MEMORANDUM No. 173. s, 2019 BAWAT BATA BUMABASA (3Bs INITIATIVE)
II. RATIONALE:
With the aftermath of the COVID-19 pandemic in which majority of the K to 12 learners were deprived of formal schooling brought about by the
prolonged home quarantine, their reading ability was quite neglected as teachers had limited interaction with them; hence, many students’ reading level was left
unmonitored. As soon as the in-person classes were implemented this school year, teachers in English and Filipino assessed the students’ reading capacity with the
aim to help them in their difficulty to comprehend. Results were categorized into three levels: frustration, instructional and independent. Students who had
frustration level would be given some reading intervention to be implemented as early as the first quarter of the current school year. Those who showed average and
exceptional reading levels have to be taught to love reading so they will be able to maintain their eagerness to read for lifelong goals.
Moreover, as indicated in DepEd Memorandum No. 173, s. 2019, even in the pre-pandemic period, the overall results of the national assessments
revealed that there had been many early grade learners struggling to meet the learning standards in early language, literacy and numeracy. As they would go on with
their secondary level, this drawback would continue to persist. This time, it becomes more difficult since the lessons are getting more complicated which need to be
paid attention to.
With the abovementioned concerns on the students’ mediocre reading levels, educators specifically the supervisors in the Schools Division Office of
Balanga City has come up with the conduct of Brigada Pagbasa to carefully monitor the progress of the learners in terms of reading and to acknowledge the efforts
they have put into reading, along with the assistance of their reading and literacy teachers.
