1 DEVENSIVE DRIVING PROCEDURE

1.1 Purpose

The objective of the Devensive Driving Procedure train or implementation lies to all
concerned staff Weltes Energi Nusantara, so that they understand devensive driving
procedure before they use and operation the vehicle. The vehicle safety procedure
and regulations in order to reduce/minimize the risks associated with transport
operation and preventable or control the damage when accidents, injuries, property
damage, reduce air pollution through the selection and maintenance cost of vehicle.

1.2 Scope

This procedure has specific and general programs that detail vehicle safety systems
to protect and minimize impact of personal injuries, environmental impacts damage
of vehicle.
This program and procedures covers all employees and others personnel at Weltes
Energi Nusantara area and outside of area.

1.3 Definition

The program will include written specification of vehicle. As the following:


Driver: Any user / employee who assigned to operate vehicle for
business and operational purposes

SIM: Surat Ijin Mengemudi / driving license

STNK: Surat Tanda Nomor Kendaraan / Authorisation letter

Vehicle: Any transportation equipment that purposed for business


operations which being owned, leased and / or rented by the
user / organization

1.4 Policy

VEHICLE AND DEFENSIVE DRIVING POLICY


Weltes Energi Nusantara Vehicle and Defensive Driving Policy to intended for the
safety of the all employees. It is the policy of Weltes Energi Nusantara to ensure that
all vehicles used for its operational purposes should meet the maximum operational
requirement covered into this policy, client’s requirement and the local authority.

This Commitment, Weltes Energi Nusantara in a periodic searches of vehicle


including personal/employee.

A Summary of this policy is as follows :

 Driver and employees no not allowed driving under influence of alcohol and drug.
 Driver and employees not allowed operating mobile phone while driving, not evening a
hand free set.
 Only authorized Drivers in possess of valid driving license shall be permitted to drive any
company’s vehicles.
 Driver and passenger are obliged to wear seat belt available on vehicle.
 Switch off all mobile phones while refueling.
 Vehicle condition, tools and equipments to be checked regularly by the driver.
 The speed limit is 40 Km/hours maximum on city road and 80 Km/hours on free way.
 All incident and accident shall be immediately reported to HSE Department.
 Failure to comply with these rules will lead to disciplinary action.
 Vehicles should be provided with first aid facilities i.e., first aid box, flash lamp, portable
fire extinguisher, etc.
 Vehicles should not exceed maximum passenger’s capacity.

Weltes Energi Nusantara will communicate this vehicle and defensive policy and maintain its
routine inspection on purpose of ensuring that vehicle is good condition and no employees
under control are involved in illness, drugs and alcohol.

1.5 Responsibility

The overall responsibility of devensive driving procedure implemention to all


employees Weltes Energi Nusantara. The responsibility of each personnel/employee
must be ensure that this procedure has been clearly communicated and
implemented in detailed.

HSE Department:
HSE Officer shall be ensure that correct driving training has been available and
provided to all authorized drivers or operators. Ensure that this procedure is
communicated to the drivers, routine records of distance driven and inspection or
maintained the vehicle at workshop. Monitor and enforce that is devensive driving
procedure already to implemention. Reporting any non-conformances and
infractions to top management.

Driver
The overall drivers or operators shall be check condition of the vehicle and another
equipment before use and especially prior any journey. The drivers must not use the
vehicle that is not good condition and ensure the driving license, authorization letter,
vehicle manufacture manual and insurance certificate. The driver or operator vehicle
always fasten seat belts, to be aware of the speed limit to the road condition and
report any non-conformances and accident promptly with details for effective
investigation.

Passengger
The Passengger always fasten seat belt and shall warn the driver if drives too fast and
demonstrates other unsafe driving in road. Do not smoking inside the vehicle and
throw any garbage form the vehicle to the road. The overall passengger not or never
to distract driver concentration while the vehicle is in motion and always assist the
driver when reverse maneuvering or parking in harazdous or confined space.

1.6 Procedure
1.6.1 Driver Qualification Procedure

The driver must have / hold a driving license for the country accepted by the
national authority. The original license must be shown and a copy held in the
driver’s personnel records.

1.6.2 Vehicle Use and Operations Procedure

The vehicle used for transport of employee must have or hold a valid
registered license for the type and class of vehicle they are applicable by the
Indonesia regulatory and assigned to driver.

1.6.3 Vehicle Document Procedure

The Vehicle Documents shall include :

1. Driver driving license / Surat Izin Mengemudi (SIM)

2. Authorization Letter / Surat Tanda Nomor Kendaraan (STNK)

3. Insurance Certificate

4. Vehicle Service Book and Catalog Book

1.6.4 Vehicle Accessories Procedure

The overall vehicle must be maintance and inspected to start and check list
must be done before they are use and operation this vehicle, the such item as
:

1. Tyres in good condition include of spare tyre (90% of tires available)


2. First aid box, jack equipment, maintance tool kit, warning triangles and
fire extinguisher available (good condition)

3. The overall vehicle items must be available and good condition (show in
vehicle inspection form)

4. All mechanical problems shall be reported to the supervisor.

1.6.5 Drivers or Operators Procedure

The drivers is responsible for ensuring that this procedure, as the following :

1. The driver should have a valid driving license with position for the type
and class of vehicle being driver
2. The driver and passengger always fasten seat belts during the journey.

3. Safety induction regarding devensive driving shall be given to the drivers


or operators

4. The driver shall not used mobile phone while driving and always pay
attention of speed limit and trafic signed / rulse displayed shall be
followed

5. It is Forbiden for driver to driving vehicle under illness, influence of


alcohol, drug and medication which can be affected the driver
concentration.

1.6.6 Vehicle Incident or Accident Procedure

Any Incident and accident must be reporting and record in accident / incident
investigation and report form. In the event of an accident involving fatality
and injury must be current to hospital and resulted a person is being detained
in hospital.
