Response and Rescue

Introduction

The province Nueva Ecija, consisting of an area of 5,751km² is known as the

Rice Granary of the Philippines, and in this place sometimes a strong rain can be

a blessing since rice crops need an amount of water and in this case, it can be

helpful to farmers. Nueva Ecija as the biggest place in Central Luzon may be

prone to storm surge and rains but it is protected by the longest Mountain

Range in the Philippine which is the Sierra Madre, yet even Nueva Ecija is

protected, there are still areas that is affected even by small rain and results to

small area flood because of the low elevated flooring.

The researchers are to investigate and survey in San Leonardo, an area in

Nueva Ecija that may be affected by flood and know the issue if some places

are being responded to if an emergency occurs.

Investigation

Preparedness, responses and recovery in terms of before, during and after,

who lives in the affected area of flood.

Causes of the problem to the public/community

● Dams or levees breaking

● Heavy Rainfall and Storm Surge

● Clogged Canals

● Overflowing of Rivers

Review of Related Literature

Several studies have shown that Structural Measurements must be

supported by Non-Structural Measurements since both depend on each other

and studies show that non-structural measures mitigate damage done by flood.

Non-Structural Measurement consists of: urban planning such as reforestation,

elevated architectural planning and infrastructures, and regulatory flood

warnings and even flood insurances. Yet some studies have low commitment

such as lack of legal support, lack of technique, and limited case studies that

might be helpful for future use.

Non-structural measurement is supported by a study that can lessen

property damage and has less cost of implementation compared to structural

project components. Based upon the research of Disaster Risk Reduction of

Preparedness from Iloilo, non-structural assessment is better in terms of

dissemination or approach in personal, implementation or application of plan in

the community, and resource utilisation or the availability of materials that can

be useful for the affected people and area.

Scope and Delimitation

This case study, “Provincial Disaster Risk Reduction and Management

Office” attempts to discover on how long response and rescue takes time to

manage the area that is affected by flood and on how fast they resolve some

cases that need immediate attention.

The researcher will use the respondents of Novo Ecijanos (people of Nueva

Ecija) as the case study's locale for it is the most conventional place for the

study.

Problem solving suggestions or Proposed design

Our group conducted interviews with selected people who live in San

Leonardo. We randomly asked about what they needed during, before and

after the flood. Also, they see that improvement is needed.

● Improvement of size of drainage in canals for water flow

● Municipal and Educational Reforestation

● Improvisation for strict local weekly community service

● Provide at least one truck for those who needs to evacuate

● Planning of elevated evacuation site for lower chance of reflooding

● Early distribution of wireless and rechargeable radio
