Instruction: Listen to a short lecture on “Entry Protocols in Conducting Biodiversity Research”
and read Republic Act 8371 also known as “The Indigenous Peoples’ Rights Act of 1997”, then
answer the questions at the end of this activity. Write your answers in the data sheet.

Task I. Answer the following questions based on your instructor’s short lecture on “Entry
Protocols in Conducting Biodiversity Research”:

1. What is a Wildlife Gratuitous Permit (GP), Why do you need to secure it? Where, How
and When do you have to secure the said permit (50 points)
A Wildlife Gratuitous Permit (GP) is a permit that is issued for an academic purpose, for
research studies and others. A permit needs to be secured for the research to have a
permission to conduct its study. A Gratuitous Permit can be acquired to any DENR office
region, it needs an application process which where a researcher’s study should be
presented to let the DENR know what kind study you will be doing.

2. What is “Pamatasan”, why do you have to do it? and how would you do it? (30 points)
A Pamatasan is a traditional culture of indigenous people, it is a form of respect for the
Datu (Local head) and baylans (Shaman) by offering coins. A researcher should give 1
peso to 7 pesos coins to a Datu, before conducting or interviewing the Datu. The coin
depends on the rank of the Datu, lowest is 1 peso is the minimum or a tribe attendance
meanwhile 7 pesos is for the higher ranked Datus. It says that giving 7 pesos is the safest.

3. Define Prior Informed Consent Certificate. When do you secure it and how? (30 points)
Prior informed consent certificate is something that you need to get approve by the
indigenous people or their datu. It is a consent that will that will allow you to conduct
your study in their area, also it will give you knowledge about the do’s and dont’s in their
community. Because there are some places or things that you need to pay some respect
from their area. In order to get the certificate, you need to go to their place and join the
rituals or ceremony where you will need to explain what your study is about and how it
can affect their place.

1. What is Free and Prior Informed Consent (FPIC)? Why do you need to secure it? Where,
How and When do you secure the said consent (50 points)

A Free and Prior Informed Consent (FPIC) is an act that means the consensus of all members of
the ICC’s/IP to be determined in accordance with their respective customary laws and practices,
free from any manipulation, interference and coercion, and obtained after fully disclosing the
intent and scope of the activity, in a language and process understandable to the community.
Where a researcher should need to secure it for allowing to give or withhold consent to them to a
project or studies that may affect them or their territories. This can be acquired by going to the
community and bring some offerings specially the pamatasan, and ask a persmission the datu for
having your study conducted in their community.

2. What is the mandate of NCIP? (5 points)

NCIP protects and promote the interest and well-being of the ICC’s/IP with due regard to their
beliefs, customs, traditions and institutions.

3. Suppose your undergraduate thesis is “Indigenous Knowledge Systems and Practices (IKSP)
on Biodiversity Conservation and Management” Make a flow chart/diagram/Research
Framework describing the step-by-step process of your Entry Protocol (50 points).

ENTRY PROTOCOL

•FPIC- an approved certificate from the datu or shaman in your choosen study
ares.

•MENRO, CENRO,& PENRO- where you should propose your study and have an
approve permit for conducting you study.

•DENR-- where you need to acquire you gratuitous permit of you choosen study
area.

•RESEARCH PRESENTATION OF THE ICC'S/IP- after the approval of all the
permits. You need to have a presentation of your thesis methodology to avoid
4 such thing as sala.

III. Conclusion: What have you learned from this activity?

In conclusion, the importance of acquiring permits for doing a study is very vital for the
researcher. It is a go signal or a ticket for conducting the study. Moreover, learning the
traditional culture of the indigenous people is also important for a researcher, specially, when the
study involves traditional cultures or anything that involves indigenous people.
