining the said group will remain as their reason for joining.

If this is not implemented, there will be no assurance that the general public
through distribution of Gina’s Comics would achieve awareness about insurgency.

9. What are the possible risks or challenges that may be encountered in


implementing the project?

Negativity about the project might be encountered, because majority of the


community is not fond of reading comics or in most cases, individuals living in far-
flung areas cannot read or if they can, most of them cannot understand the message
of Gina’s Comic. Bulk printing or reproduction is also identified as one of the
challenges in implementing this best practice.

1. What was accomplished? Reproduction and Distribution of Gina’s Comic

video presentation to address problem encountered in terms of reading and
comprehension ability of the target beneficiaries of this best practice.

the success factors? Distribution of Gina’s Comics. Success factors include
surrendering of 41 rebel-returnees.

implemented and what are the gaps? none

3. Are the outputs driving intended outcomes? If not, what are the possible
causes for the disconnect and what are the needed interventions? Yes, the
output drove intended outcomes.

4. Are the project teasms (and partners) fully functioning or are changes
needed? Are task assignment followed? Yes, project teams and partners are
functioning in the implementation of this best practice.

5. Was the budget adequate and released on time? Is spending efficient and
transparent? Are needed logistics being provided? Yes, the budget is
adequate and is on time. Receipt of expenses during the implementation of
the stated activities were kept, presented and compiled for transparency

6. Is the project on schedule? If not, why? Yes, the project is on schedule

7. Is the project still relevant or does it needs to be closed or upgraded? The


project needs minor intervention or revision. Distribution of Gina’s comic will
be added with video coverage that includes statements of Gina regarding her
experiences when she is still a member of the CPP-NPA.

Coordinating Instructions

To ensure the success of the said activity, following offices/units are directed to
perform following tasks:

Admin HRDD – Ensure the updating, printing and/or reproduction of Gina’s Comic

Finance – Provide funding for the implementation of the best practices

PCR – provide photo/video coverage during the activity

OPN – spearheaded the conduct of the best practice


Risk Management

The PATROL PLAN covers the entire range of policing that describes how effective
and efficient the agency would be by the year 2030. It laid down the strategies to always
keep the PNP responsive to the needs of the community/society/stakeholders.

While it is laid down as a plan until the vision year 2030, annual review or as the
need arises will not in any manner deter the inclusions or amendments to develop better
strategies. It is a dynamic and flexible document that allows necessary amendments as the
need arises in order to cope up with the challenges brought about by the different factors
affecting the law enforcement or the policing agency.

We must aspire now for realistic greater heights and dare for more sustainable
progress. We have been underperforming due to restraints we put on ourselves and our
organization.

To become a truly transformed PNP, we must strive for more and do better. We must
do everything to become the best we could be, to better serve the community, as our main
stakeholder.

We must:

- Strengthen and reinforce the leadership


- Re-examine our capabilities and renew commitment
- Build momentum and nurture success
- Promote and establish partnership with the community
- Measure progress and make adjustments
- Define responsibilities and demand accountabilities

The PNP experiences a lot of birth pains and by the turn on the millennium, various
national perception surveys showed that the organization is among the most corrupt
government agencies in the country. The PNP is currently facing challenges and problems in
the delivery of police services.
