INTRODUCTION

The article entitled “Information and Communication Technologies (ICT) in the processes
of distribution and use of knowledge in Higher Education Institutions (HEIs)” written by Jey
Howard Escorcia Guzman, Rohemi Alfredo Zuluaga-Ortiz , David Andres Barrios Miranda and
Enrique José Delahoz-Dominguez on November 2021 in Procedia Computer Science. The article
talks about how to relate Information and Communication Technologies (ICT) in the processes
of distribution and use of knowledge in Higher Education Institutions (HEI).

Information and Communication Technology (ICT) includes computers, the Internet, and
electronic delivery systems such as radios, televisions, and projectors among others, and is
widely used in today’s education field. Increasingly, ICT is being applied successfully in
instruction, learning, and assessment. ICT is considered a powerful tool for educational change
and reform. Therefore, the article is all about the efficiency of ICT in distributing of knowledge.
Author stated the distribution of knowledge is the process by which organizations extend the
flows of knowledge generated in stages of creation and transformation of information into
knowledge, which allows researchers, teachers, and administrators to access new knowledge for
decision making, it is highlighted that knowledge through ICT is stored in the different
repositories of Higher Education Institution. The authors used different tools which are the
Principal Component Analysis and cluster analysis. The results can be highlighted that two main
profiles were found that characterize the process of knowledge management using ICT.

SUMMARY

The main emphasis of this article is on how Information and Communication Technologies
(ICT) are efficient for the distribution of knowledge, how ICT tools are used to publish the
information they need to communicate to the rest of the group and how ICT can impact the
decision making of researchers, teachers and administrators. The article started in stating that
knowledge has become the most valuable resource for all organizations in the twenty-first
century; as a result, Higher Education Institutions must manage it properly to generate long-term
competitive advantages. They also define ICT and it is connected with Artificial Intelligence. All
about Knowledge representation and reasoning, automated learning, natural language processing,
computer vision, robotics, and automatic speech recognition are all areas where artificial
intelligence can help. In knowing the result in How do Information and Communication
Technologies (ICT) relate to the processes of distribution and use of knowledge in Higher
Education Institutions (HEIs)? , they use in research methodology consists of two stages the
Principal Component Analysis (PCA) and cluster analysis. The first stage aims to investigate the
relationships between variables and the information they provide to the phenomenon through
dimensionality reduction. In the second stage, the aim is to analyze the profiles or groups found
in the observed data set.

They use Likert type questionnaire by eleven items, with an ordinal scale of five (5)
alternative answers (5 Strongly Agree, 4 Agree, 3 Neither Agree, Neither Disagree, 2 Disagree
and 1 Strongly Disagree), which were evaluated considering the degree of conformity of the
items with the reality of the Higher Education Institutions. In conclusion, the literature points out
that Higher Education Institutions as organizations that create knowledge through research
departments generate high knowledge flows, the results show that Information and
Communication Technologies (ICT) are efficient for the distribution of knowledge flows,
therefore, the ICT used for this activity is the Scopus and Web of Science databases which is
following the theoretical constructs.

EVALUATION

The authors discussed an important topic and brilliantly examined the ICT is efficient in
distributing information and knowledge in Higher Education Institutions. The information
presented in the article is all correct, precise, and relevant. Those information are easy to
understand and clear. There is sufficient accuracy and information is provided in a timely
manner. Those information are also trustworthy and reliable. They are short and to the point.
However, one cannot claim that the information is complete. Other articles include illustrations,
diagrams, or charts to help readers better organize their information. Others offer numerous
studies and in-depth learnings to help readers gain a better understanding of the topic. The
authors provide numerous facts to back up all of their claims and arguments.

When it comes to key terms, all significant terms or key terms are clearly defined for the
purpose of research and disseminating all necessary information to the public. The authors are
very attentive to details and make certain that descriptions are provided. The authors are also
adept at presenting a variety of ideas. They display all relevant studies and make no hidden
assumptions. The authors' beliefs are all presented and explained. They show what they know is
relevant and reliable for the audience. They gave what they know is important and must be
identified by the audience. The article does not contain any deep or highfalutin words, allowing
readers to easily absorb the meaning. All of the words are simple and light. There are no large
vocabularies and the language is clear. The English language is used in this article because it is
the universal language.

Overall, the authors do their very best to come up with a certain kind of article that speaks
clearly, communicate with knowledge, and can be a reliable source for other research purposes.
All claims and arguments are supported by facts and truly contributed a lot to the article. The
authors gave what people deserve and team up to deliver positive results. All information is
essential and can help everyone to know that artificial intelligence can was a good tool in
distributing the information.

RESPONSE

There are many things to agree and disagree to the article and some points of the authors.
One is as the technologies are improving some information may not be fact some are only
opinion and that is not accurate information. One of the advantages is ICT helps everyone to
have a very strong knowledge in specific topic because of the information they provided.
However, we can avoid the positive and negative in every situation. As long as we know the
right limit like in this kind of topic we can have an accurate information.

Just like things that one may agree, those points that are considered as reliable,
knowledgeable, and helps the people are the thing that the authors get right. They are right on
explaining and expounding all the points they have given. They are right on many sayings like
“the ICTs that are related to the processes of distribution and use of knowledge in Higher
Education Institutions are the intranet, repositories (virtual libraries), learning management tools
such as Moodle, scientific databases such as Scopus, Web of Science, and IEEE, Framework
(SharePoint and Microsoft Teams), digital narratives and e-learning”.

This article truly requires recommendation. ICT helps people communicate faster and
cheaper than ever before. This also means that people now have more information at their
fingertips than in any time of human history. People should recommend this article and share
their knowledge on how artificial intelligence helping in distributing information. Sharing is a
kind of help and this article can educate a lot of people.

CONCLUSION

The tools that allow knowledge to be distributed and used are known as information and
communication technologies (ICTs). As a result, they are internally compatible with research
departments and must respond to stated demands, because it would be absurd to incur an
unnecessary investment in a department with only two research groups and four researchers. The
process by which organizations extend the flows of knowledge generated in stages of creation
and transformation of information into knowledge, allowing researchers, teachers, and
administrators to access new knowledge for decision making. It is highlighted that knowledge
through ICT is stored in various repositories of Higher Education Institutions.

Out of 10, the rating of this article is 7 because I think they need to include more
information yet they show the message of the article, there are lot of things that they need to
consider. However, from the saying of “ Information is vital”, everyone needs to be careful in
accessing information especially that nowadays the technology is continuing improving.

know the relation of process in distributing the information of ICT in Higher Education
