that we undertook is to engage in
activities geared towards liberating Rwanda
from another evil, poverty and social distress

BACKGROUND

Each year, RDF undertakes both routine and annual Citizen Outreach
Program (COP) activities that collectively contribute to national economic
transformation. These activities form part of our national liberation
celebrations that falls on 4 July.

Last year (2019) during the aforementioned celebrations at Karama


(Nyarugenge) IDP model village, H.E The President commended the
work, which was done by MOD/RDF with other government institutions
and directed to scale-up similar activities mainly for the communities
living along our borders to curb cross-border movements of our people
in search of basic needs. It is against that backdrop that, despite the
pandemic Covid-19 that affected various sectors of our economy, many
activities were conducted in FY 2019/2020 and among them are Gishuro
model village that accommodates 64 families, Tabagwe Mixed Secondary
School, Tabagwe Health Centre and a museum at Gikoba.

INTRODUCTION
As per the Constitution of the Republic
of Rwanda, RDF has been contributing
to the development of our country in
undertaking many economic activities. It
has been supporting the developmental
aspirations of the country and has been
actively participating in ensuring human
security and Rwanda’s socio-economic
development.

In 2018, during the launch of Horezo IDP


Model Village, H.E The President of the
Republic of Rwanda recommended that
“focus should be put on border delivery
projects/services”. Since then, a number
of sites located at the borders were
earmarked for development, and a joint
team was set up to select a site for the
2020 liberation day. Gishuro, which is also a
historical liberation zone, was selected and
approved.

Gishuro site was designed to address


critical border issues and cross-border
citizens needs and to deter dependency
on the neighbouring countries. Among
the key services earmarked for the above-
mentioned site were a Health Centre; a
boarding school; a Model Village for 64
families, Modern farms, mini-markets,
Agakiriro and other important welfare
support facilities.
